A large portion of the Lovejoy property is outside of the floodplain, including a majority of the west property line. I'm sending that aerial photo over with the floodplain plotted on it. Also, a copy of the Flood Plain permit is also included. To answer your question about temporary fill, temporary means that it is not placed a compacted soil to elevate the site for another reason such as . to build a structure on it, or a parking lot, or whatever other reason. You're not changing the ground elevation permanently, so "permanent fill" doesn't apply. The piles of mulch and wood can stay. The jersey barriers need to be located outside of the floodplain as shown in green on the aerial. I hope things are clear now. Sorry for the delay in my response.
