(T'he Trst part of this meeting inciuding Executive Session is seheduled to take approximately 1 hour with New Business to begin at approximately 6:30 p.m.) 1. Call the Meeting to Order 2. Roll Call of Members 3. Approval of Minutes - October 15, 2003 4. Public Forum (This is the time for any person to speak on any subject not appearing on the agenda. Public comments may be limited to 3 minutes.) 5. Executive Session under C.R.S. Section 24-6-402(4)(e) for the purpose of determining matters that may be subject to negotiations, developing strategy for negotiations and/or instructing negotiators regarding financing for the 38th Avenue & Sheridan Boulevard redevelopment project. 6. CALL THE MEETING TO ORDER The Wheat Ridge Urban Renewal Authority meeting was called to order by Chair Hashem at 5:40 p.m. The meeting was held in the council chambers of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge, Colorado. ROLL CALL OF MEMBERS Commissioners present: Norm Burkpile Vance Edwards Mary Hashem Elwyn Kiplinger (left meeting at 6:35 p.m.) Tom Mallinson 3. 4. Commissioners absent: Mazgy Platter Janet Leo Terrell Williams Also attending: Alan White, WRURA Executive Director Jim Windholz, WRURA Attorney Ann Lazzeri, Recording Secretary APPROVAL OF MINUTES There being no additions or corrections, the minutes of September 26, 2003 were approved as written. PUBLIC FORUM Terry McFadden Paradise Bitliards Mr. McFadden inquired about the status of the urban renewal project. In response to Mr. McFadden's questions, Alan White stated that the consolidation plat and alley vacation were continued at the last Planning Commission meeting and will be considered again at the October 16th Planning Commission meeting and at the October 27h City Council meeting. He further stated that approxnnately $75,000 additional yearly sales tax is projected to be received from the proposed wban renewal project. In the yeaz 2002, approximately $4,000 sales taac was received from existing businesses in the urban renewal azea. WRURA Minutes Page 1 10-15-03 In response to Mr. McFadden's questions about financing, Mr. Windholz stated that a financing package is presently under consideration and the most recent draft will be discussed during executive session. Jeff Bailey Cornerstone Development Mr. Bailey thanked the Authority and staff for the hard work and cooperation regazding the proposed urban renewal project. 5. EXECUTIVE SESSION It was moved by Vance Edwards and seconded by Elwyn Kiplinger to move into Executive Session under CRS Section 24-6-402(4)(e) for the purpose of determining matters that may be subject to negotiations, developing strategy for negotiations and/or instructing negotiators regarding financing for the 38Ih Avenue and Sheridan Boulevard redevelopment project. The motion passed unanimously. The regulaz meeting was adjourned into executive session at 5:55 p.m. The executive session was convened in the second floor conference room at 6:00 p.m. The executive session was concluded at 6:50 p.m. Those attending the executive session were: Vance Edwards, Elwyn Kiplinger (left at 6:35 pm.), Norm Burkpile, Mary Hashem, Tom Mallinson, Alan White, Jim Windholz, Ame Ray (left at 6:35 p.m.) and Ann Lazzeri. The regulaz meeting could not be reconvened due to lack of a quorum.
