We understand that the City of Wheat Ridge issued a Stop Work order at the property when building inspectors discovered a bathroom renovation in progress without the necessary permits/reports. We further understand that as part of the order, they directed you to obtain an asbestos assessment for the project. The purpose of the assessment was to identify suspect asbestos containing materials (ACMs) that might be or were disturbed for the renovation area and to sample those suspect ACMs for laboratory analysis. At the time of FREEDOM's initial site visit, all suspect ACMs had previously been removed and were stored in a Waste Management (WM) Bagster located on the residence's curb. This assessment was only for that portion of the residence's main bathroom that was undergoing renovation and did not include assessment of any other portions of the residence. BUILDING DESCRIPTION Assessor records indicated that the residence was an approximately 2,526 -square foot split level house constructed in 1955 and renovated in 2005. The bathroom was an approximately 50 -square foot space, and the bathroom renovation reportedly involved (1) removal and replacement of vinyl sheet flooring in the bathroom and renovation of the bathtub area including removal the existing drywall and plasterboard on the walls of the bathtub area as well as removal of the tub surround (plastic faux tile) and bathtub. As previously indicated, the removal activities had been completed at the time that FREEDOM conducted the initial inspection. To complete the assessment, FREEDOM (1) inspected and photographically documented the bathroom's existing condition, (2) interviewed the homeowner about the activities completed, and (3) observed the demolition debris in the WM Bagster. Because the demolition activities had been completed, FREEDOM identified suspect ACMs in the WM Bagster and collected appropriate numbers of samples of each suspect ACM observed in the demolition debris. Mr. Luce collected three samples of the plasterboard, a surfacing material, identified as HA1-1 through HA1-3. Samples were collected of the plasterboard debris from multiple locations in the WM Bagster. They were submitted under chain of custody procedures to DCM Science Laboratory, Inc. (DCM) of Wheat Ridge, Colorado, for analysis by polarized light microscopy (PLM) with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart F). Microscopical visual estimation was used in obtaining the percentage of asbestos in bulk samples. DCM is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). At the time of the initial inspection, access to other materials in the WM Bagster was restricted because the bathtub was on top of the other materials. Mr. Luce notified the homeowner of the issue, and the homeowner removed the bathtub to allow access to the other suspect ACMs. Mr. Luce returned to the site on September 12, 2019 and collected samples of the three miscellaneous materials from multiple locations in the WM Bagster. The samples also were submitted to DCM for analysis by PLM. Mr. Luce collected three samples of the plasterboard, a surfacing material, identified as HA1-1 through HA1-3. Samples were collected of the plasterboard debris from multiple locations in the WM Bagster. They were submitted under chain of custody procedures to DCM Science Laboratory, Inc. (DCM) of Wheat Ridge, Colorado, for analysis by polarized light microscopy (PLM) with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart F). Microscopical visual estimation was used in obtaining the percentage of asbestos in bulk samples. DCM is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). At the time of the initial inspection, access to other materials in the WM Bagster was restricted because the bathtub was on top of the other materials. Mr. Luce notified the homeowner of the issue, and the homeowner removed the bathtub to allow access to the other suspect ACMs. Mr. Luce returned to the site on September 12, 2019 and collected samples of the three miscellaneous materials from multiple locations in the WM Bagster. The samples also were submitted to DCM for analysis by PLM. Dear Mr. Gammon: As requested, we conducted a subsurface exploration to determine foundation design recommendations for the proposed construction at the subject site on April 30, 2003. The subsurface exploration was performed by drilling one test boring to a depth of 26'-0" as near as feasible to the proposed construction area. The location of the test boring and the log of subsurface materials are enclosed. The discussion and recommendations presented below are based on the results of data gathered during the subsurface exploration, observation of general field conditions, and previous experience in the area with similar materials. PROPOSED CONSTRUCfION As we understand, the addition will be constructed where indicated on Figure 1. The 22' X 22' addition will be composed of a main level floor over a lower basement level. Based on existing grades it appears that the depth of the excavation will range from about 5 feet to 8 feet, plus or minus, below the existing groundlevel. Refer to Figure 1 for a plan of the proposed construction and the location of our exploratory test boring. .'."7/ /" / / / ;,', /- / ,,/ ; Mr. Gammon Soil Analytics -2- May 7, 2003 Job #4207 SITE AND SUBSURFACE CONDITIONS The site of the proposed construction is a variably sloping developed parcel located in a mature residential area. We estimate that the existing house is 50 years old, plus or minus. The ground cover in the construction area varies from grass to a previous addition which will be removed. The ground slope in the area is generally to the north-northwest at about 9 to 25 percent. Subsurface conditions encountered by the test boring are variable with depth below groundlevel. Foundation Boring #1, which was drilled near the northwest corner of the proposed addition, encountered erratic consistency and very moist clay fill and topsoil materials from groundlevel to a depth of 4'-0"(:t); stiff and medium moist clays from 4'-0"(:t) to T-O"; hard and medium moist claystone bedrock materials from T-O" to IT-O"; and very hard and moist clayey sandstone bedrock materials from 17'-0" to at least 26'-0", the maximum depth explored. Free groundwater formed in the boring at a depth of 16'-9" while we were at the site. TEST RESULTS AND GEOTEOINICAL CONSIDERATIONS The subsoils at the site were carefully observed as the cuttings were recovered from the test boring, and the resistance of the materials to the advancement of the drilling augers was noted. In addition, Field Penetration Tests were performed at selected depths to assist in evaluating the consistency of the materials and to provide undisturbed samples for precise examination and for testing in a one-dimensional consolidation unit. Test results are attached. Based on the results of the exploration combined with previous experience with similar subsoil conditions, the most pertinent foundation engineering characteristics and considerations at the site are as follows: 1. The boring encountered erratic clayey fill and topsoil materials to an approximate depth of 4 feet (:t). In our opinion these materials are incompetent for supporting both fIatwork and footings. 2. The boring encountered clay .soils from the base of the upper fill and topsoil materials to the 7-foot level. The attached test results suggest some of these soils may have a moderate swell rating. Mr. Gammon Soil Analytic. -3- May 7, 2003 Job # 4207 3. Below the overlaying clays the boring encountered hard claystone bedrock at a depth of 7 feet. The claystone bedrock has a medium to high swell rating and extends to the 17-foot level below which low swelling clayey sandstone bedrock was encountered. 4. The clays and the claystone bedrock at the site have a medium to high swell rating and are a serious geologic hazard which can crack and heave concrete slabs-on-grade and foundations supported on footings. Therefore, counter measures must be used in the design and construction of the foundation system and in the landscaping to mitigate the presence of the expansive materials at the site. 5. The bedrock at the site has a relatively high bearing capacity and is suitable for the support of straight shaft drilled foundation piers which are properly constructed. 6. While a grade beam and drilled pier system can be used to protect the foundation from the expansive materials at the site, it will not protect concrete slabs and flatwork from cracking and heaving if they are constructed as slabs-on-grade bearing on or above swelling materials. All floors in which movement cannot be tolerated should be structurally supported on the foundation system over an air space. RECO~MENDATIONS FOR A GRADE BEAM AND RlLLED PIER FOUNDATION SYSTEM In view of the geotechnical considerations given above and in order to provide a reliable foundation system for the proposed construction, we recommend that the proposed construction be founded on an adequately designed system of grade beams and drilled piers. The piers should be designed for a maximum end pressure of 20,000 pst for a side shear of 2,000 p5f for the minimum specified penetration of the piers in competent bedrock, and for a minimum dead load pressure of 20,000 psf based on the cross- sectional area of the piers. Basement level piers for the structure should be a minimum of 18 feet in length and should penetrate a minimum distance of 16 feet into the underlying comp"etent bedrock. Any frost wall level piers should be a minimum of 21 feet in length and should penetrate a minimum distance of 16 feet into the underlying competent bedrock. In the event that Mr. Gammon Soil Analytics -4- May 7, 2003 Job #4207 the designer has difficulty obtaining the minimum dead load pressure, he can specify that the piers be drilled beyond the minimum bedrock penetration given above and assume that 100 percent of the additional skin friction provided acts in the direction to resist uplift. We recommend that the drilling contractor have a rig with a hole depth capacity of at least 25 feet and that the rig be specified to have a heavy duty high torque rating capable of penetrating cemented bedrock zones and achieving the required bore hole lengths and penetrations. Free water formed in the boring while we were at the site. Therefore, the foundation contractor should be prepared to deal with expected free water using precautions such as placing concrete in holes immediately after drilling each hole by pumping the concrete from the bottom of the each wet hole up in order to preserve the integrity of the pier holes and the concrete. Temporary hole casing does not appear to be an automatic requirement. The foundation contractor should make provisions for the concrete and reinforcement to be placed immediately after the drilling of each hole and should also assure that no disturbed materials are present, no caving has occurred, and the concrete is not diluted as it is placed by the presence of any water in the properly cleaned and prepared holes. The tremie method should be used for placement of the concrete to avoid dilution if more than 4 inches of free water is present in a completed bore hole. Drilled pier foundations are very common in the Denver area and are generally a reliable foundation system for lightly loaded structures in potentially heaving or compressible soils. This support system functions by having the lower portions of the piers anchored in a zone of relative stability and by making it possible to load the support points sufficiently to help resist uplift movements. The following design and construction details should be followed for the foundation: 1. The piers should have a typical diameter of 10 inches and should be reinforced longitudinally with at least one 7/8-inch Grade 60 rod for each 18 inches of pier perimeter (a minimum of two 7 I 8-inch Grade 60 rods per pier) to prevent breakage of the piers due to uplift on their sides by swelling materials. The longitudinal steel should be positioned and placed in accordance with the latest ACl code. The upper portions of the piers should be kept smooth. Care should be taken to avoid mushrooms, or enlargements, of the piers at the tops. ""7'''''W .""i:"'~. ,;;/' ., /</ Mr. Gammon Soil Analytics -5- May 7, 2003 Job #4207 2. An 8-inch minimum "air space" should be provided between the portions of the grade beams that span the piers. Great care should be taken to maintain the integrity of the void forming material during construction, to prevent it from being damaged by exposure to water and other harmful agents and to prevent collapsing it during backfilling. 3. Concrete placed in pier holes must have good workability and have the potential to develop a 28-day compressive strength of 3000 psi. The batched concrete should have a slump of 6 inches or more and should be placed without delay before the slump drops to less than 5 inches. If too much time elapses the concrete becomes harsh, looses workability, will not reestablish original ground pressures and will not have good bond with the sides of the pier holes. LATERAL EARTH PRESSURES ON FOUNDATIONS Heavy cloddy clay materials are poor materials for use as backfill for foundation walls since they can result in high lateral pressures if they are overcompacted and if they are wetted and swell after construction, or they can settle and result in poor drainage if they are not compacted. We recommend the use of a non expansive low permeability structural fill such as recycled concrete. If the fill is carefully and moderately compacted using suitable equipment to the extent that it does not settle after construction, the walls retaining such fill should be designed for an equivalent fluid unit weight of at least 50 pounds per cubic foot. Care must be taken not to overcompact the backfill or to operate heavy equipment above the foundation wall backfill since this will result in excessive earth pressure on foundation walls. The backfill should not be puddled since the trapped water will percolate downward over time and cause underlying expansive materials to swell. If the builder uses undesirable clayey materials as backfill in spite of the risks, the least cloddy soils should be selected and placed so as to minimize the lateral pressures that will be exerted on the foundation walls by compaction or subsequent swelling. Heavy compaction must not be performed since overcompaction will not only result in initial excessive earth pressures but will cause the soils to develop higher swelling pressures if they are wetted. The greater the density of a clay material, the greater will be its swelling characteristics, other factors being equal. For this reason, clay backfill behind foundation walls should be carefully compacted by suitable equipment to "':":F "';p. ',/,,/' . // / 7/ Mr. Gammon Soil Analytic. -6- May 7, 2003 Job #4207 about 88 percent of standard Proctor maximum density at optimum moisture content plus 2 percent. While low densities are desirable to lessen lateral pressures on walls, if they are too low the backfill may settle after construction. Therefore, the desired density is the lowest density needed to prevent settlement of the backfill after construction. If swelling of the backfill becomes a factor, extremely high pressures can result which equal the swelling pressure of the material. If clays are used as backfill for foundation walls, the walls should be designed to resist an equivalent fluid unit weight of at least 75 pef. FLOOR CONSTRUCfION Subsurface conditions encountered by the boring are not favorable for slab on grade floor construction. As previously noted, some of the materials expected to be present at and below the bottom of the basement addition are expected to have a medium to high swell rating. Since it is not possible to concentrate enough dead load on floor slabs to counteract the developed swelling pressures of underlying expansive materials, we anticipate that any floors constructed as slabs-on-grade on the natural materials at the site may experience post construction movement and cracking upon wetting of the subgrade. We estimate that the post construction slab uplift could be on the order of 3 inches, more or less, depending on the swell rating of the material present at and shortly below slab leveI{s} and the amount and depth of wetting that occurs. In order to avoid future floor movement and cracking, we recommend that all initially finished living areas and all future finished living areas of the structure have a structurally supported floor over an air space. Unfinished areas should have a structural floor unless the owners want to assume the risk that a slab-on-grade may heave and crack. We will not be responsible for damages resulting from the use of slab-on-grade floors. All crawl spaces and air spaces should be well vented and adequately protected from the development of excess humidity and unhealthy conditions. If there are permanently unfinished non living areas where a structural floor is determined to be not feasible, the owners should consider special measures whose purpose is to reduce the severity of total and differential slab heave that would otherwise occur. One accepted precautionary measure is to remove at least ;3 feet of the underlying expansive materials from all locations where slabs will be placed and to replace these materials with an equal " ' , t -fr '!f ;; Mr. Gammon Soil Analytics -7- May 7, 2003 Job # 4207 thickness of suitable, non expansive, relatively impervious structural fill materials which are adequately compacted in 6-inch lifts to 95 percent of standard Proctor maximum density at optimum moisture content. We recommend the use of 'granite sand' or recycled concrete for the replacement material. All slabs constructed under conditions where uplift may occur after construction must utilize the following details and precautions. While these details will not necessarily prevent slab movements, they will help prevent the slab movements that do occur from affecting either the foundation or the superstructure of the building. 1. Separate the slabs from all bearing members and utility lines to allow their independent movement--construct "floating" slabs. Provide positive control joints at the junction of the slabs with foundation walls, and provide frictionless sleeves for all columns and utility lines which pass through slabs. 2. Joints should be scored in the slabs at maximum 200-square foot areas. 3. If hot-water heat is used, the piping should not be placed beneath the concrete slab. If a forced-air furnace is used, a minimum 5-inch collapsible connection should be provided between the furnace and the heat ducts. Provide flexible connections for all slab bearing mechanical equipment to allow for at least 5.0 inches of vertical movement. 4. Construct a minimum 5-inch slip joint above or below all partitions located immediately above concrete slabs-on-grade. All void spaces and slip joints must be monitored and maintained by the owners and occupants. 5. Do not use rigid floor coverings such as wood or tile which are easily damaged by slab heave. If a floor covering is required, use one which is not damaged if the slab moves. In addition, good backfill and surface drainage should be provided, and lawn irrigation minimized, as discussed later in this report. 1\. Mr. Gammon -8- May 7, 2003 Job #4207 ,; Soil Analytics BACKFILL AND SURFACE DRAINAGE Water is the catalyst which causes the expansive materials to swell. Due to the fact that excess free water can work against the proper functioning of even a drilled pier and grade beam foundation, the foundation soils should be protected from being excessively wetted after construction. This can generally be assisted by using a low permeability backfill and by compacting the backfill sufficiently so that it does not settle following construction. The backfill should be free of debris and should be compacted taking into account the considerations described in the previous section on lateral earth pressures. Some water may be blended with the backfill in the stockpile but away from foundation locations to permit proper compaction; however, the backfill must not be puddled. A berm may be constructed adjacent to the foundation walls to allow for a good slope away from the building even if some settlement should occur. Precautions must be taken to prevent the entrapment of free water within any portion of the excavation during construction. If any settlement should occur in the backfill, it could adversely affect utility lines which transmit fluids and pass through the grade beam foundation walls. It is not uncommon for such piping to shear at the foundation walls due to movements in the backfill. It is recommended that the pipes pass through slotted openings in the foundation walls or that flexible connections be used to compensate for shifting of the foundation wall backfill. It is also recommended that all water lines be carefully pressure tested prior to final acceptance and that any leaks detected be repaired. The final grade should be sloped well away from the proposed construction on all sides. A minimum slope of 12 inches in the first 10 feet is recommended. All downspouts should discharge into extensions which slope away from the foundation walls and extend beyond the limits of all backfill. The points of discharge should be at least 5 feet from the foundation walls and good drainage should be maintained at and beyond these points. All future owners of the proposed construction should be advised of the presence of the underlying expansive materials, their potential detrimental effects to the structure, and the need for keeping excessive moisture away from the foundation and slab-on-ground areas. In no event should an automatic sprinkler system be installed next to the foundation walls. There should be little or no watering or irrigation within 5 feet of the foundation walls. SUBSURFACE UNDERDRAIN The results of the exploration indicate that an under drain system should be placed during construction as a safety measure for all floor systems placed below final exterior grades. Refer to the attached underdrain detail for a suggested system for basement construction. STRUCTURAL FILL REOUIREMENTS Structural fill should be used below flatwork in all areas, interior and exterior, where fill is needed to reach the design slab grade. Structural fill should be considered for use below slabs in areas where structural floors are not used in order to reduce the magnitude of slab movement and cracking. Structural fill should also be used in any other areas where construction accessories would be negatively affected by ground shifting over time. Structural fill should be placed in accordance with accepted good practice. We recommend that the structural fill be granite sand (crusher fines), recycled concrete, or comparable well graded non expansive processed granular material. The standard Proctor procedure (ASTM 0698) should be used to develop the compaction curve(s) for the fill soil(s) to be used. All such fill must be uniformly moisture conditioned to within 2% below to 2% above optimum moisture content and compacted with appropriate equipment in thin lifts not exceeding 6 inches in compacted thickness. Depending on location, the following minimum percentages of the maximum dry density as determined by the standard Proctor procedure are recommended for structural fill and backfill: . However, they appear to be located near the proposed basement level. The overlaying soils can be excavated using a standard duty front end loader. It appears that the overlying clays generally conform to the Type B classification described by OSHA. Excavations in Type B soils which are more than a few feet deep generally are recommended to have side slopes of 1 : 1 (horizontal : vertical) or flatter. LIMITATIONS The above recommendations are based on the exact location where the test holes were drilled, the proposed construction, and the assumption that the subsurface conditions do not vary greatly from those encountered in the test boring. The exploration was conducted and the report was prepared in accordance with generally accepted geotechnical engineering practice in the Denver area, and no other warranty, expressed or implied, is made.
