To Whom It May Concern: The contractor is going to remove a bearing wall in the house above to provide more space in the kitchen area. Since you require that I specify a beam for the roof, I am going to require a 4 ply 1.75 x 20 inch microllam beam to be placed under the roof with four ply 2x6 posts on each end setting on the bearing wall below. The span is about 15 feet and this will be more than adequate to handle the loads. After the ceiling has been removed and I can analyze the situation better I will probably use a much smaller beam. Colorado Department of Public Health and Environment (CDPHE)-licensed Asbestos Building Inspector Alex Duran (License #10862) conducted this inspection for Bryan Smalley property owner. This is an agreement between AIX Environmental, LLC and Brayan Smalley The purpose of the inspection was twofold: 1) determine locations and conditions of asbestos -containing products at the Site; and 2) assist in obtaining the necessary building permits with the State of Colorado in accordance with the CDPHE's Regulation #8. Mr. Duran performed the survey of the Site according to standard industrial practices, and following Colorado Regulation #8 and AHERA guidelines. A sampling walk- through was performed upon arrival at the site to provide a visual inspection and an overview of the site. The dimensions, condition and friability of the suspect material were noted. AIX ENVIRONMENTAL, LLC. All suspect ACBM materials at the site were viewed and suspect materials touched by the inspector to determine the location, condition, and friability of observed asbestos material. All bulk samples were submitted for PLM analysis. When suspect material was initially sighted, bulk samples were usually collected. By definition, a homogeneous area means an area of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture, and is installed within the same period. The PLM Report above indicates the results of PLM analysis for bulk samples collected. Any product containing more than 1 % fibrous asbestos, when analyzed by PLM, is considered a potential hazard by the Environmental Protection Agency (EPA). PLM is the EPA -recognized method for determining fibrous bulk asbestos content. Additionally, the EPA indicates that further analysis by point counting be performed to confirm asbestos content for friable materials found to contain less than ten percent asbestos by visual area estimation. Point counting analysis may be omitted if the material is assumed to contain more than one percent asbestos and is then handled accordingly. All samples collected by AIX Environmental, LLC were analyzed by "Aerobiology Laboratory' NVLAP- accredited laboratory in Golden, Colorado. Sample analysis reported, as "None Detected" should be interpreted as meaning no asbestos was observed in the suspect material above the reliable limit of detection, (1% by visual estimation) for the PLM method. ASSESSMENT METHODOLOGY AIX completed a walk-through assessment throughout the main levels bathroom, living room, dining room, kitchen and attic. AIX's inspector also evaluated the condition, accessibility, and friability of suspect ACM according to the following ratings: • Condition, as good (G), fair (F), damaged (D), or poor (P) • Friability as friable (F), Category I non -friable (CAT I), or Category II non -friable (CAT II), according to the USEPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) definitions in Section 4.0. Note: surface material - ACM sprayed or troweled on surfaces (wall, ceiling, and structural members) for acoustical, decorative, or fireproofing. This includes plasters and fire proofing insulation. However, it is possible that additional materials are present that were not visible or accessible during AIX's assessment. If suspect materials are encountered during future renovation or demolition activities, they should be assumed to contain asbestos until evaluated by a qualified asbestos inspector. "Suspect" material includes, but is not limited to, any material serving any other flooring, drywall, joint compound, and related materials; transite panels, siding and shingles; thermal insulation and any material associated with this resident home. REGULATIONS AND GUIDELINES EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) The U.S. Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations for asbestos (40 CFR 61, Subparts A and M) apply to certain demolition and renovation projects in facilities containing ACM and/or presumed ACM (PACM). The NESHAP rule usually requires that all friable ACM and some categories of non -friable ACM be removed before a building is demolished and may require localized removal before or as part of a renovation. For renovation projects where friable ACM will be disturbed, the NESHAP rule may require appropriate work practices or procedures for the control of emissions. The following EPA NESHAP definitions of ACM are very important in interpreting which NESHAP requirements may apply to your building: PO Box 147013, s Lakewood, CO 9 80214 0 (720) 585-5259 AIX. ENVIRONMENTAL, LLC. • Friable asbestos -containing material: any material containing more than 1 percent asbestos, determined using PLM analysis, that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. • Category I non -friable asbestos -containing material: asbestos -containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1 percent asbestos as determined using PLM. • Category II non -friable asbestos -containing material: any material excluding Category I non -friable ACM, containing more than 1 percent asbestos as determined using PLM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. • Regulated asbestos -containing material (RACM): (1) friable ACM, (2) Category I non -friable ACM that has become friable (3) Category I non -friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (4) Category II non -friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the materials in the course of demolition or renovation operations regulated by NESHAP. According to NESHAPs, RACM need not be removed before demolition if: • It is Category I non -friable ACM that is not in poor condition and is not friable. • It is on a facility component that is enclosed in concrete or other similarly hard material and is adequately wet whenever exposed during demolition • It was discovered after demolition began, and as a result, cannot be safely removed. If not removed, the material must be kept wet until disposal. • It is Category II non -friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition. NESHAP also requires that the EPA or the state (if the state has been delegated authority under NESHAP) be notified before a building containing RACM is demolished, or before certain renovations impacting RACM begin. OSHA Asbestos Standards The U.S. Occupational Safety and Health Administration (OSHA) regulates employee exposure to asbestos in general industry (29 CFR 1910.1001) and construction (29 CFR 1926.1101). The OSHA asbestos standards provide a permissible exposure limit (PEL) of 0.1 fibers (equal to or longer than 5 micrometers) per cubic centimeter of air PO Box 147013, e Lakewood, CO 9 80214 0 (720) 585-5259 AIX. ENVIRONMENTAL, LLC. (fibers/cc) determined as an 8 -hour, time -weighted average (TWA) and an excursion limit of 1 fiber/cc as a 30 -minute TWA. The asbestos construction standard applies to exposure of employees to asbestos during abatement and renovation/ demolition activities. The construction asbestos standard also applies to employees who may contact or disturb ACM during their work activities (e.g. maintenance and custodial workers). It is important to note that the OSHA regulations apply to materials that contain any detectable concentration of asbestos, whereas the NESHAP regulations only apply when the concentration is greater than 1%. The following are selected OSHA definitions regarding asbestos work: • Class I asbestos work: means activities involving the removal of TSI and surfacing ACM and PALM. • Class II asbestos work: means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos -containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics. • Class III asbestos work: means repair and maintenance operations, where "ACM", including TSI and surfacing ACM and PACM, is likely to be disturbed. • Class IV asbestos work: means maintenance and custodial activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class I, II, and III activities. • Intact: means that the ACM has not crumbled, been pulverized, or otherwise deteriorated so that asbestos is no longer likely to be bound with its matrix. OSHA requires that specific work practices and procedures be followed to control asbestos exposure of employees involved in abatement or renovation activities as well as the building occupants. In addition, the OSHA standard provides requirements for exposure monitoring, employee training, medical surveillance, respiratory protection, signage, and other protective measures. LOCAL AND STATE REGULATIONS The Colorado Department of Public Health and Environment (CDPHE) has promulgated regulations pertaining to asbestos activities in Colorado Regulation 8, Part B. Regulation 813 is based on the EPA NESHAP requirements, with additional state - specific provisions for asbestos inspections, abatement, and other activities. Regulation 813 also identifies training and certification requirements for professionals performing asbestos work in the State of Colorado. A summary of the requirements related to renovation and demolition of structures containing ACM is provided below: PO Box 147013, • Lakewood, CO •X30214 • (720) 585-5259 AIX ENVIRONMENTAL, LLC. Based on observations made at the Site, and results of the analysis of bulk samples collected during the inspection, AIX recommends the following: 1. Friable ACBM that is in good condition and is not disturbed does not require additional action. However, if the friable material becomes disturbed, or is in poor condition, then stabilization measures need to be taken. 2. If ACBM are to be removed or disturbed as part of this demolition activities the ACBM should be removed under abatement conditions before demolition begins. 3. The GAC shall follow the following CDPHE Regulation 8. Section III.V.2. Facility Component Removal: only those facility components in which the ACM is well adhered to the component may be taken out of the facility as units or in sections, and be exempt from the containment requirements in subsection III.N. (Containment Components), provided that the GAC: III.V.2.a. adequately wet the facility component pursuant to subparagraph III.O.1.a.(i). (Wetting); then wrap the facility component in six (6) mil polyethylene prior to removing the facility component; and III.V.2.b; ensure that the abatement project is cleared as required in subsection III.P. (Clearing Abatement Projects); and that the ACWM is disposed of as required in subsection III.R. (Waste Handling). NOTE: the use of a secondary containment to facilitate the required air clearance monitoring is recommended, but not required. 4. According to Colorado Regulation #8, CDPH&E must be notified for all demolitions of all facilities and all asbestos abatement projects that exceed the trigger levels, whatever is the lesser quantity. The notification requirements apply to both friable and non -friable asbestos materials. Notifications must be postmarked or delivered at least 10 working days before initiating abatement, activities and must be made using CDPH&E forms. Forms can be obtained by contacting the CDPH&E Asbestos Notification and Information Section at 303-692-3100 or online through the CDPH&E website at www.cdphe.state.co.us. 5. Collect additional bulk samples from previously concealed materials that may be revealed during demolition activity, or from materials outside the original inspection scope of work. "Suspect" material includes any material serving as a sprayed -on or troweled -on acoustic or fireproofing surface; floor and ceiling tiles; transite panels, siding or shingles; thermal insulation or any material associated with mechanical systems; or any binding agent such as tar sealant, mastic adhesive, roofing tar, caulking, etc. PO Box 147013, o Lakewood, CO 0 80214 • (7L0) 585-5259 AIX. ENVIRONMENTAL, LLC. 6. Colorado Regulation #8 requires bulk samples in public buildings be collected by a licensed Asbestos Inspector. 7. If any material cannot be positively identified as non -asbestos -containing by the analytical results of samples collected during this inspection, it should be treated as asbestos until a sample of the newly identified suspect material can be collected and analyzed by PLM. 8. The building owner should be aware that removing ACBM does not discharge ownership. During transport or after burial in an EPA -approved landfill, any contamination throughout the lifetime of the material remains the responsibility of the building owner. AIX Environmental, LLC has endeavored to inspect the existing conditions within the affected areas using CDPHE inspection protocols. Regardless of the thoroughness of an inspection, it is possible that some areas containing asbestos were overlooked or inaccessible. This report presents general descriptions of various construction materials and the general locations where these materials were encountered. If questions arise during the planning for renovation, demolition or other construction, AIX Environmental, LLC should be notified to permit us to review the situation and present recommendations.
