Dear Mr. Davidson,
I have completed the second review of the above referenced documents for the Inland Container Site
received on February 10, 2002, and have the following comments:
Drainage
1. Drainage Report is approved.
Grading & Erosion Control Plan
1. Please provide letter of approval from the property owner to the east for the off site grading that
is proposed.
2. Please provide a letter of approval from the Wadsworth Ditch Company for the proposed
construction. (REPEAT COMMENT FROM PREVIOUS SUBMITTAL)
Street Construction Drawings
1. The new accessibility ramp shall be located directly north of the existing ramp to the south. The
civil plans show them at an angle to the existing ramp.
Traffic Engineering
A copy of the construction plans has been forwarded to the City's Traffic Engineer, Mr. Steve Nguyen,
P.E., 303-235-2862 for review and had the following comments:
1. A current truck count (daily) will be required. (REPEAT COMMENT FROM PREVIOUS
SUBMITTAL)
Application for Minor Dumping/Landfill Permit
Prior to the commencement of any onsite grading, an Application for Dumping/Landfill Permit, along
with the fees due will need to be submitted for review and approval.
Right-of-Way Construction Permit(s)/Licensing
Prior to any construction of the public improvements, the necessary right-of-way construction permit(s)
and respective licensing will need to be submitted for processing by the City.
Please return all red-lined prints with the third submittal.

final development plan amendment. Please submit a blackline photographic mylar of each of the
five sheets meeting the requirements for the Jefferson County Clerk and Recorder's Office.
Original signatures for the owners and surveyor must be in black, indelible ink. A recording fee of
$10 per sheet must be provided at the time of mylar submittal.

Dear Mr. Davidson,
I have completed the first review of the above referenced documents for the Inland Container Site
received on January 21, 2002, and have the following comments:
Drainage Study (Discussion)
1. Please provide P.E. seal and signature on the final approved report.
2. Please discuss location of the curb openings in the new parking lot allowing the runoff to flow
down the slope to the pond area. Please include trickle channel volumes that will flow to the
pond and discuss the trickle channel that will be used for this runoff.
3. Please discuss both the historic and developed runoff volumes that will enter the Right-of-Way.
4. Please include letter of approval from the Wadsworth Ditch Company in the appendix.
Drainage Study (Appendix)
1. Please provide P.E. seal and signature on the final approved report.
2. Please provide the calculations for the Right-of-Way historic and developed volumes.
Drainage Plan
1. Please provide P.E. seal and signature on the final approved report.
2. Please design points for the runoff into the Right-of-Way.
Please provide 2 signed and stamped sets of the drainage report and plan with the second
submittal.
Grading & Erosion Control Plan
1. Please provide clear, concise cross-sections at the locations shown on the plan.
2. Please show locations of curb opening(s) to drain new parking lot and trickle channel detail that
will accommodate flows to the pond.
3. Should the used of retaining walls be required, the Chief Building Official, Mr. Darin Morgan
will require a Structural Engineer design and stamp the structural calculations and details
required for construction. Please provide the necessary details for the retaining wall to the Chief
Building Official for his review.
Street Construction Drawings
1. Relevant City standard details (midblock handicap ramp, cross pan, monolithically placed 6"
vertical curb and gutter & sidewalk section), have been provided for implementation into the
requested plan.
Survey Comments
No comments at this time.
Any questions related to these survey comments can be addressed to Mr. Dave Brossman, P.L.S. at 303-
235-2858.
Traffic Engineering

Paper final development plan. The following are changes required to the document:

1. Amend the title to read as follows. The title referenced below should be consistent on all

In reference to Case No. WZ-02-16, Inland Paperboard and Packaging at
50th and Oak St., Valley Water District has reviewed the inquiry and
offers the following comments:
1. Valley Water District currently serves the complex through two
connections:
A. 12" water line in W. 50th Ave, east of Oak St.
B. 12" water line north of Oak Street and 50th Ave. intersection
(Please refer to Inland proposed plan for reconfiguration)
2. All the private 10" and 8" water service lines off of the Valley
Water District 12" water main lines are the total responsibility of Inland.
(Please refer to their reconfiguration proposal plan)
3. Owner will be responsible for all locations of private water lines.
Valley Water District would recommend pot holing of the private lines
to assure accurate locations.
4. Owner will need to design for any corrections that may be required
due to the reconfiguration., i.e. grade of new road may effect 4'
minimum cover requirement over water service lines or realignment of cur-
rent water service line.
5. Owner will need to notify Valley Water District prior to construction
and if needed shut off of the two connection feeds to their private sys-
tem.

Applicant/Owner Preliminary Proposal: Relocate drive aisle on 50 Avenue to better
accommodate large truck travel. Currently, a cross access agreement exists between
Inland Container and Rocky Mountain Bottle. This easement will expire in February 2003.
If construction of the relocated access point cannot start prior to Spring 2003, a temporary
solution will be proposed that only widens the turn radius of the existing entrance.
Will a neighborhood meeting need to be held prior to application submittal? No
Planning comments: This will be an administrative review — no public hearings will be
required. An amended final development plan will need to be submitted for review by
Staff, and ultimately recorded with Jefferson County. If the temporary solution is needed,
only the widening of the existing entrance on W. 50 Avenue may occur. No onsite work
may be started until the amended final development plan has been reviewed and
approved by Staff and recorded with Jefferson County. If the scope of the temporary
solution is beyond widening the entrance on W. 50 Avenue, there shall not be any work
performed prior to recordation of the amended final development plan. If any phasing is to
take place, it should be addressed as part of the amended final development plan.
Public Works comments: A current truck count (daily) for Inland Container Systems will
need to be included with the initial submittal. A final drainage report, final grading plan
and erosion control plan will be required with the initial submittal. You will need to submit
a letter from the Wadsworth Ditch representative (Ray Jump - 303.424.7658) accepting
your proposal.
It would be desirable to keep the trucks on W. 50 Avenue continuing east to Miller,
avoiding Oak Street.
The temporary solution of widening the existing entrance on W. 50 Street is acceptable,
however a right -of -way permit must be obtained. There shall not be any onsite work in
conjunction with the temporary solution.

Loading dock / drive revision
The current access by truck traffic to this site is by means of an easement across the neighboring property of the Rocky
Mountain Bottle Company. Both property Owners are desiring Inland to establish an independent access for truck traffic.
This proposal is to modify the existing driveway to the Inland Site, relocating the curb cut to the east of its current location and
creating a common access drive to serve automobile and truck traffic to the Inland Facility. Minor modifications to the parking
arrangement maintain the current off-street parking count. Spaces for the staging of tractor trailer rigs shall continue to be
located to the West of the existing Water Treatment Building.
The accompanying Site Plan (Preliminary Grading Plan) indicates existing and proposed pavement and curb locations and
existing and proposed grades. It is anticipated that the final construction will result in a balance of landscape and hardscape
approximately equal to the current conditions.
It may be necessary to modify the existing drive to create temporary truck access via the existing drive as the easement across
Rocky Mountain Bottle may expire prior to the completion of construction. The changes necessary to make this temporary
access are identified in the Phase I portion of the Plan.
The impact on area storm drainage will be minimal and it is proposed that supporting documentation from the water engineering
consultant, Wright Water Engineers, will enable the processing of this Planned Industrial Development Amendment as an
administrative modification.
