Dear Mr. Lee,
Per your request, Affinity Engineering, LLC, made a site visit to the subject property on August
15, 2019 to observe modifications made to the top flange of concrete twin tees at the subject
property. It is our understanding that some new plumbing fixtures including new piping and
floor drains needed to be installed through the floor surface.
The new plumbing fixtures were installed through the floor system by cutting holes through the
top flange of the concrete twin tees. Affinity Engineering, LLC, approves of these modifications
made to the concrete twin tees. The holes cut through the top flange of the tees will have a
minimal effect on the concrete tee and have not compromised the structural integrity of the floor
system.
The determinations and results described in this report are based on information available at the
time of the observation and preparation of this report. Should additional information or
unknown conditions be uncovered or made available, Affinity Engineering, LLC, retains the
right to revise and supplement this report accordingly.
In addition, this report is a general summary of writings, recordings, photographs, and other
information, which is available for review and placed within the job file. To the extent
assumptions were made relating to the contents of this report, not all such assumptions are stated
within this report or in our job file. A description of such assumptions can only be identified if
specific questions are directed at discrete issues because many of such assumptions are
incorporated in Affinity Engineering's experience, training, education, and judgement.

Here is the information you requested about the two properties:
3292 Marshall Street
The building was constructed in 1963 which is prior to the City's incorporation. The original lot size was 13,100 square
feet which would allow a duplex in the R-2 zoning; the lot size has since shrunk due to right-of-way dedication so the
duplex appears to be legally non -conforming. We do not have much permitting information on this property besides re-
roofing permits going back to 2009. There are two recognized addresses on this property, one for each of the units: 3292
and 3294 Marshall Street. This property could continue to remain as a duplex unless it was voluntarily demolished and
then only a single-family home could be constructed. I am not sure why Jefferson County is showing it as a single-family
home with only one unit, but we would recognize it as a duplex.
4675 Newland Street
The carriage house, built in 1949 as a single-family home, is permitted to remain; the City has recognized it as a
residential unit going back as far as our permitting records show. The front building, being listed as an up -down duplex,
is more complicated. The Zillow listing appears to show two full kitchens in the building and it has addressing as 4675
Newland Street A & B (which is not a City -standard addressing scheme). I have concerns about the legitimacy of the
basement unit. It does not seem like the windows in the basement are code -compliant, allowing for egress in an
emergency (a building inspector could confirm this). We have no permitting records on the basement unit and nothing
to indicate the house was recognized as a duplex by the City, at any point in time. It is difficult to tell when/if the
basement was converted into a separate apartment and if any permits were obtained. It is possible that this was done
prior to the City's incorporation in 1969 since the building was constructed in 1958, but I can't tell. I would be worried
about the basement unit from a safety perspective since we don't have any records on it and because it was never
formally recognized as a duplex by the City.

Midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat

REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.
