Dear Sir:
This report is made in support of a request that an exception to flood plain zoning be
made to permit the addition of a 300 square foot, one story addition to the present
residence of Carol and Howard Noble, the address of which is 11254 West 38th Ave,
Wlneatridge, Colorado, 80033.
bi accordance with Article II., Floodplaii Zoning, Section 26-206.(D) (1) "Structures
for Hiunann Occupancy" the following information is submitted.
I. Responses to Section 26-206 (F) _ _
1. The proposed addition's structure will be elevated more than 1 foot above
tine base flood elevation. The addition's floor elevation will be at 5417.94
feet MSL based on a survey made Jtuie 17, 1996 using the north end of
the existing Lena Gulch drop structure concrete at station 61+85. A copy
of a portion of tine Lena Gulch Tinprovements Plans is attached showing
details of this location. The base flood elevation adjacent to the addition -
usi~g the Lena Gulch Charnel at station 64+~"0t° is approxinately 5415.18
feet MSL based on a flood study for an adjacent proposed subdivision on
Quail St. This study was made by Futura Engineering of Denver,
Colorado on July 28, 1994. A copy of tlvs study was provided by tine City
of Wheatridge. Calctdations supporting these water siuface elevations are
attached. Based on this analysis tine addition's floor elevation will be 2.76
feet above tine base flood elevation.
2. The proposed addition does not encroach on the conveyance of the 100
year flood ui any maimer differently than the existing shuctures. The
addition is downstream of the existuig house and is contanied in an area of
existing board fencuig.
3. The use of this addition will not affect the efficiency or restrict the
capacity of any floodway chamiels or other drainage features.
4. The addition construction shall be anchored to prevent floatation or
damage with 1/2 rich diameter anchor bolts embedded ni the foundation.
5. All new construction will be built with materials and utilities resistant to
flood damage. -All portions of the structure located below the base flood
elevation will be constructed of reinforced concrete. All utilities will be
located above the base flood elevation except a potable water system and
a sn~gle dram system both of wlvch will be sealed to prevent any flood
water from enteriig the system. The dram vent will exit the roof as per the
ITBC.
6. See above munbers 4 and 5.
7. Electrical a~~d HVAC equipment will be located several feet above the
base flood water surface elevation. Plwnbi~g is discussed ui the response
to item munber 5 above.
8. The addition will be constnicted to provide 6 niches of fall within the first
5 feet away from the structure.
9. See above item number 5.
10. through 15. These items do not apply.
16. No new fencnig will be designed. Small areas of existing fence will be
opened up to facilitate construction access. These will be restored to ththeir
original config<vation when construction is complete.
II. Other issues
1. A copy of the property deed, application acid filing fee of $50.00 have
been given to your staff previously.
2. A copy of a property map is attached. This shows the location of the
proposed addition. All property descriptions state that the property is "south of
the Brookside Ditch but give no exact survey data or dista~~ces from known
pouits.

I have reviewed the application for an addition for human
occupancy at the above referenced address. This property is
presently located in the Lena Gulch 100 year Flood Plain (Zone
A)as shown on the Flood Insurance Rate Map (FIRM) Community-Panel
Number 085079-0005 C.
HISTORY OF THIS REACH
This particular reach of Lena Gulch upstream from Parfet Street
has received major improvements over the past several years. It
is_presently being designed for flood improvements upstream of
Quail Street for construction to-begin late summer 1996. This
area, which includes the primary residence at 11254 W. 38th
Avenue, will be included in a Letter of Map Revision Study for
the Federal Emergency Management Agency (FEMA) so that upon
completion of the channel work, these surrounding properties can
be removed from the Flood Plain designation. However, until that
final approval is made and the official Flood Plain map is
revised, the .site must be treated as being within the current
Flood Plain.
This has been explained to the applicant and the choice-to
proceed with the Flood Plain Special Exception Permit was
exercised due to his desire to construct the project before this
fall. The Letter of Map Revision will take approximately 6
months for FEMA to approve.
ANALYSIS
The applicant has met all of the requirements of the Flood Plain
Ordinance and has provided the calculations and backup material
to show that there will. be no impact on the Floodway or flood
flows" in the area.
RECOMMENDATION
Therefore, I recommend to the Board of Adjustment that approval
of this permit be granted. The applicant is required by the
ordinance to have the foundation elevation certified by a
Registered Professional Engineer in the State of Colorado that it
is constructed to the elevation recommended in the flood plain.

The applicant is requesting approval of a Ciass II Special Exception to allow a 12' X 23" room
addition to an existing single-family dwelling located in the 100-year flood plain.
In accordance with the FEMA Flood Insurance Rate Map, the property is located within the Lena
Gulch 100-year flood plain. Referrals of the flood plain analysis were sent to Bob Goebel,
Director of Public Works and Bill DeGroot of the Urban Drainage and Flood Control District.
It is the opinion of Mr. Goebel and Mr. DeGroot that the statements made by Howard Noble , a
certified Professional Engineer, are In accordance with the City's Flood Plain Ordinance
(statements attached). They have also concluded that the construction of the addition will not
negatively impact the capacity of the flood plain. For these reasons, a recommendation of
APPROVAL is given to allow the construction in the 100-year food plain with the condition that
the finished first floor elevations be no lower than 5417.94'.
II. CONCLUSION AND RECOMMENDATIONS
Staff concludes that construction of the 12' X 23' room addition to the existing structure at
11254 West 38th Avenue will have no negative effect on the Lena Gulch 100-year flood plain.
Therefore, a recommendation o4 APPROVAL is given for Case No. WF-96-1 with the following
condition:
1. The finished first floor elevations be no lower than 5417.94' above sea level and that a
certification of elevation be done by a registered engineer, other than the applicant, at
the time foundation forms are set prior to placement of concrete.
2. All other floodproofing provisions specified in Section 26-206 (F) of the Wheat Ridge
Code of Laws be followed.
