The Wheat Ridge Sanitation District has no objections with the proposed development conditional on the items identified herein are adhered to. The subject lot appears to be entirely within the service and boundary area of the Wheat Ridge Sanitation District. It appears the property may be serviced by gravity flow; however, the owner/developer is responsible for determining horizontal locations and vertical depths of the existing sanitary sewer main(s) and potential conflicting utilities, to verify if service and gravity flow is feasible or if a private individual sewage ejector (lift station) is required. The issuance of a sewer tap permit by the District does not in any way guarantee that the property can be served by gravity flow. CERTIFICATIONS Asbestos -Containing Materials Inspection Otis Street Residence 1.0 INTRODUCTION RedPoint environmental This report presents the results of a limited asbestos -containing materials (ACM) inspection conducted by RedPoint Environmental, LLC of a portion of the residence located at 3450 Otis Street in Wheat Ridge, Colorado. We understand this asbestos inspection was requested prior to renovation of the residence. United States Environmental Protection Agency (EPA) regulation 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated ACM be identified, classified, and quantified priorto planned disturbances or demolition activities. RedPoint Environmental's Mark Lancaster conducted the asbestos inspection on April 8, 2020. Mr. Lancaster has completed an asbestos inspector training course and is certified to perform asbestos inspections in the State of Colorado by the EPA and the Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division. Copies of Mr. Lancaster's certificates are included in Appendix E. The asbestos inspection was conducted consistent with the procedures outlined by the Asbestos Hazard Emergency Response Act (AHERA), NESHAP, the Occupational Safety and Health Administration (OSHA), and applicable Colorado regulations. 2.0 REGULATION REVIEW 2.1 Asbestos -Containing Material Although the use of asbestos in building materials was curtailed after the EPA began to consider regulating the commercial use of asbestos in 1979, the presence of asbestos may not be excluded based solely on the date of construction. EPA NESHAP requires that, prior to disturbance of any material suspected to contain asbestos, an asbestos inspection be performed by an AHERA-trained asbestos inspector to identity ACM that will be disturbed during renovation or demolition activities. The EPA and State of Colorado defines ACM as any material containing more than 1% asbestos. Worker exposure is regulated by OSHA. Under 29 CFR 1910.1001 and 29 CFR 1926.1101, building owners must identity the presence, location, and quantity of all asbestos prior to initiating construction, demolition, or maintenance activities. Building owners must inform employees and contractors of the presence of asbestos at their facility. If asbestos is present, building owners must provide appropriate training if the employee can be reasonably expected to encounter asbestos as part of their work. Owners must also inform persons bidding on work concerning the presence of asbestos. 3.0 ASBESTOS INSPECTION 3.1 Inspection Area Description The following table includes information about the inspection area. Sample locations, material types, descriptions, and analytical results are summarized in Appendix A- Tables. Sample locations and areas of ACM, if applicable, are depicted in Appendix B- Figures. Representative photographs of suspect ACM are presented in Appendix C. Materials that are suspected to contain asbestos are divided into the following three classifications: • Surfacing materials are materials that are sprayed -applied or trowel -applied for acoustical, decorative, or fireproofing purposes. Examples are textured ceilings and walls, exterior stucco, and structural steel fireproofing. • Thermal system insulation (TSI) is a material used to inhibit condensation and heat transfer from pipes, boilers, tanks, ducts, and various other components of hot and cold water systems and heating, ventilation, and air conditioning (HVAC) systems. Examples are mud orpapertype insulation on pipes, boilers, and Flues. • Miscellaneous materials are othermaterials such as fioortile, drywall, and ceiling tile. ACM is divided into the following friability categories: Friable - A material that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. The term includes previously non -friable ACM that has become damaged. • Category I Non -friable - Packing, gaskets, asphaltic roofing products, resilient flooring, and pliable sealants and mastics Paget Asbestos -Containing Materials Inspection Otis Street Residence RedPoint environmental • Category II Non -finable -All non -friable mate nals not identified as Category I non -finable. Homogeneous areas are defined as areas of suspect materials that are similar or uniform in texture and color and appear identical in every other respect with the same apparent or actual (if known) date of installation. Examples of homogeneous materials are the same color ortextured fioortile, ceiling tile, pipe insulation, etc. RedPoint Environmental collected nine samples of suspect ACM from four homogeneous areas. Reasons exist which make it possible that areas of ACM were not discovered during the inspection. The identification of suspect ACM is based on a subjective evaluation by the inspector, and some ACM may not have been identified because it was not recognized or not observed. Additional ACM may be located in inaccessible areas due to its height or inside walls, on structural members, or buried in the ground. The amount of suspect ACM may not be considered significant in terms of quantity, such as furnace filters or pipe gaskets, and consequently not sampled.
