Division.
6. The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any provision of any
applicable code or any ordina4cg or regulation of this jurisdiction. Approval of work is subject to field inspection.

The sign must meet a setback from the street right-of-way. SEP
If the sign is less than 7 feet in height, the sign must be setback 5 feet.
If the sign is between 7 feet and 15 feet the sign must be setback 104eet.
For most freestanding signs, the maximum height is 15 feet. For properties within'/4 mile of the
interstate, freestanding signs may be 50 feet tall. These signs must be setback at least 30 feet from
the street right-of-way.

South. Your submittal has been reviewed by the Planning Division, and has prompted the following comments.
Please note the Planning Division review is only one step in the process. Comments from the Building Division may

o The graphic detail shows what appears to be 3 signs layered on top of each other, please adjust.
o Also, please note that none of the sign options displayed (60', 80', 100') are compliant with the
City's 50' maximum height for a freestanding pole oriented towards the highway.
• Sign 2 — 4 -foot tall freestanding
o The application states this sign is to have a face change, but the existing and proposed signs appear
to be different. Is the blue base on the proposed sign an item that wraps around the existing black
base? Or is this sign being reconstructed?

o Appears to be compliant

This permit was issued based on the information provided in the permit application and accompanying plans and
specifications and is subject to the compliance with those documents, and all applicable statutes, ordinances,
regulations, policies and procedures.
This permit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must
be made in writing and received prior to the date of expiration. An extension of no more than 180 days made be granted
at the discretion of the Chief Building Official and may be subject to a fee equal to one- half of the original permit fee.
If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to
the standard requirements, fees and procedures for approval of any new permit. Re- issuance or extension of expired
permits is at the sole discretion of the Chief Building Official and is not guaranteed.
No work of any manner shall be performed that shall results in a change of the natural flow of water without prior
and specific approval.
The permit holder shall notify the Building and Inspection Services Division in accordance with established policy
of all required inspections and shall not proceed or conceal work without written approval of such work from the
Building and Inspection Services Division.
The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of

The following is a plan review amendment requirement for the Comfort Inn site.
After further review by this office it has been detemvned that the secondary fire department
access entrance to the property from Miller Street will need to remani as designed. This access
point shall be designed as an all-weather roadway, minnnum of twenty four (24) feet of
urtobstructed width capable of supporting the imposed loads of 52,000 lbs. for fire appazatus
which shall be installed prior to above grade construction. A swing style gate design will be
accepted to remain locked provided that an approved Knox padlock be installed, fire lane no
pazking signs be displayed on each sides of the gate, and that the designed roadway be maintained
clear of snow and any obstructions on a regular basis. This exception should provide a reduction
of congestion on Miller Street, reduce construction costs for the Comfort Inn, and will meet the
needs of the Arvada Fire District in the interest of fire and life safety.

1) The buIlding address numbers shall be posted on a temporary basis and shall be
permanently affixed to the building in a minimum of 4 inch numbers on a contrasting
background. UFC 97 901.4.4. Amended.
2) Water lines and fire hydrants shall be installed and operational, and capable of supplying
the required fire flow for the site prior to above grade construction. LTFC 97 9013,
903.2, Amended.
3) A fire hydrant shall be located within 150 feet of a Sre department connection serving a
sprinkler system. UFC 97 903.2 Amended.
4) A nvnimum of 3 feet cleaz space shall be maintained azound the circumference of fire
protection equipment. UFC 97 1001.7.1.
5) Trash enclosures including doors shall be of noncombustible construction. UFC 97
1103.2.2 Amended..
6) Exit signs shall be subject to field inspection, additional exit signs may be required. UFC
97 1212.2 Floor level eatit signs shall be provided in all corridors serving guest rooms
of hotels in Group R, Division 1 Occupancies. LTFC 97 1212.6.
7) Emergency lighting battery packs shall be placed on the normal branch circuit lighting
for the area served and shall be subject to field inspection. Additional unit may be
required. UFC 97 1211.1. NEC 96 Article 700.
8) Submit a minimum of (3) sets of sprinkler plans and hydraulic calculations for approval
prior to the installation of the sprinkler system. All work is to be performed by a State of
Colorado licensed sprinkler contractor. UFC 97 1001.3
9) Fire department hose connections serving a sprinkler system shall be located a minimum
of 36 inches and a maximum of 48 inches above finished grade. iJFC 97 1003.1.1
Amended.
10) The location of the fire department connection is to be approved by the Fire Mazshal.
UFC 97 1003.1.1
11) Sprinkler systems over 100 heads shall be supervised by an approved central, proprietary,
or remote station at a constantly attended station. UFC 97 10030301
12) Valve monitoring and water flow alarm and trouble signals shall be distinctly different
and shall be automatically transmitted to a central, remote or proprietary monitoring
station. iIFC 97 1003.3.1
13) A buflding containing a fire alarm system and having required duct detectors shall have
the duct detection tied into the fire alarm system on a sepazate zone. iJFC 97 10073.4.1
14) A satisfactory test of the entire system shall be made in the presence of the Fire Mazshal.
All system functions shall be tested. UFC 97 1007.3.4.2
15) Elevators shall be installed in accordance with Chapter 30 of the Building Code.
16) When the elevator vertical distance is 25 feet or more each associated elevator entrances
azea and associated machine room shall be provided with an approved, listed smoke
detector for elevator recall purposes only. The detector may serve to close the elevator
lobby door and additional doors at the Holloway opening allowed in section 3006 UBC
97 3003.2
17) Two-way communications shall be provided between the elevator caz and an emergency
service which operates 24 hours a day. UBC 97 3003.6
18) Except at the main entrance level, an approved pictorial sign of a standazdized design
shall be posted adjacent to each elevator call station which will indicate that "IN CASE
OF FIRE DO NOT USE ELEVATOR, USE EXIT STAIRWAYS." UBC 97 3003.6
19) Please label elevator control room for fire department emergency.
20) Provide elevator fire service override key and emergency doar key for the fire
department.
21) Fire extinguishers shall be a 4-A rated 10-1b ABC dry chemical type. The required
number of units and mounting information shall be provided prior to final inspection.

22) Carpeting shall be a nilnunum of Class II Critical Radiant Flux. Documentation shall be
provided prior to installation. UFC 97 Appendix IV-A
23) Submit a minimum of (3) three sets of plans for review and comment prior to the
installation of the fire alarm system. UFC 97 10013.
24) Fire appazatus access toads shall have an unobstructed vertical cleazance of not less than
13 feet 6 inches. UFC 97 902.2.2.1.
25) Any code requirements arising from construction.
26) Twenty-four hours notice required for all tests and inspections

Dear Jason:
Per our phone conversation regarding the proposed Comfort Inn to be
located at Miller St. south of the I-70 Frontaqe Road, I offer the
following information.
1. Water tap fees for 65 units served by a 3" tap would be
$115,700.00. This includes a 3" water tap fee of $69,700.00 plus
$36,000 for 9 assessable units. Motel tap fees are calculated on
the basis of 8 units per assessable unit (65 units - 8= 9
assessable units). All service lines and labor costs are at
owner's expense. Water tap fees will be increasing January, 2001.
2. Fire sprinkler lines are $170.00 for a tap of any size. A
monthly rate is billed for stand by service based upon the tap size
ranging $25.00 to $100.00 per month. All materials and labor for
this installation will be at owner's expense.
3. A public water main line and fire hydrant may need to be
looped through the project to meet Arvada Fire Protection District
requirements. All costs involved in these extensions will be at
owner's expense.
4. After receipt of your proposed plan, Valley Water District's
engineer will prepare a preliminary cost estimate for the main
extension and fire hydrant installations.
5. Attached is a copy of the Valley Water District Rules and
Regulations, water main extension application and cost estimate
form for your review and information.

established by the Uniform Building Code or other applicable City adopted Resolutions or Ordinances.

MINOR EXCAVATION AND FILL PERMITS
1. 1-50 Cubic Yards: No permit is required for dumping or excavation of earth aterials, which do
not exceed 50 cubic yards, provided, however, that any fill deposited is on natural terrain of Iess
than three (3) horizontal to one (1) vertical slope, or such fill is less than three (3) feet in depth and
is not intended to support permanent structures, and in addition, such fill or excavation does not
obstruct or otherwise adversely affect any drainageway. Should any of the above standards be
exceeded, or a drainage way be affected, a permit shall be required under the guidelines for No. 2.
2. 51-500 Cubic Yards: Dumping or excavation of earth materials not exceeding 500 cubic yards
may be allowed with a permit approved by the City Engineer. All applications are to be submitted
on the appropriate completed application form and shall be accompanied by the appropriate fee and
sketch plan indicating the following information before the permit will be issued.
A Location and dimensions of all property boundaries and structures on the site.
B Location and extent of areas to be filled and/or excavated.
C. Location of existing and proposed drainageways, irrigation ditches, etc., and indication of
how and where historic run-off will be maintained on and through the site. '
D. Cross section area to be filled and/or excavated indicating original slope, new slope and
depth of fill.
E. Statement which indicates the proposed use or purpose for said fill or excavation.
F. Relative elevation of adjacent properties.
G. Erosion control plan showing placement of control devices such as hay bales, etc..

and other penalties as prescribed by Wheat Ridge Code of Laws, Appendix A, Section 24.B. Any fill

I have discovered several areas of concern.
The biggest area of concern is the design of the parking lot and the placement of
the detentian area. The parking is placed too far away from the building and is
' separated by a,detention area. Distance and tree cover will allow the potential
' for criminal actiivity such as vehide break ins and personal crimes.
Crime Pre+rention Through Environmental Design concepts should be followed when
developingthis site. Dne of the biggest issues with the plan is it will not allow for
adequate natural surveillance. As people are moving throughout the area, they
should be able to observe what is going on around them, provided the area is open
; and well tighted. My concern is that the number of trees and the design of the
property will limit natural surveillance. Passers-by will not be able to see into the
property and users will not be able to see out of the property. This is a big
concern and will invite criminal activity onto the property.
Suggestions:
Move the detention area to the west end of the property. Move the parking spaces
closer to the building. This will allow for better natural surveillance.
As the trees grow, trim the branches up 6-8 feet from the ground to allow for
continued natural visual observation. All shrubs and bushes should not exceed 36
inches. This height reduces the risk of persons hiding behind them.
Design proper lighting for the property that discourages criminal activity.

I have reviewed the plans for the above listed site. Please consider the following
recommendations while developing this site:
LANDSCAPE:
1. All mature trees to be trimmed of branches up 6'-8' from the ground to allow for
natural visual observation from surrounding areas to the parking lots and building.
2. All shrubs and bushes mature height to not exceed 36". This height reduces the
risk of persons hiding. It also allows for natural visual observation onto the property
both for the parking lot and building.
3. Plants/landscape immediately next to the building should be low-growing ground
cover, not to exceed 18" mature height to allow for maximum natural visual
observation and eliminate concealment for potential offenders.
4. Ground cover should not include rock material. Rocks can be used to break
windows in the buildings and cars. Consider using natural products such as bark or
mulch.
BUILDINGS:
1. The building finish should be with an anti-graffiti paint or sealant.
FENCING:
1. Consider using wrought iron fence instead of cedar. By putting up a wrought iron
fencing around the property, you will minimize the chance of vandalism, graffiti and
dimbing. The initial investment in the fence will be higher, however the long term
pay of by not having to repair the fence will be greater.
SITE:
1. During construction, the property should be dearly posted with "No Trespassing"

signs. This may help deter trespasses, and allow the Police Department to cite
offenders with the crime along with any others offenses that may be committed by
trespassers.
LIGHTING:
1. Exterior lighting around the buildings and in parking lots should be a minimum of
1.5 candle minimum maintained. This will provide for brightly lit areas that
discourages criminal activity due to the illusion/perception of observation and
recognition.

This letter is in regard to the upcoming certificate of occupancy for the proposed Comfort Inn Motel at
10200 West I-70 Frontage Road South. Preliminary inspection of the site improvements has revealed
some discrepancies from the approved plans. Therefore, I wanted to contact you about those items
which will be an issue when the certificate of occupancy is sought.
1. Parking
Due to the positions of the light poles in the pazking lot, puking spaces have been lost. The City
of Wheat Ridge Code of Laws, Section 26-501 has a standard parking requirement for hotels and
motels of 1 space per guest room plus 1 space per employee on maximum shift. A total of 72 spaces
were to be provided and at least 2 have been lost. Please provide the number of employees on
maximum shift to assure parking requirements aze still being met.
2. Site Triangles
Sight triangles of 15 feet apply to the driveway entrance on the Frontage Road. Within this sight
triangle obstnxctions to view (required street trees and utility poles excepted) aze limited to a height of
36". There are brick columns const4ucted on either side of the driveway entrance. These columns
were not reflected on any approved site plan and are located within the sight distance triangles.
3. Signage
Due to its height of 50 feet, the freestanding pole sign is required to be positioned a minimum of
30 feet from the right-of-way. This setback is measured from the leading edge of the sign, not the pole.
It appears that the sign as currently installed does not meet this requirement. Please provide the
measurement figure for the current placement of that sign.
4. Trash Enclosure
Just a reminder that the doors on the trash enclosure need to be completed prior to issuance of a
certificate of occupancy.
5. Landscaping
Due the time of year and weather conditions, landscaping escrow will be accepted. Please
provide another full-size copy of the landscape plan.
