Freestanding Sign Calculation Sheet
You must complete this sheet and include it in the submittal package for
any new freestanding signs. You will also need to create a site plan
and a detail sheet of the signage.

You are allowed 1 freestanding sign for every street right-of-way adjacent to your
property. The allowable sign size is related to building size.
Step 1: Determine the square footage of the building:
Building size (in square feet): 13.Son (This will be inserted in the formula below)
Step 2: Complete the appropriate allowable signage formula:
If the building is 0 -1,500 square feet in size, you are allowed a 35 square foot sign.
If the building is 1,501 - 5,000 square feet in size, complete the following:

The "allowed sign size" may be placed on each side of the freestanding sign.
E]Check here if the sign is existing and you are replacing a cabinet or face with the same size
cabinet or face.

The sign must meet a setback from the street right-of-way.
If the sign is less than 7 feet in height, the sign must be setback 5 feet.
If the sign is between 7 feet and 15 feet the sign must be setback 10 feet.
For most freestanding signs, the maximum height is 15 feet. For properties within % mile of the
interstate, freestanding signs may be 50 feet tall. These signs must be setback at least 30 feet from
the street right-of-way.
Step 3: Determine the height of the new sign:
The new proposed freestanding sign will be ~j feet tall.
Step 4: Determine the setback from the street right-of-way:
The new proposed sign will be setback 12 feet from the street right-of-way.
All freestanding signs must adhere to the sight distance triangle requirements as listed in Section
26-603 of the Code of Laws.
You must include a site plan which details the location of the freestanding sign, building and drive
areas. Show all new and existing signage (include the square footage and height of all existing
signs). Please include a detail of the proposed sign, including the overall square footage and height,
as well as any electrical and structural details which may be pertinent.

Dear Mr. Jennings,
This letter is to inform you that the final drainage report, and
the grading/erosion control plan for the above referenced project
have been reviewed and approved for construction. Please be
aware of the following items regarding the construction of the
project:,
1. The proposed drainage facilities shall be constructed and
approved by the City of Wheat Ridge prior to issuance of the
Certificate of Occupancy.
2. Erosion control for the project shall be placed in conformance
with the approved drainage/erosion control plan and shall be
maintained as needed during the course of construction.
3. All drainage improvements shall be constructed in conformance
with the approved drainage report and plan.
4. Upon completion of the drainage improvements the engineer,Mr.
Ed Jennings, P.E. & P.L.S. shall provide to the City of Wheat
Ridge a letter of certification stating that the various
improvements, as defined in the drainage report and plari, have
been accurately surveyed to confirm that their construction is
in accordance with these documents. The certification letter
shall be written and stamped by the engineer who prepared the
drainage report, and shall be submitted for review and
approval by the City prior to issuance of the Certificate of
Occupancy.

5. It will be the responsibility of the contractor for the
project to repair any damage to the existing public
improvements on West 43rd Avenue as a result of related
construction traffic in the area. Also, the contractor will
be responsible for maintaining West 43rd Avenue on a regular
basis such that it is free of construction debris and
tracking from construction traffic accessing the site.
6. If applicable, it will be the responsibility of the
developer/owner, to provide the necessary testing for subgrade
compaction, and other related material tests for those
improvements to be constructed within public right-of-way.

7. Prior to any construction of the public improvements, the
necessary right-of-way construction permit(s; and respective
licensing will need to be submitted for processing by the

FOR
CONSTRUCTION OF PUBLIC IMPROVEMENTS
DESCRIPTION
Materials sampling and testing for public improvements shall be performed by an independent
materials testing company at the expense of the developer, and/or utility district. Unless
otherwise designated, all referenced specifications, standards or policies shall be the latest edition
as revised or updated by approved supplements published and issued prior to the date of the
building permit.
REQUIREMENTS
All materials sampling and testing shall be performed by certified, experienced and qualified
materials testing technicians who work under the supervision of a registered proFessional
engineer in the State of Colorado. All materials sampling and testing equipment shall be
serviceable and calibrated.
Soil classifications and moisture-density curves shall be provided to the Department of Public
Works inspector prior to in-place density testing. Materials testing technicians shall fumish
copies of failed test results to the inspector promptly as the results become available. On a
weekly basis when testing is being performed, the developer shall fumish the inspector with
copies of all test results taken during the prior week and a cover letter, signed by the supervising
registered professional engineer, which summarizes the results and discusses any failed tests or
inconsistencies.
The City materials testing requirements are provided in Table 720-1. All testing procedures,
point of verification and central lab requirements shall be as specified in the Frequency Guide
Schedule of the Colorado Department of Transportation Field Materials Manual. One test is
required for any fraction of the specified freqnency. The reference to Section 203.07 in the table
is from the Colorado Department of Transportation Standard Specifications for Road and Bridge
Conshuction.

TERMS AND CONDITIONS
As applicant for a building permit in the City of Wheat Ridge, I do hereby agree to the terms and conditions
set forth below for the issuance of a Certificate of Occupancy in connection with this building permit. The
issuance of a Certificate of Occupancy requires:
1. The completion and approval of final inspections and any necessary corrections of electrical,
plumbing, mechanical and framiug systems. Inspections are performed by the Building Division.
2. The completion of site drainage/grading requirements per the approved site grading plan
and/or final drainage report and plan, if such report and plan is applicable. For all residential and
nonresidential projects with an approved final drainage report and plan, a letter of certification is
required from the projects civil engineer of record. Inspection are performed by the Public
Works Department.
3. The completion and acceptance by the City of Wheat Ridge of all required public
ixnprovements, or a Development Covenant may be processed in lieu of construction said
unprovements. The Public Works Department performs these inspections or provides the
Development Covenant.
4. The completion -of all required landscaping and related site improvements. Inspections
are performed by the Plannnig and Zoning Division.
All the above items must be completed and signed ofF by Planning and Zoning, Building and Public
Works before a Certificate of Occupancy is issued. Final Inspection by the Building Division does not
consritute authorization of a Certificate of Occupancy nor pemussion for occupancy. Occupancy of the
structure is not permitted until the Certificate of Occupancy is issued. (Uniform BuiFding Code,
Section 109)
The City is not responsible for any real estate closings or other agreements conceming the property which
may be affected by failure to compete the above items and obtain a Certificate of Occupancy.

I have reviewed the Building Permit application for this address and cannot provide the Planning
Department sign off until the following issues are resolved:
IDtis unclear what uses the area behind the screened fencing is intended for. Please
provide a detailed description on the plans for all uses in this area. Note that per the PID,
the only uses not requiring hard surface are landscaping and storage.
2. All trees and shrubs must be serviced by fully automatic imgation system.
3. The landscaping is short 9 trees (2 trees per 1,000 s.f. of landscape area =
12,635/1,000 = 1,2635 X 2= 25.27 rounded up to 26 trees).
4. The minimuxn number of shrubs is 63. 62 shrubs are depicted on the plan.
5. The gate areas must be of sight obscuring fencing material (solid screening).
~he fencing and landscaping along Highway 58 are currenfly the responsibility of the
property owner's association. The applicant must provide a signed agreement with the
properiy owner's association detailing how the fencing and landscaping along Highway

This report presents the results of data obtained during the subsoil investigation of LOT
15, WHEAT RIDGE INDUSTRIAL PARK, JEFFERSON COUNTY, COLORADO. Tlris
investigation was made to determine the type of foundation required, allowable bearing capacity,
ground water conditions and any problems that may be encountered during and afte; constcuction.
At the present time this site is vacant. It is our understanding that a 60' x 225' steel
building with 3- 4' frost wail is planned for this site.
Based on our evaluation of the subsoils, we believe the proposed steel building shouid be
founded with drilled piers and grade beams. The piers aze to be 12" in diameter drilled a minimum
of 6' into firm bedrock and at Ieast 20' deep. The recommended maximum end bearing pressure is
15,000 pounds per square foot dead load plus one-half live load, the side shear resistance is 1,500
pounds per squaze foot dead load plus one-half live load, for the portion of the pier in bedrock. A
minimum dead load of 15,000 pounds per squaze foot is recommended based on pier end azea or
as lugh as possible. The recommended diameter mnst be maintained at the top of each pier hole
(no mushrooming). The drilled pier holes shall be cleaned of all loose material and filled
immediately with low slump concrete to prevent slough of loose soil or infiltration of water. Due
to the ground water encountered, casing may be required during the drilling of the piers.
The concrete piers shall be reinforced the fulllength with three (3) number &ve (#5) grade 60
rebaz. A void form of four inches (4") shall be placed under the grade beam between the drilled
piers. A representative of tlris office must conduct an inspection during the drilling of the piers.
An alternate and satisfactory type of foundation system will be continuous concrete
footings designed for a maaimum soil bearing pressure of 1,500 pounds per square foot, if
the entire foundation system bears on controlled non-eapansive fill materiai. We
recommend that the site be overexcavated 5' below the bottom of the footings and be replaced
with a suitable non-expansive fill material approved by GEO-telrnica Engineering Inc. The
overexcavation should extend 2' out in all directions from the footprint of the foundation. If the
builder or owner cannat tolerate slab-on-grade movement, we recommend overeacavating
4' 6eneath the slab-on-gradc, replacing with an approved uon-eapansive fill material. The
back&ll soils should be compacted in lifts not to exceed 8 inches after compaction, while
maintaining a minimum of 95% of its maximum standazd Proctor dry density (ASTM D-698):
The soils should be placed at a moisture content to f20/o of optimum. To ensure the quality of the
compacted soil, a soil density test is required before footings aze formed. These footings shall be
designed for a maximum soil bearing pressure of 1,500 pounds per square foot, dead load plus
one-half live load. All continuous footirigs supporting perimeter concrete foundation walls should
be at least 16 inches wide. All loose and disturbed soil shall be removed before pouring the
concrete for the footings. The bottom of the footings shall be a minimum of three feet (3') below
&nal grade for frost protection.
Four (4) earploratory test holes were drilled on April 11, 1999 at the site shown on the
Location Map, Figure 1. These test holes were drilled with a four-inch (4") diameter auger.

At specific intervats, the drilling tools were removed from the test holes and soil samples
were obtained with a two-inch (2") diameter spoon sampling tube. The depths at wlrich soil
samples were taken and a description of the soil encountered aze shown on the Logs of Test
Holes, Figure 2, and the Summary of Laboratory Testing, Table 1.
All soil samples were carefiilly inspected in the fieid during the drilling operation These
samples were classified in the laboratory through visual inspection and testing to determine the
pertinent properties. The natural moisture content was obtained from relatively undisturbed drive
samples of typical soils. Swell-consolidation tests were performed on typicat soil samples, see
Figure 3. These tests indicate the behavior of the soil upon various loadings in a wetted
condition. Ground water was encountered at a depth of 7' in Foundatiou Soil Test Boring
#3 and at a depth of 8' in Foundation Soil Test Boring #4 during the drilling operation.
The naturai soils appear suitable for the support of exterior concrete slabs, garage slabs,
and basement slabs. If the owner and builder choose the option of a basement slab the following
recommendations will help to reduce slab cracking. Utilize #4 grade 60 rebar at 24" on-center
each way in the top one inch of the slab. It is very important for the moisture to stay constant
during the construction process. When sandy soils have an increase in moisture content, they may
consolidate and settle, potentially lowering and cracking the coacrete slab. When clayey soils aze
exposed to an increase in moisture content, they can increase in volume resulting in movemeat
and possible craclang of the concrete slab. Experience with similar soil conditions has shown that
the following details help prevent daIIlage to a concrete slab:
1. The slab must be placed direct(y on undisturbed natural soils, or on well-compacted fill.
This fll should be compacted in lifts not to exceed 8 inches after compaction, while
maintaining a minimum of 95% of its masimum Proctor dry density (ASTM D-698). The
soils should be placed at a moisture content to t2% of optimum. To ensure the quality of
the compacted soil, frequent soil density tests may be required as deemed necessary by t6is
office. The overescavated site and fiil material shall be inspected by a representative of this
office prior to placement of the fill. A density test is necessary. The first test shail be
conducted when 8 inches of fill has been placed. These precautions will minimize cracks in
the siab-on-grade. Do not place a gravel layer beneath the concrete slab.
2. The floating slab must be separated from the foundation or utility lines to atlow for
independent movement of the slab. A positive control joint must be provided at the junction
between the slab and foundation walls.
3. Control joints must be provided in the slab to confine cracks to the joints and not in the
visible azea of the slab. Control joints must be one-third the thickness of the slab. The maximum
slab azea shall be 175 squaze feet. A maximum dimension of 16'0" in any direction is permitted.
4. A minimum void of one and one-half inches (1'/z") shall be provided at the bottom of
all non-bearing partitions. Drywall or paneling shall not be placed within two inches (2") of the
top surface of the slab, allowing space for upward movement of the slab.
5. If a hot water heating system is used, the piping should not be placed beneath the
concrete floor slab. If a forced air fiunace is used, a two-inch (2") flexible connection should be
installed between the furnace and the duct.
6. The soils that will support the concrete slabs should be kept moist, but not wet, during
construction.
7. If the builder or future owner provides decorative gravel or bazk azound the steel
building, see Foundation Grading Detail 2, for an acceptable method of installation. Tlris

method will prevent ponding of water near the foundation and provide for proper drainage away
from the steel building.
The back'ill soil azound the steei building should be kept moist and well-compacted to
prevent future settling. Controlled puddling of the bacldill soils is not allowed. For proper
drainage, a slope of 10% (6" in 5'-0") away from the foundation in all directions is required. Tlris
slope must be maintained for a m;r,;mum distance of 5'-0". The future owners aze advised to
immediately fill in any settled azea neaz the steel building to eliminate containment of water.
Down spouts must discharge onto four-£oot long concrete splash blocks or into metal gutter
extensions to direct water away from the steei building.
The future owners should be cautioned regazding the installation of a lawn adjacem to the
foundation walls. Lawn irrigation must be more than five feet (5') from the foundation walls to
prevent wetting of the subsurface soils. Lawn and/or plants witlun five feet (5') of the foundation
walls should be hand watered and tlris watering kept to a minimum.
In any soil investigation it is necessary to assume that the subsurface soil conditions
do not vary greatly from the conditions encountered in our field and laboratory testing.
Our eaperience has been that at times soil conditions do change and variations do occur
and may become apparent at the time of excavation for the foundation system. If soil
coaditions are encountered which appear different from the test borings as presented in
this report, it is requested that an engineer from this office be called to inspect the open
eacavation. This inspection service is not a part of this report.
The parties specifically agree that GEO-teknica Engineering Inc. has not been
retained nor will they render an opinion conceming any environmental issues, hazardous
waste or any other known or unknown conditions that may be present on t6is site.

of Final Drainage Report, and Grading/Erosion Control Plan
Dear Mr. Jennings,
This letter is to inform you that the final drainage report, and
the grading/erosion control plan for the above referenced project
have been reviewed and approved for construction. Please be
aware of the following items regarding the construction of the
project:
l. The proposed drainage facilities shall be constructed and
approved by the City of Wheat Ridge prior to issuance of the
Certificate of Occupancy.
2. Erosion control for the project shall be placed in conformance
with the approved drainage/erosion control plan and shall be
maintained as needed during the course of construction.
3. All drainage improvements shall be constructed in conformance
with the approved drainage report and plan.
4. Upon completion of the drainage improvements the engineer,Mr.
Ed Jennings, P.E. & P.L.S. shall provide to the City of Wheat
Ridge a letter of certification stating that the various
improvements, as defined in the drainage report and plan, have
been accurately surveyed to confirm that their construction is
in accordance with these documents. The certification letter
shall be written and stamped by the engineer who prepared the
drainage report, and shall be submitted for review and
approval by the City prior to issuance of the Certificate of
Occupancy.

5. It will be the responsibility of the contractor for the
project to repair any damage to the existing public
improvements on West 43rd Avenue as a result of related
construction traffic in the area. Also, the contractor will
be responsible for maintaining West 43rd Avenue on a regular
basis such that it is free of construction debris and
tracking from construction traffic accessing the site.
6. If applicable, it will be the responsibility of the
developer/owner, to provide the necessary testing for subgrade
compaction, and other related material tests for those
improvements to be constructed within public right-of-way.
(SEE ATTACHED MATERIAL SAMPLING & TESTING REQUIREMENTS)
7. Prior to any construction of the public improvements, the
necessary right-of-way construction permit(s) and respective
licensing will need to be submitted for processing by the
City.

MATERIALS SAMPLING AND TESTING REQUIREMENTS
FOR
CONSTRUCTION OF PUBLIC IMPROVEMENTS
DESCRIPTION
Materials sampling and testing for public improvements shall be performed by an independent
materials testing company at the expense of the developer, and/or utility district. Unless
otherwise designated, all referenced specifications, standards or policies shall be the latest edition
as revised or updated by approved supplements published and issued prior to the date of the
building permit.
REQUIREMENTS
All materials sampling and testing shall be performed by certified, experienced and qualified
materials testing technicians who work under the supervision of a registered professional
engineer in the State of Colorada All materials sampling and testing equipment shall be
serviceable and calibrated.
Soil classifications and moisture-density curves shall be provided to the Department of Public
Works inspector prior to in-place density testing. Materials testing technicians shall furnish
copies of failed test results to the inspector promptly as the results become available. On a
weekly basis when testing is being performed, the developer shall fumish the inspector with
copies of all test results taken during the prior week and a cover letter, signed by the supervising
registered professional engineer, which summarizes the results and discusses any failed tests or
inconsistencies.
The City materials testing requirements are provided in Table 720-1. All testing procedures,
point of verification and central lab requirements shall be as specified in the Frequency Guide
Schedule of the Colarado Department of Transportation Field Materials Manual. One test is
required for any fraction of the specified frequency. The reference to Section 203.07 in the table
is from the Colorado Department of Transportation Standard Specifications for Road and Bridge
Construction.

The Planning Department has reviewed the submittal information for the above referenced Building
Permit and is unable at this time to sign off on said application. Following are recommendations to
expedite the Planning Department sign-off:
1. Landscaping
Planning Staff recommends that the applicant contact the land developer (44t' Eldridge
LLC) to understand what the developer's responsibilities are for landscaping the area
adjacent to Highway 58. This may free up a lot of landscaping material the applicant was
proposing for their south property line. The following are suggestions to address the
landscape issue:
A. The plans should cleazly show the plants for each location. As submitted, the
type designation is not clear.
B. The plans should be redesigned to show:
a. the dispersal of landscape material (trees and shrubs) between the parking
lot and the building,
b. in the front yard grass area,
c. along the entire length of fencing on both sides of `Gate #2'.
C. Indicate the type of grass to be used in the `Turf area.
2. Metal Building Architectural Features
This is an important issue for both the City and the applicant. While metal buildings are
allowed per the Planned Industrial Development document, the City will require the
applicant to address the building's design features for issuance of the Building Permit. This
is especially true for structural steel buildings because ofthe monotony of their materials and
lack of design features in the basic products. The following are suggestions to address the
building architecture issue:
A. Elevations should be submitted which show all materials used for the building.
B. A color board/scheme needs to be submitted showing the building colors.

C. Design tools should be used to lend character to the building. This can include:
a. offsetting roof lines between office and manufacturing areas,
b. color bands for fascia areas
c. recessed window and door areas or overhangs at window and door areas
d. defined entry portico.
3. Separate application for sign permit will have to be made.
4. Plans need to show the trash enclosure location.
5. Plans need to show detail of "outside lighting" and whether the lighting is building or
pole mounted.
