CALL THE MEETING TO ORDER
The meeting of the Wheat Ridge Housing Authority was called to order by Chair
Brungardt at 5:00 p.m. in the council chambers of the Municipal Building, 7500
West 291h Avenue, Wheat Ridge, Colorado.

APPROVAL OF MINUTES - September 26, 2006
It was moved by Kent Davis and seconded by Terry Womble to approve the
minutes of September 26, 2006 as presented. The motion carried 3-0 with
Janice Thompson abstaining.
OFFICER'S REPORTS
Terry Womble suggested that the Housing Autharity look into a property located
at 38"' Avenue and Chase as a possible Housing Authority project.
PUBLIC FORUM
There was no one to address the Authority.
UNFINISHED BUSINESS
There was no unfinished business.

G. NEW BUSINESS
1. Update on New Projects
Larry Nelson provided information on a 6-unit property on Ingalls Street
as a possible Housing Authority project. The sale price is $464,900. He
presented three budget scenarios and reminded the Authority that the
$150,000 grant could be used toward purchase of this property.
It was moved by Kent Davis and seconded by Terry Womble to hold
consideration of this property until the next regular meeting unless
the need arises for a special meeting. The motion carried 4-0.
In the meantime, Authoriry members and Henry Wehrdt will have
opportunity to take a look at the property.
2. Budget
Cheryl Brungardt thanked Dick Matthews for his report on the budget.
She also reported that the last Quail unit has been sold.
Grant Application
Cheryl Brungardt reported that an application had been made far CDBG
funds in the amount of $75,000 for next year.
4. Getting to Know the WRHA
Cheryl Brungardt suggested having business cards and brochures printed
that would contain information about the Housing Authority. She also
requested name tags £or Authority members.
H. OTHER
• Terry Womble reported that Gregory Lyons is doing a Taste of Northwest
Denver and has invited the Housing Authority members.
• Cheryl Brungardt suggested that an attempt be made to get surplus trees from
Wheat Ridge 2020 to be planted at the Parfet project.
• Larry Nelson reported that he had two potential buyers for Parkside. He lost
one buyer because it was a case where a parent wanted to buy a unit for child
under a trust. These types oF situations were discussed in case they come up
again in the future. It was decided to ask David Firman to research and give
the Authority advice as to whether this type of situation could be allowed.

I. ADJOURNMENT
It was moved by Kent Davis and seconded by Terry Womble to adjourn the
meeting at 5:46 p.m. The motion passed unanimously. The next Housing
Authority meeting is scheduled for November 15.

RESOLUTION NO. Ol
Series of 2006
TITLE: A RESOLUTION ENACTING A BUDGET AND
APPROPRIATION FOR THE YEAR 2007
WHEREAS, C.R.S. 29-1-103 (1) of the Local Government Budget Law of Colorado requires
certain local governmental entities to prepare and adopt an annual budget; and
WHEREAS, the City Attorney has opined that the provisions of the Budget Law apply to the
Authority; and
WHEREAS, notice of adoption of this 2007 budget and appropriation was given by the Housing
Authority in compliance with C.R.S. 29-1-106; and
WHEREAS, in compliance with the provisions of the Budget Law regazding notice, objections,
and hearing, a public hearing was held on this Budget and Appropriation for 2007 by the Authority on
November 15, 2006.
THEREFORE, BE IT RESOLVED by the Wheat Ridge Housing Authority as follows:
Section 1. The year 2007 budget as shown on Exhibit 1 attached hereto is hereby approved.
Section 2. Sources of revenue for the Authority are sales of units rehabilitated by the Authority,
Community Development Block Grant funds, and interest earned.
Section 3. Total expenditures of the Authority do not exceed available revenues and beginning
fund balance.
Section 4. A certified copy of this resolution shall be filed with the Division of Local
Government.
