Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,

The following items must be comoleted before a Certificate ofOccuoancv will be issued.
PLANNING DEPARTMENT REQUIREMENTS:
1. Compliance with all relevant ordinances, resolutions, variances, approved site plan, etc.
2. Completion of all landscaping per plan andlor Zoning Code.
3. Completion of all parking improvements and driveway connections per plan andlor zoning code.
4. Completion of handicapped parking spaces and signage.
5. Removal of all construction work trailers, materials and debris.
6. Removai of construction debris from neighboring andlor surrounding sites.
7. Removal ofall construction signs, banners, etc.
8. Separate permits must be obtained for permanent signs with the permit being approved prior to installatic I of signs.
9. Separate permits shall be obtained for fences andlor retaining walls exceeding 48" in height, if not .1dicated on
approved plans.
PUBLIC WQRKS DEPARTMENT:
1. Complian~e with all relevant ordinances, resolutions, variances, special exceptions, etc.
2. Site grading to be completed for positive drainage away from building and if applicable, in compliaL;e with the
overall grading plants).
3. A Drainage Certification Letter is to be furnished from the engineer of record stating that the paving a..d drainage
improvements have been installed per approved plans and specification.
4. If the property is affected by Streetscape requirements, any required Maintenance Agreement needs 10 be ,igned prior
to requesting a certificate of occupancy and any required escrow in lieu of the construction of such items I eeds to be
paid in full. .
5. If applicable to the site, streetlight requirements per Excel Energy design location shall be completely inst; :led.
6. If applicable, all City of Wheat Ridge approved surveying documents, such as the Final Plat andlor requiT ,d separate
easement instruments must be recorded at the Jefferson County Clerk and Recorders Office.
7. Removal and replacement of all damaged public improvements, sidewalks, driveways, curb/gutter, etc.
8. Installation of all public improvements, traffic control devices and signage per plan, roning code an, 'or Public
Works requirements.

16. Exterior stairs, steps and ramps have guardrails and handrails intact
17. All driveway, sidewalk and paved surfaces are complete.

Terracon has completed geotechnical engineering exploration for the proposed residential
building to be located at the northeast corner of Garrison Street and West 46th Place in Wheat
Ridge, Colorado. The test boring record and results of laboratory testing for the building are
attached. The purpose of these services is to provide geotechnical engineering
recommendations for design of foundations and other earth connected phases of the project.
Based on the properties of the soils present on this and adjacent buildings, Terracon has
recommended that the residential building be built on a foundation consisting of spread
footings. Slab-on-grade outside crawl space areas may be considered for the interior floor
system provided that some floor slab movement can be tolerated. A perimeter drain
system should be constructed around the exterior perimeter of the foundation.
Site Exploration and Laboratory Testing: The scope of the services performed for this
project included site reconnaissance by a field engineer or geologist, a subsurface
exploration program, laboratory testing and engineering analysis.
One test boring was drilled to a depth of about 20 or 25 feet below existing site grade. The
boring was drilled within or near the center of the approximate footprint of the proposed
building as located by pacing from property lines and/or existing site features. Elevations
were taken at each boring location by interpolation from contours on the Erosion Control
Plan prepared by Paragon Engineering Consultants, Inc. The accuracy of boring locations
and elevations should only be assumed to the level implied by the methods used. The
borings were advanced with a truck-mounted drilling rig, utilizing 4-inch diameter solid stem
auger. Groundwater measurements were made in the boring at the time of site exploration
and three days after drilling.

All samples retrieved during the field exploration were returned to the laboratory for
observation by the project geotechnical engineer, and were visually classified in accordance
with the Unified Soil Classification System.
Selected soil samples were tested for consolidation and/or swell potential, water content,
dry density, grain size, plasticity index, and water soluble sulfates. All laboratory tests were
performed in general accordance with the applicable local and other accepted standards.
Results of laboratory testing on this lot have been attached. The test results were used for
the geotechnical engineering analyses and the development of foundation and earthwork
recommendations.
Geotechnical Considerations: The site appears suitable for the proposed construction.
Approximately 1 to 3 feet of fill was encountered in the borings drilled on this and/or
surrounding lots. We do not possess any information regarding whether the fill was placed
under the observation of a geotechnical engineer. We assume that the fill was placed in
conjunction with the existing development. Based upon the relative shallow depths, field
penetration resistance values, in-situ dry densities, and the laboratory consolidation test data,
it is our opinion that the existing fill can be used for support of foundations, floor slabs-on-
grade and pavements, without the need for removal and/or recompaction.
Based on the geotechnical engineering analyses, subsurface exploration and laboratory test
results, the proposed building can be supported on a spread footing foundation system. Slab-
on-grade outside crawl space areas may be considered for the interior fioor system, provided
that some floor slab movement can be tolerated.
The presence of clay layers at the site may lead to areas of perched groundwater after the site
development. Perched groundwater could result in damp or wet crawl space conditions.
Therefore, to reduce potential water infiltration and resulting perched groundwater conditions
that could develop after construction, the drainage recommendations outlined in the "Surface
Drainage" section of this report should be followed. We are available to discuss the issues
involved with damp or wet crawl spaces, if requested. Detailed design criteria are presented
below.
Foundation ReCommendations: Due to the presence of non- to low expansive encountered
at or near the site, spread footing foundations are considered acceptable for support of the
proposed building. The footings may be designed for a maximum allowable bearing pressure
of 2,000 pounds per square foot (psf) bearing on existing fill, undisturbed soils or engineered
fill. The design bearing pressure applies to dead loads plus design load conditions. The
design bearing pressure may be increased by one-third when considering total loads that
include wind or seismic conditions.

Exterior footings should be placed a minimum of 36 inches below finished grade for frost
protection. Interior footings should bear a minimum of 12 inches below finished grade to
develop the recommended bearing pressure. Finished grade is the iowest adjacent grade for
perimeter footings and floor level for interior footings.
Footings should be proportioned to reduce differential foundation movement. Proportioning
on the basis of equal total movement is recommended; however, proportioning to relative
constant dead-load pressure will also reduce differential movement between adjacent
footings. Total movement resulting from the assumed structural loads is estimated to be on
the order of about 1 inch. Differential movement should be on the order of Y:z to % of the
estimated total movement. Additional foundation movements could occur if water from any
source infiltrates the foundation soils; therefore, proper drainage should be provided in the
final design and during construction.
Areas of low density or very loose soils may be encountered at foundation bearing depth.
When such conditions exist beneath planned footing areas, the subgrade soils should be
removed to a minimum depth of 12 inches and a minimum of 12 inches horizontally beyond
the edge of footings. The soils should be replaced as engineered fill, conditioned to near
optimum moisture content and compacted.
Footings, foundations, and masonry walls should be reinforced as necessary to reduce the
potential for distress caused by differential foundation movement. The use of joints at
openings or other discontinuities in masonry walls is recommended.
Foundation excavations should be observed by the geotechnical engineer. If the soil or fill
conditions encountered differ significantiy from those presented in this report, supplemental
recommendations will be required.

The lateral earth pressures herein do not include any factor of safety and are not applicable
for submerged soils/hydrostatic loading. Additional recommendations may be necessary if
submerged conditions are to be included in the design.
Fill against foundations should be compacted to a minimum of 95 percent of maximum dry
density determined by standard Proctor density (ASTM 0698). Compaction of each lift
adjacent to walls should be accomplished with hand-operated tampers or other lightweight
compactors. Overcompaction may cause excessive lateral earth pressures, which could
result in movement.
Floor Slab Design and Construction: Laboratory test results indicate that the clay and
sand fill soils at the site are non-expansive and exhibit a low consolidation/settlement
potential. The native sands are considered to be non- to low expansive. The native clays
are considered to be low expansive. The Slab Performance Risk Categories as defined by
the Colorado Association of Geotechnical Engineers (CAGE) are outlined below:

Note: The representative percent swell values presented are 1'101 necessarily measured values;
rather, they are a judgement of lhe swell of the soil and/or bedrock profile likely 10 infiuence siab
performance.
According to CAGE recommendations, the use of a slab-on-grade floor system outside
crawl space areas is considered acceptable bearing on soils within the Low and Moderate
Slab Performance Risk Categories. The soils encountered on this lot are in the Low Slab
Performance Risk Category; therefore, the use of a slab-on-grade floor system is
,considered acceptable for foundation construction on this lot. However, some differential
movement of slab-on-grade floor systems is possible should the soils become elevated in
moisture content. Differential slab movement on the order of about 1 inch or more is
possible. If no differential movement can be tolerated, the use of a structural floor system
will be required.

pounds per cubic inch (pci) may be used for floors supported on existing or compacted soils
at the site. A modulus of 200 pci may be used for floors supported on at least 24 inches of
non- to low expansive imported fill meeting the specifications outlined below.
Additional floor slab design and construction recommendations are as follows:
. Positive separations and/or isolation joints should be provided between slabs and all
foundations, columns or utility lines to allow independent movement.
. Contraction joints should be provided in slabs to control the location and extent of
cracking as recommended by the American Concrete Institute (ACI).
. A minimum 1-inch void space should be constructed above, or below, non-bearing
partition walls placed on the floor slab. Special framing details should be provided at
doorjambs and frames within partition walls to avoid potential distortion. Partition
walls should be isolated from suspended ceilings.
. Interior trench backfill placed beneath slabs should be compacted in accordance
with recommended specifications.
. If moisture sensitive floor coverings are used on interior slabs, consideration should
be given to the use of barriers to minimize potential vapor rise through the slab in
areas of clay soils.
. Floor slabs should not be constructed on frozen subgrade.
. Other design and construction considerations, as outlined in the ACI Design Manual,
Section 302.1 R are recommended.
Surface Drainage: Positive drainage should be provided during construction and
maintained throughout the life of the proposed project. Infiltration of water into utility or
foundation excavations must be prevented during construction. Planters and other surface
features, which could retain water in areas adjacent to the building or pavements should be
sealed or eliminated. In areas where sidewalks or paving do not immediately adjoin the
structure, we recommend that protective slopes be provided with a minimum grade of
approximately 5 percent for at least 10 feet from perimeter walls.
In addition, due to the clay layers encountered at relatively shallow depths across some
portions of the site, it is possible that a perched groundwater condition could develop and
enter the crawls paces of the buildings after construction. Therefore, we recommend that a
clay cap (a minimum of 18 inches in thickness) be placed around the buildings in order to

reduce surface water infiltration. The source for this material could be the on-site clays. In
addition, it is imperative that backfill against footings, exterior walls, and in utility and
sprinkier line trenches should be well compacted and free of all deleterious material to
reduce the possibility of moisture infiltration.
Downspouts, roof drains or scuppers should discharge into splash blocks or extensions
when the ground surface beneath such features is not protected by exterior slabs or paving.
Sprinkler systems should not be installed within 5 feet of foundation walls. Landscaped
irrigation adjacent to the foundation system should be minimized or eliminated.
Exterior Slab Design and Construction: Exterior slabs-on-grade, exterior achitectural
features, and utilities founded on, or in backfill may experience some movement due to the
volume change of the backfill. Potential movement could be reduced by:
. minimizing moisture increases in the backfill.
. controlling moisture ---density during placement of backfill.
. using designs which allow vertical movement between the exterior features and
adjoining structural elements.
. placing effective control joints on relativeiy close centers.
Corrosion Protection: Results of soluble sulfate testing indicate that ASTM Type I
Portland cement is suitable for all concrete on and below grade. However, if there is no, or
minimal cost differential, use of ASTM Type II Portland cement is recommended for
additional sulfate resistance of construction concrete. Foundation concrete should be
designed in accordance with the provisions of the ACI Design Manual, Section 318, Chapter
4.
