Bulk Samples were analyzed by Polarized Light Microscopy (PLM) in general compliance with guidelines established by the US EPA (40 CFR Part 763, Subpa-rt F, Appendix A). The assessment was executed in accordance with the authorized scope of work. If the scope of' work is changed, the inspector must he informed and an addendum made to this report. Regulatory Review EPA and the Colorado Department of Public Health and Environment (CDPHE) regulate a!1 buildin`a materials that contain greater than I %) asbestos as detennined through PLM Analysis. OSHA regulates all huilding materials that contain smaller amounts of asbestos (even trace concentration as determined by PLM analysis). EPA and CDPHE Reaulation No. 8, Part B. requires that suspect ACM in buildings built prior to 1988 he assumed to he asbestos or an inspection be conducted prior to demolition or remodeling activities that could disturb ACM. However, with the North American Free Trade Agreement in el'fect and trade with countries such as Canada. Mexico. and China. it can never he determined that a material is not asbestos containing (even if it was produced after 1988) unless it is tested by a certified state inspector. The EPA and CDPHE require all friable and non -friable ACMs in the affected area(s) he removed prior to renovation activities that may disturb the ACM. and all friable ACM must be removed prior to demolition. Removal or management of regulated ACM is only required if' they may he damaged or disturbed during remodeling, demolition. or burning. in some circumstances. "point count" analysis is required for bulk samples previously analyzed by PLM. Point counting is a more detailed means of analysis that standard PLM. Federal and State agencies define ACM as materials containinggreater than I% asbestos. The NESHAP reLmlation requires that if standard PLM analysis determines that a sample contains less than 10% ashestos, the material must he considered asbestos containing or he point counted.
