(3) If this penit expires, a new permi[ may be acquired for a fee of one-half the amount normally required, provitletl no changes have been or will be matle in the
original plans and specifications and any suspension or abandonmenl has not exceeded one (1) year. If changes are made or if suspension orabandonment
