Notice is hereby given of a Public Meeting to be held by the City of Wheat Ridge Urban
Renewal Authority on May 13, 2002, at 5:30 p.m., in the second floor conference room of
the Municipal Building at 7500 West 29`h Avenue, Wheat Ridge, Colorado.
1. Call the Meeting to Order

3. Approval of Minutes - March 25, 2002
4. Public Forum (This is the time for any person to speak on any subject not appearing
on the agenda. Public comments may be limited to 3 minutes.)
5. Executive Session under C.R.S. Section 24-6-402(4)(b) for a conference with the
Authority for the purpose of receiving legal advice on specific legal questions.
6. Executive Session under C.R.S. Section 24-6-402(4)(e) for the purpose of
determining positions relative to matters that may be subject to negotiations,
developing strategy for negotiations, and/or instructing negotiators.

March 25, 2002
5:30 p.m.
CALL THE MEETING TO ORDER
The Wheat Ridge Urban Renewal Authority meeting was called to order by Chair
Dick Matthews at 5:40 p:m. The meeting was held in the City's Court room of
the Municipal Building, 7500 West 29th Avenue, Wheat Ridge, Colorado.
2. ROLL CALL OF MEMBERS

3. APPROVAL OF AGENDA
Since there was a City Council meeting at 7:00 p.m., an amendment to the agenda
was requested to move Approval of Minutes and Public Forum after the
presentation.
4. URA 101 PRESENTATION
Joint Informational Session with City Council - Jim Windholz, Attorney for
the Urban Renewal Autharity, gave a presentation to a joint meeting of the City
Couneil and Urban Renewal Authority regazding urban renewal. Members of the
Planning Commission, Boazd of Adjustment, and Economic Development Task
Force were attendance. There was discussion on the general procedures for

establishing an urban renewal authority, adopting an urban renewal plan, and
implementing a redevelopment project.
The meeting was adjourned to the second floor conference room at 6:50 p.m.
5. PUBLIC FORUM
Upham Street Proposed Modification of Urban Renewal Plan
Jun Windholz and the Authority listened to comments and answered questions of
various property owners along Upham Street whose property is proposed to be
included in the Wadsworth Boulevard Corridor Redevelopment Plan.
The Authority discussed the various issues involved in the redevelopment of the
azea.
6. APPROVAL OF MINUTES
The minutes of the regulaz meeting of March 11, 2002, were presented for
consideration. An amendment to page one was requested to show that Kyle
Ackerman not Larry Ackerman spoke in Public Forum. It was moved by Norm
Burkpile and seconded by Sandra Collins to approve the minutes as
amended. The motion passed unanimously.
OLD BUSINESS
There was no old business to come before the Authority.
8. OTHER MATTERS
There were no other matters to come before the Authority.
9. ADJOURNMENT
It was moved by Sandra Collins and seconded by Kandi McKay to adjourn
the meeting at 7:45 p.m. The motion passed unanimously.

DATE: May 10, 2002
Attached aze two referrals far land use cases being processed by the Depariment of Planning and
Development. Urban Renewal Authority should review and respond as to whether these land
use proposals are consistent with the adopted urban renewal plan for this area. Attached are site
plans, landscape plans and elevations of both proposals.
Case No. SUP-02-01: Request for approval of a special use permit to allow a
gas fueling facility at 3817 Sheridan Blvd (King Soopers).
2. Case No. WZ-02-06: A request for approval of a zone change from R-3 and C-
1 to Planned Mixed Use at 5630 West 38' Avenue to allow 7800 square feet of
retail development and 20 residential dwelling units.
