NOTE: CO Storage Tank Regulations 7 C.C.R. 1101 -14 §2 -2 -8 (e)(1) requires that all UST secondary containment systems (tanks, piping, sumps, spill buckets, etc.) be tightness tested using an approved method at the time of installation, and again within thirty days of one year thereafter. All testing must be documented on the OPS Secondary Containment/ Spill Container Testing form and submitted to OPS. This permit is automatically revoked six months after the date of issue unless the Division of Oil and Public Safety grants an extension in writing. Owner may appoint engineers and/or inspectors to determine that the work has been performed in strict accordance with the Plans and Spec'rfications. Any work or materials found to be not in compliance wfth the Plans and Spec'rfications shall be replaced at Contractor's expense. 2.9 It is intended that all materials and equipment necessary for regulation and code compliance and completion of the project shall be furnished by Contractor unless noted otherwise. All equipment, including personal tools of employees of the contractor, shail be inspected by the contractor and approved as safe for use. See Section 7 for equipment to be furnished by Owner. 2.10 All work shall be warranted against defects resutting from materials or workmanship furnished by Contractor for a period of one (1) year from the date of acceptance by Owner. SEC110N 3. REMOVAL & DISPOSf110N OF DOS"T1NG TANKS & PIPING 3.1 Contractors, sub-contractors, and their empioyees responsibie for tank removal shall be familiar with aii applicable safety rules and regulations, the use of equipment and procedures for testing and vapor-freeing tanks, and the handiing and disposal of the types of waste materiais likely to be encountered. 3.2 Contractor is hereby advised that workers may be exposed to petroleum hydrocarbon liquids, vapors, or wastes including benzene and tetraethyi lead. The Occupationai Safety and Health Administration (OSHA) imposes limits on 11 /95 occupationai exposure. 'See 29 C.F.R. 1910.7000, Table Z-2, and 1910.1028 (available from U. S. Government Printing Office and other sources)'. Proper precautions shall be taken to minimize exposure to these substances. The following heatth precautions are suggested: 3.2.1 Avoid skir contact and inhalation of vapors. 3.2.2 Keep petroleum liquids away from eyes, skin and mouth. 3.2.3 Use soap and water or waterless hand cleaner to remove any petroleum product that contacts skin. Dc not use gasoline or similar solvents to remove oil or grease from skin. 3.2.4 Properly wash petroleum-soaked clothing and avoid using soaked leather goods. Properiy dispose of rags. 3.2.5 Keep work areas clean and well-ventilated. 3.3 Contractor is hereby advised that flammable or combustible vapors are likely to be present in the work area. The concentration of vapors in the tank, excavation, or the work area may reach the flammable (explosive) range before venting is completed and a safe atmosphere is reached. Therefore, precautions must be taken to eliminate all potential sources of ignftion from the area and prevent the discharge of stat;c electricity during the venting of flammable vapors and to prevent the accumulation of vapors at ground level. A combustible gas indicator shall be used to check for hazardous vapor concentrations. Ail open flame and spark-producing equipment within the vapor hazard area should be shut down. Electrical equipment used in the hazard area must be explosion-proof in accordance with NFPA 7013, Class I, Division I, Group D. No smoking areas wfthin a minimum of 50 feet of the excavation or at the property line shall be designated and maintained by the Contractor. 3.4 Drain any product remaining in piping into existing tanks. CAUTION: Do not blow out lines with compressed air. 3.5 Remove liquids and residues from tank bottom wfth the use of an explosion-proof pump. Pump motors and suction hoses must be bonded to the tank or otherwise grounded to prevent electrostatic ignition hazard. it may be necessary to use a hand pump to remove the last few inches of liquid from the bottom of the tank. If a vacuum truck is used for removai of liquids or residues, the area of operation for the vacuum truck must be vapor-free. The truck should be located up-wind from the tank and outside the probable path of vapor travel. The vacuum truck exhaust gases should be discharged through a hose of adequate size and length, down-wind of the truck and tank area. Liquid and waste removed from tank bottoms shali be handled as a'Ylammable iiquid not otherwise spec'rfied" substance and transported to an approved, permitted recycling facility in compliance wfth applicable Federal or State regulations in accordance with the Resource Conservation and Recovery Act. A copy of ail man'rfests and receipt of materials from recyciing facility shali be furnished to Total Petroleum, Inc. 11/95 3 3.6 Excavate to the top of tanks, being careful to avoid existing product piping, conduit, underground utility lines; etc. Any materiai excavated from around tanks or product piping and determined to be conte: ninatad ith a petroleum product shail be handled as a"nonhazardous solid waste sr special waste" and transported tc, ar: approved licensed disposal facility. Verify wfth Owner's Representative 'rf any equipment is to be salvaged and handle as directed. 3.8 Purge flammable and combustible vapors from tank by adding solid carbon dioxide (dry ice) to the tank in the amount of at least 1.5 pounds per 100 galions of tank capacity. The dry ice shouid be crushed and distributed evenly over the greatest possible area in the tank to promote rapid evaporation. As the dry ice vaporizes, flammable vapors will fiow out of the tank and may surround the area. Therefore, plug ail tank openings except the vent after introducing the dry ice and continue to observe all safety precautions regarding flammable and/or combustible vapors. 3.9 After tank has been determined to be non-explosive by testing with a combustible gas indicator, remove vent piping and install plug with 1/8" vent hole. 3.10 Proceed to uncover tank and remove from excavation. 3.11 An independent environmental consuRant empioyed by Total Petroleum, Inc. shall be on the jobsite when the tanks are removed from the excavation and will perform sampling and testing of the excavation area. Contractor shall coordinate tank removai activfties with Owner's Representative to allow for scheduling of the environmental consuftant. Contractor shall cooperate with activities of the environmental consultant and shali perform miscelianeous excavation activfties as requested by the consuttant. 3.12 Affix tag or spray paint on tank the following notation: TANK HAS CONTAINED LEADED GASOLINE. NOT VAPOR-FREE. NOT SUITABLE FOR FOOD OR DRINIaNG WATER. 3.13 Remove all tanks and piping from jobsite same day as removed from excavation. 3.14 Tanks and piping shall be recycled as scrap. Ali tanks shall be rendered useless by puncturing, cutting or drilling numerous holes in each section of the tank after properly freed of vapors. Contractor shall furnish Totai Petroleum, inc. with a letter ident'rfying the disposition of tanks and lines and certitying that these items were rendered unfit for re-use in any manner, other than scrap. 11 /95 4 SECTtON 4. NEW STORAGE TANKS 4.1 PRESSURE TEST 4,1.1 Remove temporary plugs and thread protectors installed by the manufacturer. apply compatible non-hardening pipe sealant to internal bushing threads and install metai plugs in all openings. 4.1.2 Dielectric bushings in sti-P3 tanks shall not be removed from any of the openings. Piugs used to temporarily seal the tank for air testing shall not be over-tightened. Care shall be exercised to not cross-thread or damage the non-metallic bushings when instailing plugs or tank pipe fittings. 4.1.3 install 5 psig (maximum) air pressure to tanks. NOTE: Pressure assembly device shail include a pressure relief valve set at 6 psig. While under pressure, soap the entire tank area, including fittings. Notiiy Owner's Representative immediately of any defects found as a resuft of the pressure test. Observe proper safety precautions while tanks are under pressure testing. Relieve air pressure from tanks prior to setting in excavation. 4.1.4 Prior to placing tanks in excavation, touch up any damage observed to the tank coating with touch up coating provided. . 4.1.5 If doubie wall tanks are furnished, test in accordance with manufacturer's test procedures furnished with tanks. 4.2 EXCAVATION & BEDDING 4.2.1 Contractor shall perform all necessary excavation, inciuding any shoring as required, and/or removal of water. Tank hole shall be dug in accordance with all Federal, State and local codes, including OSHA 1926.650, 1926.651, and 1926.652 (available from U. S. Government Printing Office and other sources.) 4.2.2 Eccavation shall be straight, ciean, and free from all loose soil or other foreign matter before bedding material is placed in bottom of excavation. 4.2.3 Where rock or ground water is encountered in the excavation, Contractor shall advise Owner immediately for an agreement as to the handling of this work. Soft shale, etc., or small boulders (less than 1.5 cubic yards each) that can be removed or handled with a conventional backhoe shall be considered as part of the normai excavation and will not be considered as rock. 4.2.4 All material excavated.from the tank hole shall be removed from the site uniess otherwise designated. 4.2.5 Tank excavation shali extend a minimum of one foot (1') below bottom and two feet (2') beyond ends and sidewalls of tanks. 4.2.6 Bedding and backfili material shall be pea gravel or No. S crushed stone (No. 8 coarse aggregate ASTM-448). 11195 4.2.7 Installations subject to the following conditions may require the use of a fitter fabric liner in the tank excavation. Areas subject to frequently changing ground water levels. - Unstable soils (muck or landfills). - Water conditions wfth sitty soil. Contact Owner's Representative for determination when a liner is required and install in accordance wfth manufacturer's installation instructions. 4.2.8 When groundwater is present in tank excavation, tanks shall be anchored in accordance wfth detaiis shown on the drawings. 4.3 TANK INSTALLATION 4.3.1 Equipment used to lift tanks shall be of adequate size to lift and lower the tanks without dragging or dropping to ensure no damage to the tank or coating. 4.3.2 Tanks shall be carefully lifted and lowered by the use of cables or chains of adequate length attached to the lifting lugs provided. A spreader bar should be used where necessary. Under no circumstances shall chains or slings be used around the tank shell. 4.3.3 Set top of tanks level at elevation shown on Plans or as required to provide nominal 4' - 0" burial depth below finish paving surface. 4.3.4 Where ground water is encountered in tank excavation, tank shall be anchored in accordance wfth atternate detail shown. 4.3.5 Backfili material shail be same materiai as that used for bedding. Backfiil shall be placed along the bottom and sides of the tank by hand-shoveling and tamping. Caution shall be exercised to not damage coating on tanks wfth tamping device. 4.3.6 Contractor shall be responsible for protecting excavation from surface water runoff. Where permitted by local governing agencies, Owner will furnish product for use as ballast to aid in holding tanks in position. Contractor shall notify Owner's Representative at least 48 hours prior to required delivery of product to permit scheduling. Where local agencies will not permft the use of petroleum products as ballast, contractor may, at his expense, use clean, potable water as ballast to aid in holding tanks in posftion. All water shall be removed from tanks prior to filling wfth product. Water shali be pumped from tanks and disposed of in an approved manner. Under no circumstances shall water be pumped through the submerged pump or any portion of the product dispensing system. Owner assumes no responsibility relative to the hold-down capacity of petroleum product or water baliast. Any movement or floating of tanks resulting from accumulation of water will resutt in removal and re-installation of tanks at Contractor's expense. 11(95 4.3.7 Complete installation of tank piping, equipment, and electrical work as required. NOTE: Tank piping, equipment and electrical conduit shall not contact tank shelL 4.3.8 Install PP4 Corrosion Control Monitoring System per installation instructions furnished witi tank. 4.3.9 Complete backfill (same material as used for tank backfill) i~) bottom of driveway surface paving elevation and install 6" concrete driveway slab with #4 reinforcing at 12" each way over entire tank area. Tank slab shail extend a minimum of 3' beyond the edge of the tanks in each direction. Verity actual area of concrete to be installed with Owner's Representative. 4.3.10 Sawcut edge of existing asphaft or concrete paving to provide a smooth straight edge for patching. 4.3.11 Ail concrete shall be six sack ready-mbc concrete wfth a minimum twenty- eight (28) day strength of 3,500 psi and a maximum slump of 4". One half inch concrete engineered reinforcing fibers of 100% virgin polypropylene, collated, fibriilated fibers as manufactured by Fibermesh Company shall be added to the concrete at a ratio of 1 Ib. fibers per cubic yard of concrete. Concrete shall include 6% (plus or minus 1%) air-entrainment. . Tool ail exposed edges and finish concrete with steel trowel followed by very light hair broom. Score tank slab or sawcut as directed by Owner's Representative. 4.3.12 Complete tank installation checkiist furnished by Owner and return to Owner's Representative. SECTION 5. NEW PRODUCT PIPING 5.1 Product piping shall be 2" rigid fiberglass primarywith 3" rigid fibergiass secondary containment pipe. 5.2 Materials 5.2.1 Aii piping and fittings below grade shall be Dualoy 3000/L as manufactured by Ameron or Red Thread II as manufactured by Smith Fiberglass Products, Inc. All piping and fttings shall be UL-labeled. Do not mix piping and fittings between manufacturers. 5.2.2 Backfill material shaii be same as used in installation of storage tanks. (See 4.26). 5.3 Instailation 5.3.1 Installation shall be in strict accordance with manufacturer's printed installation instructions. 5.3.2 When ambient air temperature is less than 700 Fahrenheit, heat shall be applied to ali epoxy joints as recommended by pipe manufacturer. 11/95 7 5.3.3 Install piping in accordance with that shown on site plan drawing or as directed by Owner's Representative. 5.3.4 Minimum buriz; depth shali be i'- 6" below finisned paving surface. 5.3.5 Maintain 4" minimum clearance between all piping. 5.3.6 Piping shall be completely surrounded with a minimum of 6" of clea:i, compacted backfill materiai. 5.3.7 Product piping, vent piping, and vapor recovery piping shall be installed to drain toward tanks (or in-line sump 'rf required) at a minimum slope of 1/8" per foot. 5.3.8 Connection of piping to each submersibie pump and dispenser safety shut-off vaNe shail be made with the use of UL-listed flexible connectors. 5.3.9 After testing all piping in accordance with 5.4.1 through 5.4.3, complete backfill to sub-grade of finished paving surface with backfill material previously spec'rfied. 5.3.10 Sawcut edge of existing asphatt or concrete paving to provide a,smooth, straight edge for patching. 5.3.11 Patch surface with 6" minimum concrete or 6" minimum asphaR as required to match existing paving surface. 5.3.11.1 Concrete shall be as spec'rfied in 4.3.11. 5.3.11.2 AsphaR shail be hot-mixed asphaK paving wfth 1/2" minus aggregate gradation. 5.4 Testing 5.4.1 All product, secondary containment, vent, and vapor recovery piping shall be tested wfth a minimum of 50 psig air pressure for a minimum period of one (1) hour prior to backfiliing. While system is under pressure, soap all piping, joints, and fittings with a rich soap and water solution, inspecting for bubbles. 5.4.2 Test integrity of tank and dispenser sumps by completely fiiling wfth water and monitor for one hour wfth no loss of liquid volume. All water shail be removed upon compietion of test. 5.4.3 Repair any leaks observed and re-test prior to backfilling. 5.4.4 Pressure test shali be made in the presence of Owner's Representative and any local officials as required. 5.4.5 CAUTtON: Underground storage tanks must not be a part of the closed circuit for line testing. Under no circumstances shall, the tanks be subjected to more than 5 psig air pressure. 11/95 8 5.5 Start-up - 5.5.1 Upon completion of the project, purge ail lines of air by pumping a minimum of 15 galions of product through each dispenser or until air is no longer present in the system. 5.5.2 Install leak detector valve on each submersible pump. 5.5.3 Complete piping installation checklist furnished by Owner and return to Owner's Representative. SECTtON 6. ELECTRICAL 6.1 Furnish all permits, labor, materials and equipment as required to remove and replace existing electrical wiring and conduft to submersible pumps and install conduft from monftoring weiis and tank gauge risers to building. 6.2 Materials 6.2.1 All conduft shall be hot-dipped galvanized rigid steel with metal fittings as required. Where required by local code, conduit shall be wrapped or coated with an approved dielectric material. , 6.2.2 Where noted on Plans or as required by local code, fittings or devices shall be explosion-proof and/or liquid tight. 6.2.3 Aii conductors shall be copper THWN or THHN, 600 volt, gasoline and oil resistant, #12 AWG minimum or as spec'rfied by equipment manufacturer. 6.3 Installation 6.3.1 All work shall be installed in accordance with the latest edition of the National Electrical Code NFPA 70 and any local code requirements. 6.3.2 Do not instail conduft in same trench as product piping or any other utility. 6.3.3 install a separate electrical circuit to each submersible pump. 6.3.4 Instail separate empty condufts from building to one tank sump, between each tank sump, to monitoring wells and tank gauge risers as shown on plans for future use. Instail appropriate fitting on each end of the conduft and plug. Verify with Owner's Representative exact location where empty conduRs should be terminated inside building. 6.3.5 After installation of new wiring to submersible pumps, properly prepare seal-off fittings and install approved sealant compound. 11 /95 9 SECTION 7. E(iUIPMENT FURNISHED BY OWNER 7.1 Owner wiil furnish an appropriate number of each of the following items for installation by the Contractor. All openings shail be plugged or capped during non-working periods. 5. Backfiil materiai for piping shall extend a minimum of 6" below piping and to subgrade above piping. Backfill material shall be approved pea gravel or clean, compacted sand. 6. Prior to backfill, test all piping wfth minimum of 50 PSI air pressure or as required by code. System must hold for one (1) hour without loss of pressure. Test each joint for leaks wfth soap solution. Test integrity of dispenser sumps by completely filling with water and monitor for one hour with no loss of liquid volume. All water shall be removed upon compietion of test. Repair any leaks immediately. Contractor shaii conduct other tests for tightness and operations as required by Iocal authorfties. ELECTRICAL Install new conduit from each dispenser to buiiding as indicated. Conduit shall be rigid gaNanized steel. One 1/2" and one 1" conduits are required for each dispenser.
