The meeting was called to order by Chair Brungardt at 5:00 p.m.

C. APPROVAL OF MINUTES: February 27, 2007
It was moved by Kent Davis and seconded by Janice Thompson to approve
the minutes of February 27, 2007 as presented. The motion passed
unanimously.
D. OFFICER REPORTS
There were no officer reports.
E. PUBL[C FORUM
There were no members of the public to address the Authority at this time.
F. UNFINISHED BUSINESS
• Larry Nelson reported that there has been more interest in Parkside since the
price was reduced.
• An open house will be held on the 3884-94 property on Thursday, March 29
_ at 1:00 p.m. First Bank has agreed to provide refreshments for the open
house.

• Larry Nelson reported that the offer was rejected for property on 46°i Place.
Chair Brungardt asked if there were any suggestions for topics for a possible
Housing Autharity training session. It was decided to table this matter far
future discussion.
G. NEW BUSINESS
Presentation and Aceeptance of Audit - Swanhorst & Company LLC
Wendy Swanhorst presented the audit. She stated it was a clean audit with
no problems.
It was moved by Kent Davis and seconded by Lena Rotola to accept
the audit of the Housing Authority for the year ended December 31,
2006 as presented. The motion carried 4-0.
2. Election of Officers
It was moved by Kent Davis and seconded by Lena Rotola that Cheryl
Brungardt continue to serve as Chair of the Housing Authority. The
motion carried 4-0.
It was moved by Kent Davis and seconded by Lena Rotola that Janice
Thompson serve as Vice Chair of the Housing Authority. The motion
carried 4-0.
3. Report on New Property
Larry Nelson reported there is another duplex for sale across the street
From the recently completed Housing Authority project on ParFet. The
units are presently occupied on a month-to-month rental basis.
Remodeling costs should be approximate to the other Parfet property.
Following a brief discussion, it was moved by Kent Davis and seconded
by Janice Thompson that Cornerstone be directed to place an offer on
the Parfet property not to exceed $225,000. Motion carried 4-0.
• Richards Hart Estate duplex property.
There was discussion about possible remodeling of the duplex on the
Richards Hart Estate. Various funding options were discussed.
Direction was given to Henry Wehrdt to obtain some bids and report
back to the Authority with an estimate for remodeling costs.

1. Housing Trust Fund Presentation
Chair Brungardt introduced Brita Fisher from the Colorado Housing
Investment Fund Coalition. She presented an overview of the Colorado
Housing Investment Fund Coalition which is focused on establishing a
statewide housing investment fund with a dedicated and dependable
source of public revenue for the creation and preservation of affordable
housing throughout Colorado. Friends of the Coalition such as other
Colorado housing authorities, municipalities and NAHRO make
contributions to the Coalition. She explained the various ways
individuals, corporations, municipalities, housing authorities and other
entities can participate. A matching giR grant is in place so that any
contribution is doubled.
It was moved by Lena Rotola and seconded by Janice Thompson that
the Wheat Ridge Housing Authority join Colorado Housing
Investment Fund Coalition in an amount of $250.00. The motion
carried 4-0.
2. Alan White mentioned that the city has a private activity bond fund that is
usually given to the Metro Mayor's Caucus for low income housing.
Those funds were given to CHFA this year. The Housing Authority will
encourage City Council to place those funds with the Colorado Housing
Investment Fund Coalition next year so that Wheat Ridge citizens would
be eligible for that assistance.

The meeting was adjourned at 6:15 p.m. The next meeting will be held Tuesday,

The Jefferson County Housing Authority will receive sealed hids under its small purchase procurement
procedures for the residential renovarion of a iwo apaitment home into two townhouses located in
Wheat Ridge, Colorado, This is one bid package that maybe awarded to two or more contractors
that includes the following items:
i. WINDOWS : Removal of existing and replacement of aIl windows with energy efficient,
pre-finished vinyl windows, no egress.
2: DOOI2S: Removal of exisUng four entry doors (&ont and back) and replacement with new.
Removal of two existing shed doors and replacement with new.
3. EXTERIOIi: ltemoval of existing siding, facia, gtttters and downspouts, and adding insulation.
Removal of existing roofing as needed and replacement with new 30- year shingles
4. EXCAVATIQIV: 6zcavate, grade, and instaJl road base, compact with roller and install asphalt for
drive ways.
Solicitatiou: Sealed bids wilt be accepted undl 1:30 p.m. on Aprit 200, 2007, at the offiee of tha
Jefferson Counry Hausing Authority, 7490 West 45`h Avenue Wheat Ridge, Colotado 80033, after
whieh time they will 6e opened, read aloud, and accepted for considerauon. Bids received after this
time will not he accepted. Partial bids will not be aecepted. Faxed bids will not be accepted. Bids

be allowed in the units to get exact measurements.
Appliea6le Laws, RegulaHoas, Permits aad Fees: The Contractor is responsible for full compliance
with all applicable federal, state, and local laws, codes, ordinances, and regulations which may apply to
or otherwise affect khe work to be done, the materials supplied, taxes, permiu, fees and the labor to be
employed in or about the work. The Contractor is responsible for obtaining, providing and payiag
for all perwits and fees therefore, before aav work bceins. Davis-Bacon reguladons are not
required for this project.
Small Purehase Procurement: 7'he Authoriry is solicidng sealed bids for this work under iu small
purchase procedures. Tbis is a more informal and simplified process and will help the Authority
expedite the procurement process. Because the Authoriry is following fhis process, the Authority will
not be able to accept any bid that is more thatl$ ] 00,000 for each bid/contract package. All work will
need to be completed within 90 days of coniract sigtling.
Award: The contract will be awarded to the lowest responsive and xesponsible bidders in accordance
with the hidding altd contract documents and applicable law and regulations.
Right to Reject Any and All Bids: This solicitation does not comrait the Authority to award a
cantract nor to pay any costs incurred in the prepararion uf bids nr the procurement of supplies. The
Authoriry reserves the right to reject any and all bids, to waive any informalities or irregularities and to
re-solicit when it is in the best interest of the Authority.

house and addition and prapare openings by replacing any damagad sills
and frames, there are 14 windows. Replacement windows shall be ertergy
efficient, pre-finisqed> vinyl, min. 2 7/8" frame with double-glazed. with
518" break, residantial windows with screens (Custom Gard II, 6500
Series, by Aesign Windaw, Awning and Door, [nc., AMSCO replacement
windows, "Modern" replacement windows, or a approved equal-submit
specs with hid). Naw windows shall have releases or lift out for easy
cleaning. All windows are to be installed according to the manufacturer's
recommendations; insulated and eaulked around the openings, adjusted

and install two new 36" entry doors with %Z moon arch lights for front entry
daors to each unit and two new 1'/o" 21 X 61 solid steel doors for secondary
entry (2 at 31 X 6a and 2 at 2_x X 61). All will be pre-hung, primed,
insulated, 1 3I4" thick, reised panel steel at each unit. Doors shall hava

aute: Two color application- Hody one color - Trim and Gutters second
color. Owner to select colors from stock colors. Remove existing siding to
base insulation as needed, and then blow in new waU insulation prior to
installation of new siding. Then install new base sheat insulation, vinyl
siding, facia, seamless gutters, downspouu, and tip outs. Owner is to
select color and sryle from available, standard stock. Include all trim,
corners, caulking, and louvered vent panele as necessary for a compiete
installation. Remove and dis ose of existin sidin and an other waste.

Roof Realacement: Remove, if necessary, any layers of the existing
roofing as needed; raplace any damaged sheathing if requested on house
and addition (do not included sheathing cost in this bid, it will be
negotiated later).. Provide and install new base felt, valley tin, flashing,
drip-edge, plumbing boots, and ncw composition/fiberglass shingles (calar
as selected by Qwner from stock available). New shingles shall be Class
A, Type I, wind resistant, min. 225 lb., 30-year shingles. All components

recommendation. Any damaged sheathing will be addressed with a change
order, do not include in this bid. Remove and dispose of all old roofing
