Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding A% -inch exists. Asphalt shingles are required to
be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is
required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturera€T"s installation
instructions, whichever is more stringent. In order to pass a final inspection of
elastomeric or similar type roof coverings, a letter of inspection and approval from the
manuf acturer's technical representative stating that "the application of the roof at
(project address) has been applied in accordance with the installation instruction for

contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in

This email is a follow -up regarding the property at 2803 Quay Street. Typically the right -of -way width for a local street is
50 feet wide, and it should be assumed as such on Quay Street as well. Based on our best available records, the City
would have prescriptive rights in the absence of a dedication. The cul -de -sac bulb can be ignored because it is not built
as such and would not be required now that the street extends through to the south.
The attached map shows where this line is located (in pink) and where front setback should be measured from. This
interpretation is consistent with the conditions of the street, based on existing setbacks for other structures on the west
side of Quay Street which appear to be 25 to 30 feet (or more) from the pink line.
The attached map is scaled, but the line can be assumed to be 15 feet from the edge of the pavement, and the garage
should be setback 25 feet. Given the size of the lot and amount of open space, it is unlikely that staff could support a
variance from this setback.
