SUBJECT: Determination of duplex
The property at the southwest corner of W. 35m Avenue and Pierce St, addressed as 6800 W. 35m
Avenue and 3495 Pierce Street, contains two dwelling units. The property is zoned Residential -
Two (R-2). The purpose of this memo is to confirm the legitimacy of the two dwelling units,
which are connected by a common roof, as a duplex.
Based on research of building permits associated with this property, including microfilm, staff
has determined that building permits from the 1970s approved the conversion of a garage into a
dwelling unit (now 3495 Pierce Street) and the connection of that building to the existing
dwelling unit (now 6800 W. 35m Avenue). The permit states the two dwelling units were
connected by a carport and a "continuous roof." It appears an accessory building behind the
carport is also part of the continuous roof connecting the two units. Based on this information,
staff has determined that the City acknowledged the conversion and the connection created a
duplex, which is permitted by the lot size (see below). Since Accessory Dwelling Units were not
permitted at that time, staff has determined the units were required to be connected in order to
meet the definition of a duplex.
The lot is sufficiently sized for a duplex, showing 12,800 square feet on the parcel maps and
survey and 12,632 square feet on the Jefferson County Assessor page. The existing duplex may
be split in ownership through a Duplex Split, or the site may be demolished and a new duplex
built on the property.

Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding one half inch exists. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required. A ladder extending 3 feet above
the roof eave and secured in place is required to be provided for all roof inspections.
Roof ventilation is required to comply with applicable codes and/or manufacturer
installation instructions, whichever is more stringent. In order to pass a final inspection
of elastomeric or similar type roof coverings, a letter of inspection and approval from the
manufacturer technical representative stating that "the application of the roof at (project
address) has been applied in accordance with the installation instruction for (roof
material brand name) roof covering" is required to be on site at the time of final
inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE AND
TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if your
contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

Classification (cont.)
(6) Structure Moving Contractor - Class 6, shall authorize moving of any and all types
of buildings or structures. The requirement for license applies to any person so
performing in the city on public rights-ofi-way regardless of points of beginning and
destination of the performance. (see seciion 5-42 for insurance and bond requirements)
(7) Demolition Contractor - Class 7, shall be authorized to perform demolition or
wrecking of any building or structure or portion thereof.
(8) Plumbing Contractor - Ciass 8, shail be authorized to do the following: installation
of all sanitary plumbing and potable water supply piping and appliances connected
thereto, and including gas piping and the complete installation of water heaters, the
installation of piping for transmission of chemicais and gases; the installation and
removal of backflow prevention devices; the installation of gas ranges, gas dryers and
gas refrigerators, steam and hot water heating sysiem, process and industrial piping and
related appurtenances which shall include the piping used for the transmission of
chemicals and gases, the installation of burners, piping and controls utilizing gas, pipe
insulation and low voltage wiring which does not exceed forty-eight (48) volts and when
such wiring is not enciosed in a conduit or raceway.

(10) Electrical Signal Contractor - Class 10, shall be authorized to do the foliowing:
installation of fire detection, fire alarm, burglar alarm, pneumatic control and all signaling
or control systems where the electrical voltage does not exceed forty-eight (48) volts.
Exception: Authorized and franchised public utility companies.
(11) Sign Contractor - Class 11, shail be authorized to do the foliowing: fabricating,
installing, erection or maintenance of ail types of signs. For the purpose of this section,
marquees shall not be ciassified as a sign.
(12) Fire Protection Contractor - Class 12, shall be auihorized to do the foilowing:
a. Automatic fire sprinkler systems of all types.
b. Carbon dioxide systems.
c. Standpipe systems and appuRenances.
(13) Lawn Sprinkter Contractor - Class 13, shall be authorized to do the following:
installation of underground lawn sprinkler systems, inciuding backflow prevention
devices and tapping the existing water service or main. CRS 12-58-102
(14) Roofing Contractor - Class 14, shall be authorized to appiy roof covering material
to ali structures.
