REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. Building codes and good building practices require that air-conditioning, water, electrical lines, and pipes be located a safe distance below roof decking. You agree that CSR&C and its subcontractors and agents are not responsible for nail penetrations or other occurrences to air conditioning, water, electrical line or pipes that are located below the bottom of the roof deck or any resulting damages thereof. 13. Properly installing a new roof may, and frequently does, require the removal and replacement of existing flashing. During installation, wood siding, vinyl siding, stucco siding, and other exterior wall surfaces adjacent to the flashing may break, crack, or tear. You agree that CSR&C and its subcontractors and agents are not responsible for any damages to siding as a result of replacing flashing. 14. Removing & replacing a roof creates vibrations that may be transmitted throughout the house. You agree to remove items hanging from inside & outside walls, soffits & ceilings prior to construction beginning. It may be necessary to remove roof mounted equipment (e.g. satellite dishes, antennas, solar panels, weather stations etc.) You agree to remove and reinstall/adjust such equipment at your cost. It is our understanding an approximate 12 -inch diameter tree limb located at the central west side of the home fell on the roof and primarily damaged the wooden roof rafter framing and sheathing at the west roof exposure. The purpose of our investigation was to determine the extent of the structural damage to the home that resulted from the tree impact and develop a repair plan. Our work was performed commensurate with Higgins 8v Associates, Inc.'s Standard Fee Agreement and Terms and Conditions dated January 1, 2017. As part of our investigation we conducted a site visit on Friday, January 13, 2017. At the time of our site visit the tree had been removed from the property. The homeowner, Dr. Hamilton Lokey, was present during our site visit and provided us with a history of the home and information regarding the tree impact. A site map of the property has been included under Exhibit 1, and our proposed repairs have been included under Exhibit 2. Photographs taken during our site visit have been included under Exhibit 3 and are considered ancillary to the written portions of this report. Page 2 Lokey Residence Na rra ti vP The Lokey residence is a one-story single-family home located in the Bel Aire subdivision in Wheat Ridge, Colorado. The home was originally constructed in 1951, and the Jefferson County Assessor's records indicate Dr. Lokey has owned the property since 1987. The structure is approximately 2,350 square feet in area with a detached pool building that is approximately 1,485 square feet in area located at the northwest corner of the property. There is a two -car attached garage located at the north side of the home. The structure faces east toward Field Drive. The structure is timber -framed with cast -in-place concrete stem walls that are presumably supported by a continuous spread footing foundation. The structure incorporates a gable -style roof and the exterior finishes include stone veneer, horizontal hardboard lap siding, and an asphalt composition shingle roof covering. According to the homeowner, a tree located approximately 20 feet from the west exterior wall of the home lost an approximate 12 -inch diameter tree limb on January 9, 2017 amid strong winds. The impact from the tree limb primarily damaged the wooden roof framing and roof sheathing located at the northwest corner of the home. Typically, when a tree impacts a structure the kinetic energy is absorbed through fracturing and/or yielding of the exterior roof and wall components. In addition to the structural damage to the roof rafter framing and roof sheathing, the tree impact scratched and punctured the asphalt composition shingle roof covering and distorted the roof gutter at the west roof exposure. Our research indicates the authority having jurisdiction over the repairs is the City of Wheat Ridge Building Department located at 7500 West 29th Avenue, Wheat Ridge, Colorado. The City of Wheat Ridge Building Department has currently adopted the 2012 International Residential Code. All repair work should conform to the provisions of the 2012 International Residential Code. Findings In general, the structural damage is minor and primarily limited to the wooden roof rafter framing located at the northwest corner of the home. Some structural components affected by the tree limb impact exhibit fractures that have compromised the integrity of those members. According to the 2012 International Residential Code adopted by the City of Wheat Ridge Building Department, Section R102.7, Existing Structures: Page 3 Lokey Residence "R102.7.1 Additions, alterations or repairs. Additions, alterations or repairs to any structure shall conform to the requirements for a new structure without requiring the existing structure to comply with all of the requirements of this code, unless otherwise stated. Additions, alterations or repairs shall not cause an existing structure to become unsafe or adversely affect the performance of the building." (emphasis added) According to the aforementioned section of building code, repairs should not cause a home to become unsafe or adversely modify the unaffected portions of the structure. Therefore, we have evaluated the exposed portions of the home to determine what structural repairs are warranted by the tree impact damage and prepared our recommendations for the remediation accordingly. The homeowner, insurance adjuster, and remediation contractor should be aware that it was beyond our scope of work to thoroughly inspect all building components, perform a structural analysis of unaffected items, or establish whether any structural component not installed as new is safe, adequately maintained, or complies with the current building code. We recommend the structural components affected by the tree limb impact be repaired. The following represents our best assessment of the tree limb impact damage to the home and may serve as a guide to the insurance adjuster and the remediation contractor who repairs the structure to ensure all damaged members are repaired or replaced to their pre -loss condition or better. We recommend the tree limb impact -damaged structural components be mitigated as follows: A. Provide and install temporary shoring throughout construction as needed. Neither this report nor the attached plans identify all locations or what types of shoring are required. B. Remove all of the tree and vegetation debris from the roof surface and roof gutters. Remove approximately 3 squares (300 square feet) of the damaged roof covering and underlayment at the west exposure of the roof near the northwest corner of the home. Remove the impact - damaged 1 by 8 and 1 by 2 roof sheathing boards and the 3/8 -inch thick laminated veneer plywood sheathing panels. Remove additional sheathing as needed for construction access. Page 4 Lokey Residence C. Straighten the damaged roof rafters and sister the three impact -damaged roof rafters with new full-length 2 by 6s with a minimum end bearing length of 1-1/4 inches at the exterior wall. Do not extend the new roof rafters into the roof eave. Fasten the new roof rafter members to the existing damaged members with PL400 construction adhesive and two rows of 12 -penny nails spaced at 16 inches center to center. No. 8 by 3 -inch long bugle -head wood screws may be used lieu of nails provided the wood is pre -drilled as needed to prevent splitting. Fasten the lower ends of the new roof rafter members to the exterior wall framing with three 16 -penny toe -nails. Fasten the upper ends of the new roof rafter members to the existing ridge board and the new twist/freeze blocking with a Simpson A34 framing clip. D. The existing roof framing connections that date back to the 1950s are inadequate by modern building code prescriptive connection standards. We recommend the installation of prescriptive hangers and connectors to fortify the roof, however, the homeowner should be aware the addition of prescriptive connectors will not modify all aspects of the roof to comply with the current snow and/or wind loads. At locations where the roof framing connections are exposed by the impact repair, the following structural improvements should be implemented: 1. Fasten each existing roof rafter to the existing 2 by 4 and 2 by 6 mid -span purlins with a Simpson H2.5A hurricane tie. Fasten the existing purlins to the existing 2 by 4 braces with two Simpson H2.5A hurricane ties. Fasten the lower ends of the 2 by 4 diagonal braces to the existing interior wall wooden supports with two 1/4 -inch diameter by 6 -inch long LedgerLOK screws (toe -nail orientation is acceptable). Do not damage the interior drywall during screw installation. At locations where the purlin supports align with interior partition walls below, install additional braces so the purlins have an unsupported length of no more than 6 feet. Do not install new braces to bear on ceiling joists or open areas of ceiling framing. The new braces are to be supported by interior walls only. 2. The roof rafter support purlin located at the northwest corner of the original home does not extend to the north gable wall. Install a new 12 -foot long 2 by 6 purlin that is supported by the existing diagonal brace on the south side and a new diagonal brace that bears on the north exterior wall of the original home. Where the new purlin overlaps the existing purlin at the south support, fasten the two members together with Loctite PL400 construction adhesive and 2 rows of 12 -penny nails spaced at 8 inches center to center. Page 5 Lokey Residence 3. Install 2 by 6 twist/freeze blocking on both sides of the ridge board and attach each existing rafter to the new blocking with a Simpson A34 framing clip. 4. Where the roof rafters and ceiling joists align and are accessible, fasten the members together at the exterior wall and at the interior lap splices with three 16 -penny nails. 5. Where the roof rafters on either side of the ridge board align, install new 1 by 8 collar ties. The top edge of the collar ties should be installed 1 to 2 feet below the roof ridge/apex. Neatly miter cut the ends of the new collar ties to match the roof stope and fasten each end of each new collar tie to the roof rafter with six 8 -penny box nails. E. Sheathe the new and exposed roof framing with new 1 by 8 and 1 by 2 boards fastened to each roof rafter with two 10 -penny nails per board. Overlay the sheathing boards with new 3/8 -inch thick laminated veneer plywood with a minimum span rating of 24 inches installed in full 4 -foot by 8 -foot panels where possible (match the existing panel thickness). Install the sheathing with the long dimension or strength axis perpendicular to the framing and over a minimum of two supports. Fasten the new roof sheathing to the framing members at 4 inches center to center at the perimeter edges and 8 inches center to center at intermediate supports using 8 -penny nails. Use 8 -penny ring shank nails within 4 feet of all roof edges, valleys, and ridges. Space the nails 3/8 inch from the panel edges. Install edge support and a 1/8 -inch gap between plywood panels as recommended by the American Plywood Association. Cover the roof sheathing as soon as possible with roof felt or shingle underlayment to prevent damage from precipitation. Ice and water shield underlayment extending 2 feet inside exterior walls is required at the eaves. Page 6 Lokey Residence F. The new roof covering should consist of approximately 3 -squares (300 square feet) of asphalt composition shingles with self-sealing strips. The shingles should be fastened to the roof structure with the fastening regime specified by the manufacturer to comply with a 110 -mph wind load. Underlayment should be 15 -pound standard saturated felt (ASTM D-4869, Type I) installed shingle fashion, parallel to and starting from the eave and lapped a minimum of 2 inches, fastened sufficiently to hold it in place. End laps should be offset by a minimum of 6 feet. An ice barrier that consists of at least two layers of saturated felt underlayment cemented together or a self -adhering polymer modified bitumen sheet should be used in lieu of normal underlayment that extends from the lowest edges of all roof surfaces to a point at least 24 inches inside the exterior wall line of the building. Install a metal drip edge flashing at all roof edges and kick- out/ diverter flashing at the termination of rake walls. The entire roof covering may need to be replaced if a color/ style match to the existing shingles cannot be located. G. Install new exterior trim, fascia and soffits at the west wall of the home to match the pre -loss condition. Caulk, prime, and paint the components to match the pre -loss condition. Install new roof gutters along the west wall of the home. The new roof gutter downspout extensions should not place water within 6 feet of the foundation. Damage repair work should be performed only after the contractor has provided a detailed description of the work, associated costs, and there is written agreement between all parties identifying the scope of work and material specifications. The owner and insurance adjuster should be notified and allowed to inspect all unforeseen conditions or costs not included in the original estimate prior to incurring additional costs. Mitigation of the damage associated with the tree limb impact should be performed by a contractor who is familiar with industry standards and has knowledge and experience with the repair of damaged structures. The contractor should perform all necessary work to ensure all damage is repaired and the structure is returned to its pre -loss condition while conforming to the current building code requirements. As part of our evaluation of the tree limb impact damage we observed structural elements that are considered either deficient or unsafe by the current building code standards. According to the 2012 International Residential Code adopted by the City of Wheat Ridge Building Department, Section AJ501.4, Structural: Page 7 Lokey Residence "AJ501.4 Structural. The minimum design loads for the structure shall be the loads applicable at the time the building was constructed, provided that no dangerous condition is created. Structural elements that are uncovered during the course of the alteration and that are found to be unsound or dangerous shall be made to comply with the applicable requirements of this code." (emphasis added) According to the aforementioned section of building code, exposed/altered structural elements that are structurally deficient should be made to comply with the code requirements for new construction. Repairs that increase the capacity of existing elements independent of the tree impact event or in excess of their pre -loss condition are often considered to be code upgrades. Common code upgrades include the addition of carbon monoxide detectors, remediation of lead paint, and/or asbestos abatement. With respect to our proposed repairs, the following code upgrades have been incorporated into our design. 1. The specification to fortify the existing roof framing with additional metal ties and blocking (Item D). Although unrelated to the tree impact event, we observed aspects of the home that exhibited long-term deterioration, neglect, or that required maintenance. Items that the owner should be aware of and that should be repaired as their budget allows includes the following: • The existing grading and drainage at the perimeter of the home is marginal to poor. Improvements should be made to the grading and landscaping to direct moisture away from the foundation and prevent ponding of water on the lot. Poor exterior drainage is the leading cause of foundation damage. The homeowner should reference Special Publication 43 by the Colorado Geological Survey for additional information related to surface drainage. • There are trees positioned near the west and southeast sides of the home and their branches extend over the roof and deposit vegetation and debris on the roof surface, which tends to clog the roof gutters. These trees should be cut back to not overhang or contact the roof. • The rear (west) yard hose bib pipe has fractured, possibly due to freeze failure, and was depositing water spray onto the soils adjacent to the west exterior wall. This plumbing leak should be repaired as soon as possible. The preceding should not be interpreted as a comprehensive list of deficiencies with the building, since our scope of work was limited to evaluation of the tree impact damage only. Page 8 Lokey Residence Latent damage associated with the tree limb impact event is not anticipated. Nevertheless, should structural distress develop following the completion of the repairs our office should be contacted as soon as possible for a re-evaluation of the building. As with any existing building, the owner is responsible for establishing and maintaining good landscaping and drainage provisions to protect the foundation and building envelope. Summary and Conclusion It is our opinion, based upon a reasonable degree of engineering probability, the tree limb impact damage to the home is minor and isolated to the wooden roof framing positioned at the northwest corner of the home. Although unrelated to the tree impact event, we observed deficiencies that should be addressed by the owner as part of the repair process. We have outlined our recommendations above and under Exhibit 2. We believe the repair of the structure will be fairly straightforward; however, due to the nature of impact damage, it is often difficult to determine the precise extent of the damage until demolition has begun and concealed spaces are exposed. The framing should be continuously inspected by the contractor as selective demolition occurs. Should the repair process reveal deficiencies or damage not anticipated by this report, the remediation contractor should contact our office and the insurance adjuster for inspection and guidance. We will share any supplementary findings with your office. The owner and insurance representative are hereby made aware that the proposed scope of work represents our best judgment as to what is reasonable based upon the level of damage. The owner, insurance provider, the repair contractor, and/or the building official may have different interpretations that could change the scope of work. The preparation of repair recommendations is not to be construed as an indication of insurance coverage. Although our services are limited to evaluation of the load-bearing components, the repair of some non-structural aspects of the building have been described for the purpose of overall project coordination. The scope of our observation was limited to areas of the structure that could be easily accessed and viewed with a flashlight. Our investigation was completed to determine the extent of the damage to structural members due to the tree impact and is limited to that subject matter only. This report is not intended to represent a thorough inspection of all building components or a structural analysis of items unaffected by the tree impact. Our evaluation of the building does not represent an endorsement of the existing structure or a certification that any structural component not repaired as outlined above is safe, adequately maintained, or complies with the current building code.
