DL Engineering Inc. reviewed the progress of construction for the subject project on August 21, 2016.
The following is a summary of the observations made:
New Observations:
Reviewed the helical piers. There were 12 piers installed on the north wall spaced at
approximately 5' o.c., 1 installed on the west wall 3' from the north end, and 1 installed
on the east wall 3' from the north end.
o The pier spacing was observed and appears to be in conformance with the
construction documents.
o The piers were installed to refusal or to a depth no less than that specified in the
construction documents.
o Pre-existing piers/pier caps were discovered at new pier locations #2, #6-9, and
#14. The existing piers were not modified.
o The helical piers appear to be installed in conformance with the structural
mitigation plan.
The mono posts were observed. There were 5 steel posts installed along on the center
beam line of 6710 W 47th spaced at approximately 6'-6" o.c. The beam line was
installed approximately 3' east from the existing floor joists center bearing due to
mechanical system space requirements.
o The mono posts were attached to the beam above and bearing on the
foundation below.
o The steel mono posts appear to be installed per the structural plans.
Site grading around the perimeter of the house did not appear to be modified.
Vegetation around the perimeter of the house did not appear to be modified.
Volatile Soils:
The moisture around the foundation elements must be controlled for the useful life of the building.
Time has shown that Colorado soils can be unstable and structures can experience damaging
movements due to expanding and shrinking soils, primarily when moisture changes occur. Maintaining
consistent soil moisture contents around all foundation elements is crucial to minimizing foundation
movements. Even with properly engineered/constructed foundation systems these volatile soils can still
exert excessive pressures causing damage in the residence. If the Owner would like further insight
about the on-site soil conditions and preventative measures, a Geotechnical Engineer should be
consulted.

Structural / Civil Engineering
Geotechnical Consideration:
It is possible that the piers may consolidate the soil under the piers. Because of this, periodic surveys of
the supported structures should be conducted to assure project success. The Owner should be
responsible for annual surveys certifying project success. It is recommended that a baseline survey be
conducted immediately. The Owner should report all findings and reports to the Structural Engineer. If
vertical movement of the foundation walls is discovered, the piers should be re -pressurized. A
Geotechnical Engineer should be present for the re -pressurizing of the piers.

conditions requires that certain assumptions be made regarding existing conditions and because some
of these assumptions may not be verifiable without expending additional sums of money or destroying
otherwise adequate or serviceable portions of the building, the Client agrees that , except for negligence

Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding one half inch exists. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required. A ladder extending 3 feet above
the roof eave and secured in place is required to be provided for all roof inspections.
Roof ventilation is required to comply with applicable codes and/or manufacturer
installation instructions, whichever is more stringent. In order to pass a final inspection
of elastomeric or similar type roof coverings, a letter of inspection and approval from the
manufacturer technical representative stating that "the application of the roof at (project
address) has been applied in accordance with the installation instruction for (roof
material brand name) roof covering" is required to be on site at the time of final
inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

As requested, a site visit and observation was performed at the property located at the address
above on February 7, 2017 by Garrett Townsend. The purpose for the site visit and observation
was to review the duplex for movement of the foundation.
The subject property is a duplex with a crawlspace located in an established neighborhood. The
house is assumed to be built in 1961 (based on an online search of the Jefferson County
Assessors records).
The foundation is concrete and assumed to be on spread footings. The duplex is constructed of
wood with brick veneer. Each unit had the garage converted to living space. The observation
was visual and limited to the interior and exterior of the home. No observation was performed
on the roof structure. There were no structural plans onsite. For purposes of this report we
assume that the home faces north. The observation started on the east unit first. No access was
available to the inside of the east unit, only the west.
Observations
• Cracks through the footing in the crawlspace
• Previously epoxied cracks in the stem wall of the foundation some beginning to re -open
• Vertical cracks in stem walls
• Temporary shoring supporting east wall in east unit
• Efflorescence and signs of moisture intrusion
• Large vertical crack at corner of foundation
• Previously repaired cracks in brick veneer around entire house
• Cracks along front and back of house appear to have re -opened in brick veneer
• Brick veneer displaced at back of east unit
• Back exterior door of east unit not closing properly
• Horizontal cracks in brick veneer at front of east unit
• Large stepping cracks in north walls of each unit in brick veneer
• Windows separating from frames at north wall of each unit
• Previously repaired cracks at interior of west unit at doors re -opening
• Vertical and horizontal cracks in north wall at interior of west unit
• Interior door to bedroom not closing and trim separating from wall
• Evidence of excessive moisture in west crawlspace in soil
• Efflorescence on stem walls of west crawlspace
• Previously repaired cracks in west crawlspace stem walls
• Cracks through footing of west unit
• Temporary shoring supporting west wall in west unit

• Main support beam not supported at splice joint and 2x has shifted approximately 0.5"
Commentary
There has been movement around the entire structure at both units. It appears that the worst
portions, at the time of the observation, is taking place along the north side of the foundations.
There is a high likely hood that the foundation is unreinforced. Since there is no reinforcing,
once the cracks have formed from vertical movement, there is nothing to keep lateral pressure
from pushing the walls inward as well.
The following recommendations are to address the most severe movement and keep budgetary
concerns in mind. There are still other issues that may require remediation in the future if
movement continues. Underpinning of the entire structure is recommended.
It also appears that there is lateral movement of the stem walls that should be monitored. If
lateral movement continues, future wall anchors may be required.
Recommendations
The cracks and damaged observed were likely caused by both lateral and vertical movement of
the foundation. These movements are most likely caused by contraction and expansion of the
soil due to changing moisture content. The solution is to drain water away from the house and
prevent it from infiltrating the soil next to the foundation. The following is a list of
recommended repairs that should be made to stabilize the foundation:
• Install approximately helical piers (7) along the north wall of the east unit and (7) helical
piers along the north wall of the west unit for a total of (14) along the north walls to
help mitigate vertical movement of the foundation.
■ It should be noted that at the converted garage there may not be a true footing and
instead a thicken slab. If there is not a footing, steel angle will be required to span
between the piers.
• Remove old epoxy from foundation walls and epoxy inject or use hydraulic cement to
repair.
• Install supplemental beam line at west unit to help raise floor where interior door is not
properly closing.
• Monitor all walls for additional lateral movement. Future wall anchors may be required.
• Monitor all other walls that will not be underpinned initially for further vertical
movement. Future helical piers may be required.
• Patch and monitor interior and exterior cracks. This will help determine a baseline for
any new movement. If new movement is observed, future piers may be required.
• If new movement is observed, contact DL Engineering Inc, for further investigation.

General Information: Site Drainage
The moisture around foundation elements must be controlled for the useful life of the
building. Lack of proper drainage is often a contributing factor to foundation damage
observed. The site drainage around the structure must be maintained such that
precipitations will quickly drain away. The use of proper slope slabs -on -grade, moisture
barriers, swales, and surface/subsurface drainage systems are strongly recommended.
Extensions should be attached to properly functioning downspouts and roof drains such
that they discharge a minimum of 10 feet away from the structure.
General Information: Site Vegetation
The vegetation around the perimeter of the structure can eventually lead to foundation
movements. Vegetation can hold moisture in soil and create excessive pressure on the
foundation system. In order to reduce the risk, bushes, shrubs, and trees should be
carefully removed by an experienced professional. Care should be taken to not further
disturb or damage the existing foundation system.
Planters and other surface features which could retain water should be eliminated and
properly graded to reduce the possibility of moisture infiltrating around the foundation.

General Notes:
1. Construction documents are valid for a single use at the project location and shall not be reused, copied, or reproduced
without written approval of the registered design professional in reasonable charge.
2. The contractor is responsible for the methods, means and sequence of all structural erection except when specifically noted
otherwise in the construction documents. The contractor shall provide temporary shoring and bracing, providing adequate vertical
and lateral support during erection. Shoring and bracing shall remain in place until all permanent members are placed and all final
connections are completed.
3. The contractor agrees that, in accordance with generally accepted construction practices, the contractor will be required to
assume sole and complete responsibility for job site conditions during the course of construction of the project, including safety of
all persons and property. This requirement shall be made to apply continuously and not be limited to normal working hours. The
contractor further agrees to defend, indemnify and hold owner and engineer harmless from any and all liability, real or alleged, in
connection with the performance of work on this project, exempting liability arising from the sole negligence of engineer.
4. All existing sizes, dimensions and foundation damage shall be field verified by the contractor and owner prior to
construction. Discrepancies with the construction documents shall be reported to the structural engineer for additional
recommendations (if any).
5. Per the owner's request, the contractor shall stabilize the structure only. No attempt shall be made to lift or plumb the
foundation wall without approval for the owner and structural engineer.
Field Verification:
1. Contractor and Owner shall thoroughly inspect and survey existing structure to verify dimensions, elevations, framing, etc.
which affect the work shown on the drawings.
2. Report any variation or discrepancies to the structural engineer before work proceeding.
Foundation Design:
1. Soil conditions and types shall be verified by a Geotechnical Engineer during excavation.
2. Follow all recommendations of the Geotechnical Engineer for foundation elements.
3. All helical piles, push piers, helical anchor tiebacks, wall anchor tiebacks and connection hardware shall be designed and
installed by supplier, such that they provide the minimum allowable capacities as indicated on the drawings. All capacities shown
on the drawings are unfactored service loads and have not been reduced for live load reductions.
4. All steel for helical piles, push piers, helical anchors tiebacks, wall anchor tiebacks and
connection hardware shall be hot dip galvanized.
5. Design of individual and continuous footings is based on a maximum allowable bearing pressure of 2000 lbs. per square
foot (dead load plus full live load), placed on the natural undisturbed soil, or compacted structural fill below frost depth.

Cast -in -Place Concrete
1. All concrete design is based on the "Building Code requirements for Reinforced Concrete" (ACI 318-05/318R-05)
All structural concrete shall have a minimum 28 -day compressive strength as follows:
1.1 Footings:3,000psi
1.2 Slab on Grade: 3,500psi
1.3 Foundation walls: 3,000psi
2. Concrete shall be placed on proportioned utilizing Type 1 cement except, concrete exposed directly to soil shall use Type 2
cement. Concrete susceptible to freeze shall be formulated or maximum frost resistance in accordance with the ACI
manual of Concrete Practice.
3. Cold weather and or hot weather placing procedures shall be provided, if conditions warrant, as recommended in the ACI
manual of Concrete practice.
Reinforcing Steel:
1. All detailing, fabrication, and placement of reinforcing steel shall be in accordance with the ACI Manual of Concrete Practice.
2. Reinforcing bars shall conform to ASTM A615-79 and shall be grade 60.
3. Except as noted on the drawings, minimum concrete protection for reinforcing shall be in accordance with ACI
318-05/318R-05.
4. No. 5 or larger reinforcing bars shall not be re-bent.
5. Welding of rebar is not permitted unless procedure is approved by the Structural Engineer.
Structural Steel.-

heaving, unsightly cracks, doors/widows not functioning properly and possible foundation wall collapse. The extent and
aggressiveness of the foundation repairs should be carefully considered by the Owner and will depend on their tolerance for risk,
the possibility of future damage, and cost.
2. If the owner chooses to do so the foundation could be stabilized only at visibly damaged locations and areas where
movement is concentrated. Although this will address specific situations, it is possible that foundation movements will occur
elsewhere.
3. If the Owner chooses to do so, the entire foundation could be mitigated. A general system repair, although more costly,
would greatly reduce the risk of future foundation damage and movement. It is our understanding that the Owner would not
like to pursue this repair option.
