April 25, 2001
CALL THE MEETING TO ORDER
The meeting was called to order by Chair DiTULLI 0 at 7:00 p.m., April 25, 200 1, in the City
Council Chambers of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge,
Colorado.

APPROVE MINUTES
The minutes were amended • change the meeting day to Wednesday rather than Thursday. It
was moved by Kent Davis and seconded by Kathryn Fulton to approve the minutes as
amended. The motion passed unanimously.
4. PUBLIC FORUM
There was no one to appear before the Authority.
5. OLD BUSINESS

The evaluation committee made a recommendation to award the bid to Cornerstone Realty
based on their experience with housing authority situations similar to those in Wheat Ridge as
well as their experience in working with housing agencies such as CHFA, etc. Jerry DiTulho
distributed copies of a letter from Selstead Realty and gave time to members to read the letter.
It was moved by Kathryn Fulton and seconded by Cheryl Brungardt that Cornerstone
Realty be selected to provide services to the Wheat Ridge Housing Authority. The motion
passed 4-0.
A. Goals Objectives and Re - Authority members discussed goals, vision
,gulations
statement, and eligibility requirements for the Housing Authority.

Motion by Kathryn Fulton and second by Kent Davis to use Colorado Springs eligible
applicant criteria. Motion passed 4-0.
Motion by Cheryl Brungardt and second by Kathryn Fulton to establish a maximum of
$10,000 of the applicant's own funds for down payment. Motion failed 2-2.

Motion by Cheryl Brungardt and second by Kent Davis to adopt the Colorado Springs
three years limitation on past home ownership. The motion passed 4-0.
Market Analysis — Authority members received copies of a market analysis prepared
by Kathryn Fulton.
Discussion items included:
• There will be some administrative costs for recording secretary and attorney's fees,
• Should the City be involved in loans?
• Should the City work with a fine of credit?
• Perhaps the Authority should start with small projects such as a four-plex.
Motion by Kent Davis and second by Kathryn Fulton that the Housing Authority request
City Council to appropriate an amount of $250,000 in unallocated funds to the Housing
Authority and, further, that Alan Feinstein be directed to meet with representatives from
banks and the State of Colorado regarding matching funds and/or lines of credit. The
motion passed 4-0.

A. BI-Laws — Bylaws of the Housing Authority and resolution which created the
Authority were distributed to members.
ADJOURNMEN — The meeting was adjourned at 9:00 pm. The next meeting will be held
on May 23, 2001 at 7:00 p.m.

A. 2001 Wheat Ridge Housing Autll Budget - Review and approval of the 2001
udget for reconunendation to City Council.
There was discussion • the proposed 2001 budget for the Housing Authority. It was moved
by Kent Davis and seconded by Mary Cavarra to adopt the 2001 budget of $500,000 for
the Wheat Ridge Housing Authority and forward to City Council for approval on
Monday, May 14, 2001. The motion passed 5-0.

B. ProlleM Purchase — Review and discussion of potential property available for
purchase.

Concern was expressed that the first project should be smaller in scope. Also, there is a need
for more information.
It was moved by Cheryl Brungardt and seconded by Mary Cavarra that Alan Feinstein
contact Cornerstone Realty to research comparables on the 3839 Reed Street property
and also look at approximate costs to convert the six duplex units into single family
homes. The motion passed 5-0.

It was moved by Mary Cava rra and seconded by Kent Davis that Alan Feinstein contact
Cornerstone Realty to research comparable s on the property located at 48' and Harlan
and look into an estimate of rehabilitation costs. The motion passed 5-0.
Mr. Feinstein will have inforination on both properties at the next regularly scheduled Housing
Authority meeting.

Wheat Ridge Housing Authoriy Brochure - Mr. Feinstein submitted copies of a draft
brochure to Authority members. He would like to receive comments from members as soon as
possible in order to finalize the brochure.

meeting at 800 p.m.
