The roof structure has extensive damaged with multiple holes. The wood shingles are damaged and/or missing, which has the potential of being dislodged in a high wind event. The exterior brick and mortar walls are severely deteriorated and have the potential to fail. (9) Whenever, for any reason, the building or structure, or any portion thereof, is manifestly unsafe for the purpose for which it is being used. The structure is deteriorated where it has become an attractive nuisance, where any children playing nearby may be injured if something would to fall from the roof. (17) Whenever any building or structure is in such a condition as to constitute a public nuisance known to the common law or in equity jurisprudence. The structure is in disrepair and unsightly to the neighborhood and nearby residents. The following actions are hereby ordered: 1. Commence with the demolition of the structure by the authority granted under Colorado Department of Public Health permit (CHPDE) number 19JE2890D and City of Wheat Ridge building permit 201900952 within 30 days. Work shall be continuous until the work authorized by such permit are complete. Sec5-37(b) 2. Follow all the requirements as mandated by the CHPDE permit listed in item 1. 3. Immediately after completing step 1 and 2, call for an inspection by the City of Wheat Ridge Building Division to close out the permit. You are hereby ordered to initiate the above actions in the order and time periods provided in steps 1 through 3. You are further notified that if action to comply is not initiated by July 12, 2019, the Building Official may proceed to take action and/or cause the work to be done and charge the costs thereof against the property or its owner. Any person having any record or title or legal interest in the building may appeal from the notice and order or any action of the Building Official to the Board of Appeals, provided the appeal is made in writing as provided in the 1997 Uniform Code for the Abatement of Dangerous Buildings and filed with the Building Official within 10 (Ten) days from the date of service of such notice and order. REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75% of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75% of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. In order to pass a final inspection of elastomeric or similar type roof coverings, a letter of inspection and approval from the manufacturer technical representative stating that "the application of the roof at (project address) has been applied in accordance with the installation instruction for (roof material brand name) roof covering" is required to be on site at the time of final inspection.
