A TJI framed roof structure sat on short cripple walls that are supported by storage units. The ends had gable framing. The roof is framed with 11 -7/8" deep TJI210 joists spaced 24" on center spanning roughly 17'. These joists are more than adequate to support the roof load. Some minor revisions are recommended to the framing details to satisfy installation requirements for TJI joists. - Beveled bearings blocks are needed to provide solid bearing for the sloping joists bearing on flat wall plates. - Tie downs (hurricane clips) need to be installed on both ends. Simpson H2.5 is a typical clip used in a situation like this. The storage containers can adequately support the roof structure as framed. Uplift restraint was accommodated tluu the use of 1 /2" machine bolts. These bolts go thru the bottom plate of the cripple walls to 2x6 blocks in the ceiling of the storage units. A 10 -foot rear yard setback is also required. The temporary structure will be located at least 140 feet from the nearest property Iine, the southern property line. The temporary structure will not increase lot coverage, as there is an existing concrete pad under which the structure will be placed. The structure will have the same roofline as the existing building, and will be between 16 and 18 feet tail. All other development standards will be met. The structure will meet all applicable building codes in respect to snow and wind load. 1II. TEMPORARY USE CRITERIA Staff has the following comments regarding the criteria used to evaluate a temporary use permit: The proposed temporary building or sign: Will not have a detrimental effect upon the general health, welfare, safety and convenience of persons residing or working in the neighborhood of the proposed use; and The temporary building should not have a detrimental effect upon the health, safety or welfare of persons in the surrounding area. The building will be located at the southeast comer of the existing building, screened from view by a fence. There will be no auto body work performed in this new temporary building. 2. Will not adversely affect the adequate light and air, nor cause significant air, water or noise pollution, or cause drainage problems for the general area; and Board of Adjustment TUP- 06- 02 /L &H Auto Body The request should not adversely affect the adequate supply of light or air to adjacent properties. The temporary structure will be located behind an existing fence, thereby screening the structure from adjacent properties. 5. Will not overburden the capacities of existing streets, utilities, parks, schools and other public facilities and services. The request has no impact on the capacities of streets, utilities, parks, schools or other public facilities. IV. STAFF CONCLUSIONS AND RECOMMENDATIONS Upon review of the above request, staff concludes that the above criteria are supportive of the temporary structure request. There should be no impact to surrounding properties. Therefore, staff recommends APPROVAL for the following reasons: 1. Approval of the temporary building would not alter the essential character of the locality. The structure will be located so as not to be visible from the right - of -way. Additionally, the structure will be at least 140 feet from the nearest property line. 2. Approval of the request would not impair the adequate light and air to adjacent properties. 3. The City of Wheat Ridge Municipal Code does not generally allow for extension of a Temporary Use Permit, nor does it allow for a new permit for the same temporary use. The condition stated in the Certificate of Resolution required that a building permit for the temporary structure be obtained. The temporary structure was constructed without the required permit. On May 31,2007, Travis Crane, Planner II, sent a letter addressing the construction of the temporary structure without a permit and the deficiencies concerning the required snow and wind load capabilities of the structure. No action has since been taken to address the structural deficiencies with the Building Division or to obtain a permit. The conditions of the Temporary Use Permit allow for the structure to be erected for a period of one year from the date of issuance of the building permit. However, the structure was improperly erected without a permit in violation of the City of Wheat Ridge Municipal Code and the Temporary Use Permit conditions, and has remained in violation for approximately one year. In an effort to assist you to comply with City of Wheat Ridge ordinances and the conditions of the Temporary Use Permit, and to meet your needs concerning the temporary use structure, I propose that the necessary information concerning wind and snow loads be submitted and the required permit be obtained, at which time an expiration date of April 30, 2008 will be set for the use of the structure. This should bring the structure into compliance and fulfill your needs. It is imperative that you take immediate action concerning this matter. Should you be unable to demonstrate that the structure is capable of meeting the code required wind and snow load requirements or should fail to bring the structure into compliance by obtaining the legally required permit, additional action by the Building Division may become necessary. The case was presented by Travis Crane, He entered all pertinent documents into the record and advised the Board there was jurisdiction to hear the case, He reviewed the staff report and digital presentation, Staff recommended approval for reasons, and with one condition, outlined in the staff report, Randy Massey 4790 Independence Mr. Massey, the applicant, stated that he was requesting a variance to allow a temporary structure until a permanent structure can be built. There are two mobile structures on the property that will be removed when the temporary structure is installed. The temporary building would be used for vehicle damage estimation, disassembly, cleaning and washing, Even though the temporary structure is fire-rated, there would be no painting or repairs taking place within the structure. He stated that he has worked closely with the Arvada Fire Department in planning uses for the temporary structure, The Fire Department will also monitor uses, In response to a question from Board Member BLAlR, Travis Crane stated that the city has not received any feedback from neighbors concerning the application. Board Member HOWARD asked how long it would take to erect the temporary structure, Mr. Massey estimated it would take three to four days and would probably be erected mid-September. Footings for the new structure would probably not be poured before spring, Board Member DRDA asked if it would be necessary to specify usage restrictions on the temporary structure. Fax (303) 431-5202 City of Wheat Ridge Scope of Repairs to Office Area The new building located at 4790 Independence is set to begin remodeling of the office area, and repair of the one hour fire wall separating the work area from the office. The offices had a dark paneling on the walls that we have removed for painting, however, after removing the paneling we noticed that some of the sheetrock had deterioted and molded. We are going to replace those pieces of drywall and there will be approximtely twelve sheets to replace. The previous inspection of the building revealed that the fire wall had not been sheetrocked to the roof also, on the office side that there were three openings that needed to be sealed with sheetrocked. There was a door to the shop area that was not fire rated and is to be replaced. We are also replacing the stained ceiling panels with new panels. We are going to paint and re-carpet for the final finish of the office area The paint shop in the shop area will take a set of drawings and a Page 1 Page 2 seperate set of permits for the remodel.
