Discussion of Results Leakage rate The measured air flow at a test pressure of 50 Pa was 1591.47 CFM which equates to an equivalent leakage area of 230.5 sq in, based on adding up the leakage from all the holes and cracks in the exterior. This leakage also equates to a one inch gap, 17.22 feet long. Your home leaks as if there is one hole this size in the wall. Air leakage in your ducts to the outdoors was not measured in this test but can greatly increase the above loss rate and can also cause air quality problems. Repairing this type of duct leakage should be the first priority. Safety concerns Your home may already be suffering from air quality problems due to pollutant sources. A proper whole house diagnostic routine by a certified tester will go a long way to identifying solutions. Whenever changes are made to house and duct leakage, a thorough evaluation of the "house as a system" will optimize comfort, energy and air quality while ensuring a higher degree of safety and protecting the integrity of the structure of your home. Ventilation The air in your home will be replaced with outdoor air every 20.31 minutes on average. That is about 2.28 air changes each hour. This air change rate will provide annual per person ventilation of{EstimatedAnnualVentilationCFMPerPerson) CFM of fresh air each hour which is sufficient. The limited asbestos inspection was conducted by an Environmental Protection Agency (EPA) and CDPHE certified Building Inspector. The asbestos inspection and random bulk sampling are in compliance with 40 CFR, Part 763 and CDPHE Regulation Number 8, Part B, and according to the guidelines published as EPA Final Rule: Title Il of the Toxic Substances Control Act (TSCA), 15 USC, Sections 2641 through 2654. Scope of Report The scope of work and bulk -sampling was limited to specific areas and materials of the residence defined by the homeowner as listed below. The limited asbestos inspection does not fulfill the asbestos inspection requirements for all structures that are to be demolished. The remaining areas and materials within the residence, garage or any out -building on the property were not included in the scope of the inspection. Sampling All Bulk Samples were analyzed by a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory via Polarized Light Microscopy (PLM)in general compliance with guidelines established by the US EPA (40 CFR Part 763, Subpart F, Appendix A). Asbestos concentrations were visually estimated and/or point counted by the laboratory and reported in percent for each layer of the sample. The laboratory results are attached to and incorporated into this report. Zeal determined that it was necessary to collect 7 bulk samples from the various areas within the scope of work. Regulatory Review Zeal's Inspector used reasonable diligence and its professional judgment consistent with industry standards in -order to identify all suspect ACM. Bulk -asbestos samples were randomly collected from homogenous areas of suspect ACM by an Environmental Protection Agency (EPA) and CDPHE Certified Asbestos Building Inspector. Page 2 of 9 Homogenous areas are defined as any area with the same material, texture, and color. The asbestos content of the bulk -samples collected within a homogeneous area can be applied to the entire homogenous area if they conform to the above characteristics and the regulated minimum sample quantities of each type of material are collected and analyzed. Representative bulk samples were taken from similar materials but this does not guarantee that materials of similar appearance are of the same composition or the same date of application. Even similar materials are subject to uneven mixing and distribution and random sampling can miss ACM. EPA and the Colorado Department of Public Health and Environment (CDPHE) regulate all building materials that contain greater than 1% asbestos as determined through PLM Analysis. OSHA regulates all building materials that contain smaller amounts of asbestos (even trace concentration as determined by PLM analysis). The percentage of asbestos within each individual bulk -sample can vary depending on sample location, homogeneity of the material, and the type of application. Any sample reporting a "TRACE" amount of asbestos must be considered positive for asbestos greater than 1% unless it is re -analyzed utilizing the point -count method and verified to be equal to or less than 1%. Point counting is a more detailed means of analysis than standard PLM Federal and State agencies define ACM as materials containing greater than 1% asbestos. The NESHAP regulation requires that if standard FLM analysis determines that a sample contains less than 10% asbestos, the material must be considered asbestos containing or be point counted. OSHA regulations regarding occupational exposure during demolition activities are still mandatory. OSHA 29 CFR 1926.1101 requires that workers performing construction - related activities be protected from asbestos fibers in excess of the permissible exposure limit of 0.1 f/cc of air. Contractors must comply with applicable provisions of OSHA 29 CFR 1926.1101 during demolition and renovation activities. These OSHA provisions include, but are not limited to, PPE and respirators, personnel training, personal -exposure air monitoring, employee medical surveillance, wet removal methods, signage for regulated areas, etc. If ACM is to be removed or disturbed in a single-family residence, and the total quantity exceeds any of the regulatory trigger levels of 50 linear ft. on pipes, 32 ft2 on other surfaces, or the volume equivalent of a SS -gallon drum, a CDPHE-certified General Abatement Contractor (GAC) is required to perform the work. The regulatory trigger levels within a commercial building are 260 linear ft. on pipes, 160 ft2 on other surfaces, or the volume equivalent of a SS -gallon drum. EPA and CDPHE Regulation No. 8, Part B, requires that all suspect ACM in buildings regardless of the year of construction, be assumed to be asbestos -containing or an inspection be conducted prior to demolition or remodeling activities that could disturb ACM. All friable asbestos -containing materials must be removed prior to renovation or demolition activities that may disturb the ACM or render it friable. Removal or management of regulated AGM is only required if they may be damaged or disturbed during remodeling, demolition, or burning. Page 3 of 9 A material can either be friable or non -friable. A friable material is one that, when dry, can be pulverized, or reduced to powder by hand pressure, a non -friable material cannot. A non - friable material may become friable if its condition had deteriorated or has been impacted by forces that have rendered it friable. Sampled materials are divided into one of the following three categories: 1) Surfacing Material: sprayed or troweled onto structural building members 2) Thermal System Insulation (TSI): any type of pipe, boiler, tank, or duct insulation 3) Miscellaneous Material: all other materials not classified in the above two categories Sampled materials are placed into one of the three following categories of conditions: 1) Good: none to very little visible damage or deterioration 2) Damaged: the surface is crumbling, blistered, water -stained, gouged, marred or otherwise abraded over less than one-tenth of the surface if the damage is evenly distributed, or one-quarter if the damage is localized 3) Significantly Damaged: the surface is crumbling, blistered, water -stained, gouged, marred or otherwise abraded over greater than one-tenth of the surface if the damage is evenly distributed, or one-quarter if the damage is localized The quantities listed in this report are approximate and on-site verification of the exact quantity of each material is required. The following outlines the minimum sample quantities required per homogeneous area: 1) Surfacing Materials up to 1,000 ft2 of material requires a minimum of three (3) samples; between 1,000 ft2 and 5,000 ft2 of material requires a minimum of five (5) samples; over 5,000 ft2 of material requires a minimum of seven (7) samples; two (2) samples of each patch 2) Thermal System Insulation (TSI): each homogeneous area requires a minimum of three (3) samples; at least two (2) samples must be collected from each patch; and collect enough samples sufficient to adequately assess the material and determine the asbestos content for TSI fittings such as pipe elbows or T's. 3) Miscellaneous Materials collect enough samples (minimum of two (2) per new State regulations) sufficient to determine the asbestos content OSHA Regulation Overview Class I Asbestos Work - means activities involving the removal of TSI and/or surfacing ACM and PALM Class 11 Asbestos Work - means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the Page 4 of 9 removal of asbestos -containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics. Class III Asbestos Work - means repair and maintenance operations, where "ACM", including TSI and surfacing ACM and PACM, may be disturbed. Class IV Asbestos Work - means maintenance and custodial construction activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class 1, Il and III activities. NESHAP - EPA Current asbestos regulations contained within the EPA's National Emission Standards for Hazardous Air Pollutants (NESHAPS 40 CFR, Subpart M, November 20, 1990 revision) define a regulated asbestos -containing material (RACM) as: 1) Friable asbestos material 2) Category I non -friable ACBM that may become friable 3) Category I non -friable ACBM that will be or has been subject to sanding, grinding, cutting, or abrading, or 4) Category II non -friable ACBM that has a high probability of becoming or has been crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated under the subpart Definitions • (ACM) - Asbestos Containing Material - means any material containing more than one (1) percent asbestos • (PACM) - Presumed Asbestos Containing Material - means thermal system insulation and surfacing material found in buildings constructed no later than 1984. (Zeal) was hired by the client to perform a limited lead-based paint (LBP) inspection and XRF testing to determine the presence or absence of lead-based paint on painted building components throughout the above -referenced subject property, that may be impacted during upcoming demolition/renovation. The inspection was limited to those areas that were visually and physically accessible. The limited LBP inspection does not constitute a full -building lead-based paint inspection. The inspection was not a risk or hazard assessment of the subject property. Regulated lead- based paint or stain has concentrations of lead greater than 1.0 mg/cm2, which is also Colorado's action level. Lead -Based paint can be found in any clear (lacquer or polyurethane) or solid pigment paint, typically found as a protective coating due to its durability when containing lead. Certification Blake Bradley and is a Colorado State Certified LBP Inspector; having EPA Accreditation #17225 and Lead Firm #25918. Ms. Bradley is certified to operate the RMD LPA -1 XRF Lead Paint Spectrum Analyzer by the manufacturer. Scope The scope of this report included a visual inspection of all rooms and/or areas throughout the subject property that will be impacted, for Iead-based paint. This does not include any materials that were covered or hidden by walls, structures, carpeting, wood flooring, multiple layers, wallpaper, texturing, etc. However, the Inspector made every reasonable effort to access and identify all suspect lead-based paint. Zeal Environmental Consulting, Inc. used reasonable diligence and its professional judgment consistent with industry standards in -order to identify all suspect lead-based paint. Performance of this lead-based paint inspection and XRF testing is intended to reduce, but not eliminate, uncertainty regarding the presence of lead-based paint in -connection with the above -referenced property. Zeal cannot be held accountable for restrictions placed on us by the client, conditions or information that remained unknown, or areas that were inaccessible at the time of the inspection. Page 2 of 6 Lead TeWng This inspection was performed in accordance with the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Housing and Urban Development (HUD) guidelines for lead -hazard inspections, as well as the State of Colorado Air Quality Control Commission Regulation No. 19 for the Control of Lead Hazards. The EPA's 40 CFR Part 745 Final Rule (January 5, 2001) set standards for the identification of dangerous levels of lead. The standards identify when lead-based paint, lead -contaminated dust, and lead -contaminated soil are hazards. It also establishes residential dust clean-up levels (post -abatement clearance levels) and set dust and soil sampling requirements. The lead-based paint readings were collected by XRF analyzation for the purpose of determining lead concentrations as mg/cm2. XRF Readings were obtained using a RMD Model LPA -1 X-ray Florescence (XRF) Lead Paint Spectrum Analyzer, Serial #4152, which is approved by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Housing and Urban Development (HUD) to determine the concentration of lead in paint. The RMD LPA -1 XRF Lead Paint Spectrum Analyzer was calibrated according to the manufacturer's Performance Characteristic Sheet (PCS). The XRF was calibrated using the calibration standard block of known 1.0 mg/cm2 lead content as well as a standard block of known 0.0 mg/cm2 lead content. All residential or multi -family dwellings, built in 1978 or prior, school and/or child - occupied facility, each interior and/or exterior component with a distinct painting history, that is going to be disturbed during renovation or remediation activities shall be tested for lead based paint, or has been given documentation by a certified architect or Colorado State Lead Inspector, stating the building materials do not contain lead-based paint.
