CALL THE MEETING TO ORDER The meeting was called to order by Chair DiTULLIO at 7:00 p.m., April 25, 2001, in the City Council Chambers of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge, Colorado. 2. ROLL CALL Authority Members Present: Jerry DiTullio Cheryl Brungardt Kathryn Fulton Kent Davis Commission Members Absent: Mary Jo Cavarra Others Present: Odarka Figlus, City Council Alan Feinstein, Executive Director of JCHA 3. APPROVE MINUTES The minutes were amended to change the meeting day to Wednesday rather than Thursday. It was moved by Kent Davis and seconded by Kathryn Fulton to approve the minutes as amended. The motion passed unanimously. 4. PUBLIC FORUM There was no one to appear before the Authority. 5. OLD BUSINESS A. RFP 01-23 - Real Estate Services The evaluation committee made a recommendation to award the bid to Cornerstone Realty based on their experience with housing authority situations similar to those in Wheat Ridge as well as their experience in working with housing agencies such as CHF A, etc. Jerry DiTullio distributed copies of a letter from Selstead Realty and gave time to members to read the letter. It was moved by Kathryn Fulton and seconded by Cheryl Brungardt that Coruerstone Realty be selected to provide services to the Wheat Ridge Housing Authority. The motion passed 4-0. 6. NEW BUSINESS A. Goals. Obiectives and Regulations - Authority members discussed goals, vision statement, and eligibility requirements for the Housing Authority. Wheat Ridge Housing Authority April 25, 2001 Page 1 Motion by Kathryn Fulton and second by Kent Davis to use Colorado Springs eligible applicant criteria. Motion passed 4-0. Motion by Cheryl Brungardt and second by Kathryn Fulton to establish a maximum of $10,000 ofthe applicant's own funds for down payment. Motion failed 2-2. Kent Davis stated he voted against the motion because there are more factors to consider than the amount an applicant has to put down. Motion by Cheryl Brungardt and second by Kent Davis to adopt the Colorado Springs three years limitation on past home ownership. The motion passed 4-0. Discussion of goals for the Authority included: . Increase home ownership in the City. . Decrease blight oflow maintained residential properties. . A priority should be placed on purchasing, refurbishing, and selling multi-family units. . The Authority should be a community resource for funding sources, low interest rehabilitation loans, and other housing needs. An informational brochure should be developed and a web page created for the Housing Authority with links to other housing resources. . Caution should be exercised in purchasing residential properties on major thoroughfares. . Authority should establish a vision or mission statement to include such statements as: . To increase home ownership opportunities and neighborhood/community pride. . Create diverse community families. B. Market Analvsis - Authority members received copies of a market analysis prepared by Kathryn Fulton. C. Budget Discussion items included: . There will be some administrative costs for recording secretary and attorney's fees. . Should the City be involved in loans? . Should the City work with a line of credit? . Perhaps the Authority should start with small projects such as a four-plex. Motion by Kent Davis and second by Kathryn Fulton that the Housing Authority request City Council to appropriate an amount of $250,000 in unaUocated funds to the Housing Authority and, further, that Alan Feinstein be directed to meet with representatives from banks and the State of Colorado regarding matching funds and/or lines of credit. Bv-Laws - Bylaws ofthe Housing Authority and resolution which created the Authority were distributed to members. 8.
