DL Engineering Inc. reviewed the progress of construction for the subject project on December 15, 2020.
The following is a summary of the observations made:
New Observations:
• Reviewed the helical piers. There was l pier installed under the parch column foundation
and there was 1 pier installed on the southeast corner under the porch foundation. The
piers were spaced in conformance with the plans.
o The pier spacing was observed and appears to be in conformance with the
construction documents.
o The piers were installed to refusal or to a depth no less than that specified in the
construction documents.
o The helical piers appear to be Installed in conformance with the structural
mitigation plan.
• Helical pier number 1 was moved south 2' so that it could be Installed under the porch
foundation. This was approved by the Engineer.
• Site grading around the perimeter of the house did not appear to be modified.
• Vegetation a round the perimeter of the house did not appear to be modified.
Volatile Solls:
The moisture around the foundation elements must be controlled for the useful life of the building. Time
has shown that Colorado soils can be unstable, and structures can experience damaging movements due
to expanding and shrinking soils, primarily when moisture changes occur. Maintaining consistent soil
moisture contents around all foundation elements is crucial to minimizing foundation movements. Even
with properly engineered/constructed foundation systems these volatile soils can still exert excessive
pressures causing damage In the residence. If the Owner would like further insight about the onsite soil
conditions and preventative measures, a Geatechnical Engineer should be consulted.
Geotechnical Consideration:
It is possible that the piers may consolidate the soil under the piers. Because of this, periodic surveys of
the supported structures should be conducted to assure project success. The Owner should be
responsible for annual surveys certifying project success. It is recommended that a baseline survey be
conducted immediately. The Owner should report all findings and reports to the Structural Engineer. If
vertical movement of the foundation walls Is discovered, the piers should be re -pressurized. A
Geotechnical Engineer should be present for the re -pressurizing of the piers.

Structural Steel:
1. Structural Steel shall be detailed, fabricated and erected in accordance with 2010 AISC Specification for Structural
Steel Buildings, and "Code of Standard Practices" 2005.
2. Structural Steel shall be confirmed to the following grades:

rafters, trusses, joists, or beams to other members at flush -framed conditions. Use maximum number and size of nails
indicated in manufactures tables U.N.O. all nails holes shall be filled.
4. All multiple members shall be glued & nailed together.
5. All wood in contact with concrete or exposed to weather, shall be pressure treated Douglas Fir -Larch No. 2 or
equal.
6. Structural members shall not be cut for pipes, etc. Unless specifically noted or detailed.
Periodic surveys:
1. Periodic surveys of the supported structures should be conducted to assure project success. The Owner should be
responsible for annual surveys certifying project success. We would suggest that a baseline survey be conducted
immediately. The owner shall submit all findings and reports to the Structural Engineer.
2. If vertical movement of the piers is discovered, the piers should be re -pressured. A representative of the
Geotechnical Engineer should be present to observe the re -pressuring. A final report should be provided by the
Geotechnical Engineer after observing the re -pressuring.
Foundation Stabilization:
1. Although observed foundation damage typically does not pose an immediate health and hazard risk, delaying
mitigation will likely make future repairs more difficult and costly. Furthermore, it has been our experience that once a
structure begins moving, it will likely continue to so (unless action is taken) resulting in further settling, heaving, unsightly
cracks, doors/widows not functioning properly and possible foundation wall collapse. The extent and aggressiveness of
the foundation repairs should be carefully considered by the Owner and will depend on their tolerance for risk, the
possibility of future damage, and cost.
2. If the owner chooses to do so the foundation could be stabilized only at visibly damaged locations and areas where
movement is concentrated. Although this will address specific situations, it is possible that foundation movements will
occur elsewhere.
3. If the Owner chooses to do so, the entire foundation could be mitigated. A general system repair, although more
costly, would greatly reduce the risk of future foundation damage and movement. It is our understanding that the Owner
would not like to pursue this repair option.
Site Drainage
1. We believe that the moisture around foundation elements must be controlled for the useful life of the building.
Lack of proper drainage is often a contributing factor to foundation damage observed. It is our opinion that site drainage
around the structure must be maintained such that precipitations will quickly drain away. The use of proper slope
slabs -on -grade, moisture barriers, swales and surface/subsurface drainage systems are strongly recommended.
Extension should be attached to properly function downspouts and roof drains discharge a minimum of 10 feet away
from the structure.
Site vegetation
1. We believe that vegetation around the perimeter of structures can eventually lead to foundation movements.
Vegetation can hold moisture in soil and create excessive pressure on the foundation system. In order to reduce the
risk, bushes, shrubs and trees should be carefully removed by an experienced professional. Care should be taken to
not further disturb or damage the existing foundation system.
2. Planters and other surface features which could retain water should be eliminated and property graded to reduce
the possibility of moisture infiltrating around the foundation. Irrigation systems and excessive moisture adjacent to
structures can introduce unwanted moisture, possibly resulting in settling and or heaving. The Owner should consider
removing irrigation systems or simply not use them.

As requested, a site visit and observation were performed at the property located at the address
above on 11/16/2020 at approximately 2:00 p.m. by Kelly Hoiness, PE. The purpose for the site
visit and observation was to review the structure for movement of the foundation.
The subject property is a single-family home with a basement located in an established
neighborhood. The building is assumed to have been built in 1998 (based on an online search of
the Jefferson County Assessors records).
The foundation is constructed of concrete and is assumed to be on caissons. The house appears
to be constructed of wood with siding and partial brick veneer. The observation was visual and
limited to the exterior and the interior house. No observation was performed on the roof
structure. For purposes of this report we assume that the house faces south.
Observations
• Separation between the wood framing and brick that compose the front porch column
on the southeast corner of the house
• Settlement of the front porch slab on the southeast corner of the house
• Cracks in the front porch slab on the southeast corner of the house
Recommendations
The cracks observed in the walls were likely caused by vertical movement of the foundation.
These movements are most likely caused by contraction and expansion of the soil due to changing
moisture content. The following is a prioritized list of recommended repairs that should be made
to stabilize the foundation:
• Install (1) new helical pier under the porch column on the southeast corner and (1) new
helical pier under the southeast corner foundation to help mitigate vertical movement of
this area.
• Monitor the home for further signs of vertical movement. These signs may include new
or worsening cracks in the interior finishes, new or worsening cracks in the foundation,
floors that become more out of level, and/or doors and windows that become difficult to
operate. If further signs of vertical movement are observed, the homeowner should
contact DL Engineering for further assessment.
• Maintain proper grading and drainage around the perimeter of the house to help prevent
excess moisture accumulation in the soil surrounding the foundation. See best practices
for foundation maintenance for additional information.
• Patch and monitor any cracks in concrete, brick veneer, and drywall. This will give a
baseline for any new movement. If new movement is observed, contact DL Engineering

Best Practices for Foundation Maintenance
The following best practices are actions to maintain the service life of the foundation that can be
applied to all structures. Proper site drainage and placement of vegetation alone may not prevent
movement of a structure; however, they are prudent steps to avoid the contraction and expansion
of the soil due to changing moisture content. We share the following information, which is not
property specific, with all our clients.

Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.

At your request, on December 24th, 27th and 31st, 1996, a pier drilling and founclatior:
wall inspections were performed on the single family residence located at 4080 Lee
Circle, Wheatridge, Colorado. The pertinent information regardirrg the inspection is as
follows:
PIER DRILLING INSPECTION - DECF'MBER 24 & 27. 1996
Soil Profile
The soil profile encountered d:iring the first drilling consisted of 0' to 9'-0 " of clay and
9' to 18'-0" of claystone bedrock, at:d the second dridling consisted of 0' to ll '-0" of
clay, with water coming in, and 11 ' to 18'-0" of claystone bedrock. Concrete was orl the
site and plaeed in less than 6" of water in the holes. Soils report requirements were met
at all pier locatioiis inspected.
Reinforcemeni Concrete
All of the piers were reinforced with three no. 5 bars, grade 60, for their entire length.
The co»crete used consisted of a 3, 000 psi, 314 " storte aggregate mix. All of the piers
were properly constructed according to our recommendations and the recommertdations
in the soils report.
FOI/NDATIDN WAI,L STEEL INSPECTIONS - DECEMBER 31.1996
The foundation wall.r were reinforced horizontally wiih two no. S bars, grade 60, at the
top and bottom. All of the bars were properly lapped and tiecL The foundation wall
forms were properly centered over the drilled pier fourrdation sysdem, and the reinforci»g
steel from the piers extettded to the top row of reinforcing in the foundation wall. Paper
void material was properly instalded beriveen the pier locations in the bottom of the
forms. Reinforcing steel was properly placed at the foundatiot: wall step downs and
window openings. Acldiiiotial vertical bars were placed in all walls taller than 8'-0
