The first is in the rear (northwest corner) near the large cement discharge outlet. Our intentions are to use either a plastic or metal sleeve approximately 10 inches in diameter at the existing grade in this corner. We will then cover the sleeve to a height of the cement discharge outlet. The sleeve will be equipped with a back flow valve to allow water to drain from the yard but not to allow any outside water to enter the yard. This is to prevent any possible flooding of the yard or the basement. The second issue is at the northeast corner of the lot. We are planning a rock retaining wall approximately 3 foot 6 inches - 4 foot tall, to retain the grade for the driveway. Our intentions are to maintain approximately 4 feet from the edge of the retaining wall to property in this corner, to allow the lot to the east of us a drainage access to the reaz drainage ditch akeady established. The property mentioned above is presently under construction. It is the northwest lot at Distinctive Addresses. This lot is in an area of concentration of storm water runoff identified on the Drainage Plan for the Subdivision. In the building permit review, Greg Knudson made it clear that the site grading must conform to that of the grading on the drainage plan for the subdivision. To complicate matters, this home has a walk out basement. The walk out created the site grading to be in direct conflict with the approved drainage plan and as a result, the basement may be subject to flooding. The site grading has also blocked drainage from the east and from the south. John Eckert and Meredith are aware of this problem. John has addressed the problem directly to the contractor of the home and has informed them that no C.O. will be issued until this problem is resolved. Today I spoke with the builder who owns the property and he is extremely upset that this was not mentioned at the time the permit was issued. I told him that there was information from the Public Works Department in the building file directly relating to the drainage concerns. I also mentioned that specific building plans which we review are on an assumed elevation of 100.00 feet and do not directly relate to the site grading plan for the subdivision. I also spoke with the Architect for the home and he feels that the problems can be resolved. I informed him that we need an amendment of the final drainage plan and that it must be stamped by a Colo. The investigation was made to assist in determining design criteria for foundation systems, slabs-on-grade, drainage and other related geotechnical precautions which should be taken. Factual data gathered during the field and laboratory -investigation work is summarized on the attached figures. Our report was prepared from the data gathered during the field and laboratory investigations and our experience. FIELD AND LABORATORY INVESTIGATION: Subsurface conditions were investigated by drilling one test boring at the location indicated on Figure 1; soil samples were classified during the drilling operation based on cuttings delivered from the auger. 1. Generally, the subsoils consisted of eight feet of brown, soft, silty, clayey, fill (MMF) ; over brown to black-brown, moist to wet, sandy, silty, clay (CL) to the depth of drilling (221). The upper clays exhibit a low shrink-swell potential ' when wetted in swell-consolidation tests, due to high ambient moisture content. 2. Free groundwater was encountered in the boring during this investigation, at the fifteen foot level. A poorly defined natural drainage channel is located at the rear 1 edge of the property. CONCLUSIONS AND RECOMMENDATIONS: The existinq fill material, and the natural clay material below, are unsuitable for foundation construction. Use of drilled piers is not advisable, due to the lack of adequate bedrock. The site can be made useable by excavating and removing existing material, and replacing it with suitable compacted fill. The following procedures should be followed for over- excavation and replacement of unsuitable soils. 1. All existing material should be removed from the excavation to a depth of five feet below final foundation bearing depth. 2. The bottom of the lower portion of the excavation should be graded to a sump location within the basement or crawl space. 3. A minimum 24" thick layer of crushed rock (D50 = 611) should be placed in the excavation bottom. Gravel should be covered with Mirafi 140F filter fabric, or equivalent. 4. The excavation should be returned to required grade using non-expansive, well graded, soils placed in 12 inch thick lifts and compacted to a minimum of 95 percent of standard Proctor density (ASTM D-698). Moisture content should be within plus or minus two percent of optimum as defined by ASTM D-698. 5. A sump liner should be installed at the low point of the excavation base. The liner should extend to the base of 2 i ' the gravel layer. An automatic pump should be installed in the sump. 6. The foundation should be supported on continuous spread footings, using the following design criteria: 1. The spread footings should be designed based on an allowable bearing pressure of 1500 pounds per square foot. 2. Reinforce the footings with a minimum of two (2) No. 4 reinforcing bars, the full length of the footing. 3. Isolated spread footing pads should have a minimum width of 24 inches to prevent a shear puncture failure. 4. Foundation walls should be reinforced to span an unsupported length of 10 feet. 5. Spread footings placed on the exterior walls of the structure should be founded below frost penetration depth, which is normally accepted to be 36 inches in this area. Differential settlements of 1/2" to 3/4" could occur over time. This is within normally accepted tolerances for this type of foundation. FLOOR SLABS AND OTHER SLABS ON GRADE Some soils encountered in the vicinity of the site may be capable of expanding on increase of moisture content. This phenomenon can result in heaving and cracking of slabs-on-grade. If the owner realizes that some movement and cracking of slabs-on- grade is possible, and is willing to accept the risk of damage, 3 using the following construction details, as much as possible, should accommodate movement of the slabs without damage to the structure. We recommend that on this site the following precautions be taken in connection with slabs-on-grade: 1. Separate slabs from bearing members with expansion joints and reinforce slabs with a mesh continuous through interior slab joints. 2. Provide a two-inch minimum void space above or below interior, non-load bearing partitions. 3. Eliminate underslab plumbing where feasible. Where such plumbing is unavoidable, it should be pressure-tested during construction to minimize leaks which would result in wetting of the foundation soils. Backfill of utility trenches beneath ' slabs should be carefully compacted. ' 4. Separate slabs-on-grade by construction joints into panels ' with a maximum area of 200 square feet and provide a construction joint parallel to and approximately three feet away from the slab perimeter. Prior to construction of the floor slab or other exterior slabs-on-grade, or prior to placement of any additional fill in these areas, the ground surface should be stripped of all remaining vegetation and moderately organic topsoil. Following stripping, the exposed surface should be carefully examined to assure that no areas of unsuitable soil remain. Any such areas which cannot be satisfactorily densified in place should be immediately removed down to undisturbed, satisfactory soils. All new fill placed 4 should be nonexpansive and free of organic matter and debris; such fill should placed in lifts not to exceed nine inches in loose thickness, and where it is to remain in place beneath slabs should be compacted to a minimum of 95 percent of maximum density as determined by the Standard Moisture Density Relationship, ASTM D698-78. The backfill placed immediately adjacent to the foundation walls, if not compacted, can be expected to settle with resulting damage to sidewalks, driveway aprons, and other exterior slabs-on-grade. To avoid settlement and disfigurement of the slabs in the event that the backfill is not to be compacted, we recommend supporting the concrete slabs which must span the backfill by haunches structurally affixed to the foundation walls. The slab should be reinforced as necessary for the span involved. GROUND WATER TREATMENT: The ground water table could rise to a level which will adversely affect the construction of utilization of the proposed building. Building plans should include an analysis of potential increase in ground water levels which may affect the basement level of the house. In our opinion, perimeter drainage systems are necessary for the building, as habitable slabs are to be constructed below the outside finished grade. SURFACE DRAINAGE: A locally high ground water condition can develop immediately 5 adjacent to the building if surface drainage is not properly cared for. We recommend that the backfill adjacent to the foundation walls be mechanically compacted, and that the site grading plan include a grade of at least 10 percent perpendicular to the walls for the first 10 feet away from the walls to facilitate rapid runoff of surface water. Roof downspouts or other water collection systems should be discharged well away from the backfill so that surface water does , not have an opportunity to pond adjacent to the foundation walls I and cause seepage into the backfill. It is of the utmost importance that these drainage precautions be employed to help prevent an increase in the moisture content of the potentially expansive soils at this site and to help prevent uplift pressures from developing under the foundation elements and slabs. RETAINING WALLS: Walls which are to retain soils should be designed as retaining walls to resist the lateral earth pressures. We recommend that on this site the walls be designed using a lateral earth pressure equivalent to that developed by a fluid weighing 40 pounds per cubic foot plus any appropriate surcharge. Use of this lateral earth pressure assumes that the soils retained by the walls are well-drained and will not be allowed to become saturated at any time during the life of the walls. We recommend that the walls be laterally supported, particularly during backfilling, to minimize the opportunity for damage. 6 LIMITATIONS: The professional judgements expressed in this report meet the standard of care of our profession. The test boring drilled for ' this study was spaced to obtain a reasonably accurate picture of underground conditions for design purposes. Variation from these ' conditions frequently occur which are not indicated by the test borings. These variations are sometimes sufficient to necessitate ' modifications in the designs. If une3cpected conditions are observed during construction, or if the type, size of location of the structures should change, we should be notified to review our recommendations.
