Case No. MS-06-09: An application filed by Coors Brewing Company
for approval of a two-lot minor subdivision plat for property located
generally west ofI-70, south of Highway 58, north of West 32nd Avenue
and east of Eldridge Street.
The case was presented by Travis Crane. He entered all pertinent documents into
the record and advised the Commission there was jurisdiction to hear the case.
He reviewed the staff report and digital presentation. Staff recommended
approval for reasons outlined in the staff report.

Mr. J aquet, Director of Water Resources and Real Estate for Coors Brewing
Company, explained that the applicant wants to sell the portion of Lot 9 situated
north of Clear Creek and retain the remaining 4-acre parcel which includes the
Clear Creek channel. This parcel would serve as a buffer for Coors water storage
facilities.
Chair WESLEY asked if there were any present who wished to address this
matter. There was no response.
It was moved by Commissioner PLUMMER and seconded by Commissioner
STEWART to approve Case No. MS-06-09, a request for approval of a two-
lot subdivision plat for lot 9 ofthe Cabela'slCoors Subdivision property
located generally west ofI-70, south of Highway 58, north of West 32nd
Avenue and east of Eldridge Street for the following reasons:
1. All requirements of the Subdivision Regulations have been met.
2. All required utility easements are being provided.

All notification and posting requirements have been met; therefore, there is jurisdiction to hear this
case.
I. REQUEST
The applicant is requesting approval of a two-lot minor subdivision oflot 9 in the
Cabela's/Coors Subdivision (Exhibit 1, Letter of Request). The property is currently vacant,
and is generally located west ofI-70, south of Highway 58, north of West 32nd Avenue and east
of Eldridge Street. The property is approximately 19.86 acres in size.
II. FINAL PLAT
The two-lot subdivision plat would subdivide what is currently known as Lot 9 of the Cabela'sl
Coors Subdivision (Exhibit 2, Subdivision Plat). Lot 9 was recently created with the approval
ofthe Cabela's/Coors Subdivision Plat in August 2006. The applicant wishes to create two lots
from Lot 9: one lot would be 15.39 acres in size and the other would be 4.47 acres in size. The
Outline Development Plan did not specify a minimum lot size for any parcel located within
this subdivision.
The subdivision plat would not change any other aspect of the parcels: the allowed uses are
still governed by the approved Outline Development Plan and any development on either of
these lots would require the approval of a Final Development Plan.
The subdivision plat meets all of the requirements listed in Chapter 26, Article IV of the Wheat
Ridge Code of Laws. Planning Commission is the final deciding authority for two-lot
subdivisions without public dedication.
III. AGENCY REFERRALS
The proposal was referred to all external agencies and adjacent jurisdictions. All responding
agencies stated that they can serve the property, and any upgrade will be at the expense of the
developer.
IV. STAFF CONCLUSIONS AND RECOMMENDATIONS
Planning Commission is the final authority in respect to two-lot minor subdivisions. Staff
concludes that the plat meets the requirements listed in Chapter 26, Article IV concerning form
and content of subdivision plats. Therefore, staff recommends APPROVAL of the plat for the
following reasons:

This letter and the attached materials are being submitted to the City of Wheat Ridge to
seek a minor subdivision of Lot 9 of the Cabela'sf Coors Subdivision Filing No.1. The
purpose ofthe subdivision is tWO fold.

9, generally laying north of Clear Creek, is under contract for sale prior to the end of
calendar year 2006.
The second item concerns Lot 10 of the Cabela'slCoors Subdivision Filing No 1,
Amended, which is also under contract for sale in late December 2006 to the same party
as Lot 9. The relevant drawing is included in this packet as well, as Sheet 4 of 4. This
minor amendment is to add a small land gore, of about 1200 square feet to Lot 10, and is
highlighted on Sheet 4. This gore was created by the dedication of Cabela Drive during
subdivision of the land earlier this year. The gore extends southward from Lot 10 and is
a sliver of ground lying between the east edge of the Cabela Drive dedication and the
eastern boundary of proposed Lot 9A. This request is to clean-up the property ownership
in the area, so that when Lots 9 and 10 are sold, this gore will be included within Lot 10.
If this gore is not added to Lot 10, it will leave Coors in ownership ofthis small, isolated
parcel.

Dear Mr. Craue,
This letter aud the attached materials are being submitted to the City of Wheat Ridge to
seek a minor subdivision of Lot 9 ofthe Cabela's I Coors Subdivision Filing No. 1. The
purpose of the subdivision is two fold.
Firstly, Coors desires to separate 4.4726 acres from Lot 9, to create Lot 9A. This - 4.5-
acre parcel extends southward from the main area of Lot 9, and includes the channel of
Clear Creek aud au area adjacent to one of Coors water storage reservoirs, which is
contiguous to aud southwest of Lot 9A. Lot 9A is depicted on the attached Farnsworth
Group drawing titled "Cabela's/Coors Subdivision Filing No_ 2_ The main portion of Lot
9, generally laying north of Clear Creek, is under contract for sale prior to the end of
calendar year 2006.
The second item concerns Lot 10 ofthe Cabela's/Coors Subdivision Filing No 1,
Amended, which is also under contract for sale in late December 2006 to the same party
as Lot 9. The relevaut drawing is included in this packet as well, as Sheet 4 of 4. This
minor amendment is to add a small laud gore, of about 1200 square feet to Lot 10, and is
highlighted on Sheet 4. This gore was created by the dedication of Cabela Drive during
subdivision of the laud earlier this year. The gore extends southward from Lot 10 aud is
a sliver of ground lying between the east edge ofthe Cabela Drive dedication aud the
eastern boundary of proposed Lot 9A. This request is to cleau-up the property ownership
in the area, so that when Lots 9 aud 10 are sold, this gore will be included within Lot 10.
If this gore is not added to Lot 10, it will leave Coors in ownership of this small, isolated
parcel.

I have completed my first review of the above-mentioned subdivision plat, and I have the following
comments:
I. I have included comments generated by David Brossmau, Development Review
Engineer, for your review.
2. Please add the following to the case history box: "ANX-05-0I, SUP-05-0I, WZ-05-0I,
SUP-05-04, SUP-06-05, WS-06-0I; WZ-06-03, MS-06-09".
3. Please add the following lauguage to the plat: "Ten-foot (10') wide easements are hereby
granted on private property adjacent to all public streets and front and rear property
lines of each lot in the subdivision or platted area. Five-foot (5') wide easements are
hereby granted on private property adjacent to all side lot lines of each lot in the
subdivision or platted area. These easements are dedicatedfor the installation,
maintenance, and replacement of electric, gas, television cable, drainage and
telecommunications facilities. Utilities shall also be permitted within any access
easements and private streets in the subdivision. Permanent structures and water meters
shall not be permitted within said utility easements."
These easements should also be shown graphically on the plat.
Please make the required corrections prior to the next submittal. Please submit 18 full sized (24" x
36") copies and one reduced (11" x 17") copy by Thursday November 30. A Planning Commission
hearing has been scheduled for Thursday, December 7 at 7 p.m. Once the plat has been approved by
Planning Commission, a signed mylar copy must be delivered to the Community Development
Department, along with a check for $11.00 for recordation with the County.

Dear Travis:
This property is within the West Metro Fire Protection District (WMFPD). Fire service
will be provided as long as provisions of the International Fire Code, 2003 edition,
including amendments are met in development. Water plan, hydrant locations and access
needs have been addressed. Access from 32nd Avenue and Cabela Drive and the
underpass at Youngfield and 44th Avenue will be crucial to emergency response.
The WMFPD will service this property from Station Five, 14055 W. 20th Avenue, Station
Two, 1545 Robb Street, and Station Six, 15100 W. 6th Avenue. Units available to
respond from the above referenced stations include two engines, one 65' telesqurt, one
medic unit and the hazardous materials unit. Additionally, two 100' elevating towers,
three 65' telesqurts, nine engines, one heavy rescue, four wildland units, seven medic
units, one safety medical officer and two district chiefs are staffed within the district at all
times. Response time to the referenced property is four minutes. The WMFPD has
attained an Insurance Service Organizations (ISO) rating of three.
The WMFPD has been involved in discussions regarding this property with the
Consolidated Mutual Water Company to plan a water supply system to meet the fire flow
requirements of the International Fire Code. Hydrants shall be provided at agreed upon
locations with the Consolidated Mutual Water Company.
The WMFPD has amended the International Fire Code and all occupancies over 3600
square feet are required to have an automatic fire detection system installed.
The fire department has amended the fire code and all buildings over 50,000 square feet
are required to have an 800 MHz radio amplification system installed for emergency
communications. Contact the fire departments communication officer to obtain

Permits shall be obtained from the fire department for core and shell, tenant
improvement, all work on fire detection systems, all work on fire suppression systems,
for the installation ofbi-directional amplification systems, underground fire line
installation and for the storage of hazardous materials.
The WMFPD has no other objections or concerns to the Two-Lot Subdivision Plat for the
above referenced property.
WMFPD reserves the right to provide additional comments/requirements at the time

Public Service Company of Colorado (PSCo) has no conflict with the above-mentioned referral located
west of 1-70, south of highway 58, north of W. 32"d Avenue and east of Eldridge Street, also known as Lot
9, Cabela'slCoors subdivision.
However, when planning to ensure that adequate dry utility easements are available PSCo requests that
the following dedication language or plat note be placed on the preliminary and final plats for the new
filing:
Ten-foot (10') wide utility easement are hereby granted on private property
adjacent to the front and rear lot lines of the commercial/industrial lot in the
subdivision. In addition, ten-foot (10? wide utility easements are hereby
granted around the perimeter of platted areas including tracts, parcels
and/or open space areas. These easements are reserved only for dry
utilities, for the installation, maintenance, and replacement; of electric, gas,
television cable, and telecommunications facilities. Utilities shall also be
oermitted within anv access easements and orivate streets in the
subdivision. Permanent structures and water meters shall not be permitted
within said utility easements.
The applicant is to start the utility review process by contacting PSCo's Engineering Department at 1-800-
628-2121 (builder's cal/line) regarding new easements for gas and electric service, relocation andlor any
grading activities on or near existing overhead and underground electric and gas facilities.
As a safety reminder please indicate on construction platsldocuments the following information: "Contact
the Utility Notification Center at 1-800-922-1987, to have all underground utilities located prior to
any digging."
