Executive Summary
➢ EnviroSpec, LLC (EVS) Mr. Michael Ciccotti conducted a limited, area and
material specific, asbestos inspection within the residential structure located at
8420 West 46th Avenue in Wheat Ridge, Colorado.
➢ This inspection was conducted due to planned renovations potentially causing
damage to suspect asbestos containing materials (ACM).
➢ Twelve bulk samples were collected and submitted for analyses on a rush
turnaround.
➢ Laboratory results indicated the joint compound to contain asbestos in
concentrations greater than 1 %.
➢ The composite result (drywall and joint compound together) reported a result of
less than 1% asbestos, which is considered a trace asbestos material by EPA
and CDPHE when conducting an indirect impact activity.

Introduction
EVS's Mr. Michael Ciccotti conducted a limited, area and material specific, asbestos
inspection within the residential structure located at 8420 West 46th Avenue in Wheat
Ridge, Colorado.
The inspection was conducted due to planned renovations potentially causing damage
to suspect ACM. Materials potentially impacted were limited to specific areas specified
by the client and did not include suspect materials in which the client stated would not
be disturbed during renovation/remediation activities. The Environmental Protection
Agency (EPA) and Colorado Department of Public Health and Environment (CDPHE)
Colorado Regulation No. 8 (Reg. 8) requires that suspect ACM be properly sampled
and analyzed prior to any renovation activities that may disturb these materials. The
purpose of this inspection was to identify and sample specific suspect ACM that could
be impacted by renovation/remediation activities in these specific areas as requested by
the client.
This asbestos inspection was conducted on June 18, 2019 by Colorado State Certified
Asbestos Building Inspector Mr. Michael Ciccotti, Certificate #15072.

Asbestos Inspection
This limited asbestos inspection was conducted in general accordance with the United
States EPA procedures published in 40 Code of Federal Regulations (CFR) Part 763,
Subpart E — Asbestos -containing Materials in Schools and Colorado Reg. 8. These
inspection protocols specify requirements for the inspector (Section 763.85), laboratory
(Section 763.87), and number of samples collected during an inspection (Section
763.86).
This limited area and material specific asbestos inspection involved identification and
sampling of specific homogenous areas of suspect ACM in the specific areas that could
be impacted by renovation activities as requested by the client. Suspect ACM includes
nearly all building materials except concrete, glass, metal, wood, plastic and ceramic.
A physical assessment of each homogeneous area of suspect ACM was conducted to
assess the general condition of the material and determine the friability of the material.
Under the National Emissions Standards for Hazardous Air Pollutants (NESHAP),
asbestos -containing building materials are classified as either friable, Category I non -
friable or Category II non -friable ACM as dEVSribed below:
➢ Non -friable ACM when dry, cannot be crumbled, pulverized or reduced to
powder by hand pressure.
➢ Friable ACM when dry, can be crumbled, pulverized or reduced to powder by
hand pressure.
➢ Category I non -friable ACM includes packings, gaskets, resilient floor
coverings, and asphalt roofing products containing more than 1 % asbestos.
➢ Category II non -friable ACM are materials excluding Category I non -friable
ACM materials that contain more than 1 % asbestos.
Bulk samples of suspect ACM were collected in general accordance with the Asbestos
Hazard Emergency Response Act (AHERA) protocols as outlined in Colorado Reg. 8
and Asbestos in Buildings: Simplified Sampling for Friable Surfacing Materials as
referenced in the Pink Book. Random samples of suspect building materials were
collected for the specific areas and materials identified in this report.

Surfacing materials sampled in this report include, but are not limited to overspray, and
droppings, which may be under flooring materials, adjacent walls, structural beams, and
other concealed areas.
Title 40 CFR Part 61 regulates asbestos fiber emissions and asbestos waste disposal
practices and requires the identification and classification of existing building materials
prior to demolition or renovation activity.

Suspect Asbestos Containing Materials
Building materials are historically known to contain asbestos and therefore suspected to
contain asbestos. OSHA maintains comprehensive lists of suspect ACMs frequently
encountered during inspections.
The following suspect ACMs were observed during the inspection and determined
based on review of renovation/remediation activities within the structure, to be
potentially impacted and subject to inspection and bulk sampling:
• (CDW01) 5/8" White drywall, tape, and joint compound associated with
TS01 and SOA01 on walls and ceilings on 1St floor
• (SOA01) Popcorn ceiling surfacing texture associated with CDW01 in
three bedrooms, hallway, living room, and back porch
• (TS01) Light orange peel surfacing texture associated with CDW01 on
walls in south room, southeast room, hallway, and living room, and ceiling
and walls in kitchen
Twelve samples were submitted under chain of custody procedures to Aerobiology
Laboratory Associates, Inc., of Golden, Colorado, for analysis by Polarized Light
Microscopy (PLM) with dispersion staining techniques per EPA methodology (40 CFR
763, Subpart F). Microscopic visual estimation was used in obtaining the percentage of
asbestos in bulk samples. Aerobiology is an accredited laboratory under the National
Voluntary Laboratory Accreditation Program (NVLAP 200860-0).

OSHA Regulated Materials
ACM was identified in concentrations greater than one percent (>1%) in the following
building materials, noted in bold:
• (CDW01) 5/8" White drywall, tape, and joint compound associated with
TS01 and SOA01 on walls and ceilings on 1St floor
For this inspection, the drywall sample reported the joint compound to contain greater
than 1% asbestos, thus for direct impact activity is considered an ACM. The drywall
was reported to contain no asbestos. The composite result (drywall and joint compound
together) reported a result of less than 1% asbestos, which is considered a trace
asbestos material by EPA and CDPHE when conducting an indirect impact activity.
OSHA does not recognize the EPA and CDPHE composite analysis policy, and
therefore the joint compound is subject to applicable OSHA asbestos regulations.
This classification applies to only those situations where the drywall joint compound
contains greater than 1% asbestos, but the drywall itself does not contain asbestos.
EPA and CDPHE policy for the handling of joint compound that is ACM, when
associated with drywall that is not asbestos, results in a mixed classification that
requires evaluation of work methods to determine if the impact will be direct or indirect
to determine which classification applies.
The following regulatory rationale is used to determine the final classification and when
the composite result may be used, and when only the layer result can be used:
1. EPA and CDPHE allow a composite sample result (drywall and joint compound
together) to be used when renovation or demolition operations will only
indirectly impact the joint compound, such as removal of the entire wall system
(drywall and joint compound removed together), to determine if the material is
ACM. This option does not prevent classifying the material as ACM based solely
on the layered result as described below.

2. When the renovation or demolition operations will directly impact the joint
compound, such as sanding or scraping the joint compound, then only the layer
result for the joint compound may be used to determine if the material is ACM.

Disturbance activities for materials containing 1 % asbestos or less should be performed
in accordance with the OSHA standard, including proper training, work practices,
personal protective equipment, decontamination/cleaning procedures, etc. In occupied
buildings, the use of engineering controls (negative pressure containments) and work
practices (proper waste packaging and decontamination procedures) are appropriate to
ensure construction dust is confined to the construction work area and does not migrate
to adjacent occupied areas.

Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding k/2 -inch exists. Asphalt shingles are required to
be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is
required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturera ms installation
instructions, whichever is more stringent. In order to pass a final inspection of

manufacturer's technical representative stating that "the application of the roof at
