A request was made for continuance of the Final Development Plan and Final Plat to the next Planning Commission meeting. Staff recommended approval of this request. uk -- Case No. WZ-02-13, a request for approval of a final development plan, and Case No. WS-02-01, a request for approval of a 38-lot major subdivision plat, for property locate at 10285 Ridge Road, be continued to September 18, 2003. The motion passed 6-0 with Commissioners DAVIS and PLUMMER absent. I C. Case No. OA -1 -134 An ordinance aniending Section 26-110 of the Wheat R,idge Code of Laws concerning cost recovery for construction of certain public improvements. This case was presented by Meredith Reckert. She reviewed the staff report which contained an ordinance prepared by the city attorney's office regarding future cost recovery for required improvements. It would allow developers who install public street and drainage improvements to be reimbursed from a subsequent developer who benefits from the original construction of these public improvements. Staff recommended approval of the ordinance. It was moved by Commissioner WEISZ and seconded by Commissioner WITT that Case No. ZOA-03-13, a proposed amendment to Chapter 26 of the Zoning and Development Code regarding cost recovery for the installation of public improvements, be forwarded to City Council with a recommendation of approval for the following reason: 1. Case No. ZOA-03-14: An ordinance amending Article III of Chapter 26 of the Wheat Ridge Code of Laws pertaining to planned developments. This case was presented by Meredith Reckert. Case No. ZOA-03-15: An ordinance amending Section 26-106 of the Wheat Ridge Code of Laws concerning the review process chart. This case was presented by Meredith Reckert. She reviewed the staff report and reviewed the existing process chart comparing it with the proposed revisions. It was moved by Commissioner McMILLIN and seconded by Commissioner STITES that Case No. ZOA-03-15, a proposed amendment to Chapter 26 of the Zoning and Development Code regarding the land use review process chart, be forwarded to City Council with a recommendation of approval for the following reasons: With the following condition: 1. That wording in footnote #1 of the proposed review process chart be changed to read: Iffive orfewer parcels, minor subdivision process applies. REQUEST The applicant is requesting approval of a final plat for property located at 10285 Ridge Road. (Exhibit 1, Zoning Map) The purpose of the request is to sub-divide the property into 37 single family residential lots and 1 industrial lot. The applicant is also requesting approval of the Final Development Plan for the residential component of the property. 11. NEIGHBORHOOD MEETING The required neighborhood meeting was held on June 19, 2002. A copy of the meeting summary and the sign-in sheets (Exhibit 2) are included with this report. The property being platted is approximately 17.67 acres in size (769,655.51 sq. ft.) and extends from Ridge Road (southern boundary) to W. 54"' Avenue (northern boundary). This plat is titled Skyline Estates Filing 3 (Exhibit 3, Final Plat). Skyline Estates Filing I and Filing 2 are located on adjacent property in the City of Arvada. Streets and Sidewalks Ridge Road and West 54"' Avenue are currently in existence, Dedication of additional right-of- way is being required along the street frontages of Ridge Road and West 54' Ave. Complete dedication of right-of-way for the local interior streets is required. All required dedication is reflected on the plat document. The planned street improvements are shown on the site plan. Ridge Road and W. 54 Avenue will be constructed with detached sidewalks and tree lawns. The interior streets of Nelson, Newcombe and W 53' will be constructed with attached sidewalks. Street signs will be installed according to the approved signage plan on sheet 11, at the developer's expense. Street lighting, as designed by Xcel Energy, is also shown on sheet I I and will be completed at the developer's expense. AGENCY REFERRALS # Planning Commission Page 5 WZ-02-13 & WS-02-Ol/Nielody Homes The Parks and Recreation Department has requested fees in lieu for parkland dedication. Staff is requesting the installation of detached sidewalk and tree lawn adjacent to the industrial lot be completed at the time of construction of the residential development. These improvements would be maintained by the owner of the industrial lot. Melody Homes is requesting a defennent of constructing the sidewalk and tree lawn until such time as the industrial lot is developed.
