MINUTES OF SPECIAL MEETING
WHEAT RIDGE HOUSING AUTHORITY
April 24, 2007

A. CALL THE MEETING TO ORDER
The meeting was called to order by Chair Brungardt at 5:00 p.m.

c. APPROVAL OF MINUTES: March 27,2007
It was moved by Kent Davis and seconded by Janice Thompson to approve
the minutes of March 27, 2007 as presented. The motion passed 4-0 with
Kathy Nuanes abstaining.
D. OFFICER REPORTS
There were no officer reports.
E. PUBLIC FORUM
There were no members of the public to address the Authority at this time.
F. UNFINISHED BUSINESS
. Larry Nelson reported that there has been a lot of interest in the Parfet
property. Potential buyers have expressed concern about a water problem
which has recently occurred. Once the water problem is corrected, he expects
to receive offers.
. Larry Nelson reported that there have been two more foreclosures on the
Quail property. One has been sold by the lender for $80,000. The buyer is
renting it to a tenant who he says is his sister. Rental to family members is
allowed under the covenants. David Firman has suggested that the owner sign
an affidavit declaring that the tenant is his sister. The second foreclosed unit
was also sold for $80,000 and is owner-occupied.

. Larry Nelson reported that a foreclosure is also in process at Park Side. The
buyer has never made a mortgage or homeowners association payment. The
lender will soon be placing this unit on the market. The price has been
dropped on the remaining two units. There has been good feedback on these
units but no offers have yet been received.
G. NEW BUSINESS
1. Review of Potential Renovation of the Richards-Hart Estate Duplex
Henry Wehrdt received bids on residential renovation ofthe two
apartment homes into town homes at the Richards-Hart Estate. The
address is 2770-2760 Chase Street. The low bid is in an amount of
$21,820. Renovation would include replacing existing windows with
energy efficient windows; replacement of four entry doors and two shed
doors; removal of existing siding, facia, gutters and downspouts and
adding insulation; removal of existing roofing as needed and replaced with
new 30-year shingles; and excavation of driveways with installation of
two inches of asphalt
Discussion points included:
o The renovation would be a good example of what can be done for
$22,000 and there could be education for homeowners on available
resources to upgrade their properties.
o The cosmetic renovation would improve the image of a city-owned
property.
o Upgrades are energy efficient.
o From a security standpoint for the Richards Hart estate, it is to the
city's advantage to have good renters in these units.
o A small increase in rent for these units should be considered once the
renovation is complete. Increase in rent should be offset by savings
resulting from energy-efficient improvements.
o A request should be made to City Council to share in the renovation
costs.
It was moved by Kent Davis and seconded by Janice Thompson that
the Housing Authority accept the low bid of $21,820 to upgrade the
duplex at the Richards Hart estate and make a request to City
Council to share the cost 50-50 with the Housing Authority. The
motion passed 5-0.
Alan White will write a memo to the city manager on behalf of the
Authority regarding the request to share renovation costs with City
Council.

2. Discnssion about New Projects
Larry Nelson reported that he has been unable to find any suitable
properties for another Housing Authority project. He will continue to
look.
H. OTHER
Alan White distributed copies of the final version ofthe Housing Authority audit.
I. ADJOURNMENT
It was moved by Kathy Nuanes and seconded by Kent Davis to adjourn the
meeting at 5:42 p.m. The motion passed unanimously. The next meeting will
be held on May 22, 2007.
