Changes and Amendments to the
2003 International Residential Code for One and Two Family Dwellings

CHAp'TER 1 ADMINISTRATION
C{ange s¢ction RI01.1 to read as follows:
R1011 Title. These provisions shall be known as the Residential Code for One and Two
pami]y Dwellings of the City of Wheat Ridge, and shal] be cited as such and will be
referred to herein as "this code: "
Change secHon R101.2 to read as follows:
R101.2 Scope. The provisions of the International Residential Code for One and Two
Family Dwellings shall apply to the conswction, alteration, movement, enlargement,
replacement, repair, equipment, use and occupancy, location, removal and demolition of
detached one and two family dwellings and multiple single family dwellings
(townhouses) not more than three stories in height with a separate means of egress and
their accessory svuctures.
R105.2 Exempted Work, is amended by deleting the following subsections:
" 1. One-story detached accessory structures, etc.
" 2. Fences not over 6 feet high.
" 3. Platforms, wallcs and driveways not more than 30 inches above grade and not over
any basement or story below.
R108S Refunds. Revise section to read: If the conswction dces not commence
within 180 days of the issue date on the pernvt and the owner decides to forego the
project, a permit refund may be requested. The Building Official may refund up to 100%
of the permit fee and not more than 50% of the plan review fee for the project.
R1091.1 Foundation inspectioa Change second sentence in Section to read: The
foundation inspection shall include all slabs except non-supporting unheated exterior
walkways, patios and driveways.
CHAPTER 24 FUEL GAS CODE
G2406.2 Under Section G2406.2, delete Exception #3 and #4 in its entirety.
G2415.10 Change Section G2415.10 to read as follows:
G2415 Trenches. The trench shall be graded so that the pipe has a firm,
substantially continuous bearing on the bottom of the trench. The gas service line shall be
located 5 feet horizontally away from any water or sewer service lines. Each utility shall
be bedded with b inches of pea grave] above and below the service line. lf the gas service
line is closer than 5 feet to other service lines then all the service lines closer than 5 feet
shall have a waming tape placed 10 inches above the service line in the trench.
G2425.8 Under Section G2425.8, delete Exception #7 in its entirety.
G2445 Section G2445 Un-Vented Room Heaters has been deleted in its entirety
and now reads: Un-Vented Heaters are prohibited in all locations
throughout all residential occupancies.
CHAP'TER 29
WATER SUPPLY AND DISTRIBUTION
P2904.4.1 Section P2904.4.1 has been deleted in its entirety and now reads:
P2904.4.1 Trenching, pipe installation and backfilling water-service pipe
shall be sepazated from the building sewer and gas line by a minimum of 5
feet measured horizontally. In situations where the sewer, water or gas
lines are closer than 5 feet the water line shall be encased in schedule 40
PVC pipe and each utility shall have waming tape placed 10 inches above
the service line in the trench. Each utility shall be bedded with 6 inches of
pea gravel above and below the service line.

The R values given above are the [otal R values. The R-values of differen[ materials are added together
including air films, air spaces and building materials. The R-value is reduced by the effuts of thermal
bndging Ihrough framing. For instance, unless special methods or rigid insulation sheathing aze used, the R
value for walls must be decreased due to thermai bridging. Mutiiply the R-value of ceilings at the depth of
the framing members by .94 and the wall by .87.
1. Meta] framed windows must demonstrate a 0.37 minimum U-valve.
2. Allowable percentage of window area measured by rough opening sizes. R values for windows is
a combina[ion of glass, frame and spacer certified by the National Fenstration Research Council
(NFRC). If window azea is 15% then the window must provide a U valve of 0.37 or lower.
3. All exierior joints in the building envelopt shall be caulked, gaske[ed, weather stripped, or
otherwise sealed in an approved manner. For the performance approach, use Colorado HERS and
a.40 air change per hour rate. All switches and oudets to have IJL approved sealing gaskets.
4. The slab edge perimeter must be protuted wi[h insulation per the requiremenu for heated areas.
lnsulation must ex[rnd downwazd to the bottom of the slab and then out horizontally to the
exterior for a minimum total of 24". Slabs adjacent to foundation walts may be uninsula[ed.
5. Foundation insulation and slab insulation where required shall cover all slab edges.
6. All heated basement area slabs are to be insulated to R 7 under slab insulation required [o be a
minimum of 4 ft. inside perimeter. Slab edges require a thermal break at the wall. Slabs adjacent
to foundation walls may be uninsulated.
7. All fumace ducts need to be air [ight and constructed with commercial grade mastic and fiberglass
mesh. Supply ducts mus[ be insula[ed [o minimum of R-11 return ducts shall be insulated to a
minimum of R-6 in unhtated spaces. Fiberglus ducts which expose fibers to the air stream are
not permitted.
8. Wood stoves shall have a catalytic burner, EPA certified or other method to subs[antially reduce
emission which are approved for use within the Ciry of Wheat Ridge.
9. Re-circula[ion pumps shall be provided with timers and a manual on/off switch.
10. All hea[ed garages shall be consWCted to the same requirements as the home.
11. Water lines must be protuted from freezing, except in floors over insulated basements.
12. An energy rating is required of ali log structures, i.e., E-Star or other approved energy analysis. E-
Staz ra[ing must be 80 or better.
13. Opaque doors only. (Impenetrable to radiant energy other than visible light)
14. Insulation must extend over top plates.
15. Ducts aze to be sealed substantia]ly airtight with tapes, (not duct tape) mastics or gasketing.

ROOFING REQUIREMENTS FOR ASPHALT SHINGLES

Issue:
Wind damaged and/or blown off asphalt shingles. The Building
Department has received complaints regarding this issue.
Analysis:
After we initiated a mid-roof inspection, research and discussions
with people associated with the roofing industry, it is clear that
asphalt shingles that comply with the City of Wheat Ridge's basic
wind speed of 90 mph are not being installed. In addition, there is a
performance problem with the self-sealing adhesive due to dust
contamination and/or cold climate conditions preventing proper
sealing.
Policy & Procedure:
To insure the proper asphalt shingles are being used and properly
installed the following will be required:
➢ Asphalt Shingles shall meet the 90 mph Fastest Wind Speed
and have a warranty for 90 mph or asphalt shingles shall be
recertified to comply with the 110 mph 3-Second Wind Gust
from the manufacture of the roofing product.
➢ Asphalt shingles shall be installed per manufacturer's
installation criteria to meet the 90 mph fastest wind speed or the
110 mph 3-Second Wind Gust.
➢ Re-roofing projects shall remove all layers from the roof once
there has been S layers applied to the roof.
➢ Ice and water shield is required two feet above the exterior wall
line.
➢ Drip edge is required where the roof slopes force water over the
roof edge.
➢ Roofing projects with self seal asphalt shingles should allow
three weeks from the time the roof is completed to the final roof
inspection this is to allow the asphalt shingles the opportunity to
self-seal before the final inspection.
➢ City of Wheat Ridge only requires a final roofing inspection.

The 2003 IBC and 2003 IRC have provisions that reguiate
asphaR shingles being installed in "high wind areas' (110 mph
or greater). Numerous jurisdictions within the front range of
Colorado fall into this high wind area with their adopted wind
design being 110 mph or grea[er. There appears to be much
confusion about what the Codes are regulating and requiring.
2003 IRC Section R904.1 requires that 'roof assemblies shall
be applied in accordance with this chapter and the
manufacturers installation instrudions.' 2003 IRC Section
R9052.6 requires that "Asphalt shingles shall have the
minimum number of fasteners required by the manufacturer.
For roofs located where the basic wind speed per Figure
R3012(4) is 110 mph or greater, special methods of
fastening are required. Special fastening methods shall be
tested in accordance with ASTM D 3161, modified to use a
wind speed of 110 mph."
2000 IRC Section R905.2.6 required a minimum of six
fasteners per shingle when located within the special wind
zone per Figure R3012(4) including the Front Range of
Colorado. There was a successful Code change (RB91-01)
which changed this prescriptive requirement of six fasteners
to the present wording requiring wnformance with ASTM D
3161, modified to use a wind speed of 110 mph. The
proponenYs reason stated "There is no basis in science or
any testing demonstrating shingles with six nails will
withstand the wind speeds stipulated by the Code. In fact, a
tested assembly may only require four nails per shingle.
Section R3012.1 requires all'buildings and portions thereoP
to meei the wind load design criteria of Chapter 3. There is no
justification for allowing exceptions for one type of roofing
material while all others are required to prove they meet the
wind load criteria of the Code."
There was a successful Code change (R6236-03104) in
Nashville which added the wording 'Asphalt shingle wrappers
shall bear a label indicating compliance with ASTM D 3161
Class F.' The reason from proponent was'...At this time,
several manufacturers who have products that pass the
requirement (comptying with ASTM D 3161, as modified to
110 mph) do not label their produds to indicate conformance
to the standard specified in Section R9052.6. In order for
building officials, consumers, roofers, suppliers, etc. to be
able to properly identiy an approved produd, the asphaft
shingle wrappers should be labeled to ensure compliance
with the provisions of the IRC for high wind areas.'
The following is an explanation of ASTM D 3161 - 03b from
Mike Noone, Chairman, ASTM Subcommittee D08-02 which
oversees the ASTM D3161 test:
"ASTM D3161 is the primary wind test method used in the
asphalt shingle industry for certification of compliance to code
requirements. The method is used by Undenvriter Laboratories
and other Test Labs to give manufacturers an independent
assessment of their products. It has existed, and been used
successfully, for many years.
The Test Requirements are that the fan-induced wind is applied
at the designated test velocity for the entire duration of the test
- i.e. for 2 hours, or until failure occurs. The time involved is
obviously much greater that 3 seconds, and relates to a
continuous exposure to the stated velocity.
The Current version of ASTM D 3161 (D3161 - 03b)
has three Classes:
Class 'A' denotes Passing the test at 60 mph
Class "D' denotes Passing the test at 90 mph
Class 'F' denotes Passing the test at 110 mph.
Shingles manufacturers indicate the "Class" for a specific
shingle design on their wrappers and in their literature. Shingle
Manufacturers give wind resistance warranties which are
related to the Class that the shingles have been certified to
"Pass.'
The Manufacturers Warranry is a separate issue from the
"Technical" aspects of the Test Methods and the Codes. In fact,
Wartanty Issues are NOT pertnitted to enter into any of the
discussions at ASTM. A Manufacturer Issues a'Limited Wind
Warranty' specfic to its shingles. The wording and precise
conditions of applicabiliry, differ from one Manufacturer to
another. ALL Manufadurers require that the products be
applied in strid accordance with their application instructions
(on every package). Misapplication and poor workmanship, are
major causes of shingle "Blow-offs.' Of course, shin9les rely on
their self-sealing adhesive mechanism to be effective, and there
are frequently'issues' when the shingtes have not had
sufficient time at temperature for the sealant to adivate. The
D3161 test requires that the shingles are fully sealed before
testing.
The "MPH" velocity referred to in D3161 is stridly the
'TEST VELOCITY.' It is held constant for 2 hours. Technically
this vebcity is not identical to either the "fastest mile' or the '3
second gust' in a wind. However, since it is the velocity that the
shingles are exposed to for a full 2 hours, it is in fact,
appropriate to describe a D3161 - Class 'F' as `equivalent to
passing both a 3 second gust of 110 mph and a fastest mile of
110 mph.'
