The Liquor Authority Meeting was called to order by Chairman Davis at 9 00 a m Liquor
Authority Members present: Kent Davis, Judith DiCroce, Frank Sanzalone, Karen Berry,
William Peterson and John Miks William Snell and Robert Alldredge were absent. Also
present: Deputy City Clerk, Christa Jones
APPROVAL OF MINUTES OF May 10, 2001
Motion by Mrs DiCroce for the approval of the Minutes of May 10, 2001, seconded by Mr
Sanzalone, carried 5 in favor with Mr Miks abstaining
Item 1. Transfer of Ownership from Cono Services, Inc, dba "Conoco #06439" 3790
Wadsworth Blvd , Wheat Ridge to Alpine Station, LLC, dba "Conoco Food
Stores"
Christa Jones presented the staff report.
Attorney, Steve Lee, and Alpine Station Representative, Mark Freemen, were sworn in by the
Chair and explained the ownership transfer
Questions from the Authority followed
Motion by Mr Peterson for approval of the Transfer of Ownership from Cono Services, Inc ,
dba "Conoco #06439", 3790 Wadsworth Blvd , Wheat Ridge, to Alpine Station, LLC, dba
"Conoco Food Stores" for the following reasons
1 All applications have been filed and fees have been paid
2 Applicant has created a master file with the State of Colorado
3 Officers of the LLC have been cleared by the CBI and FBI , seconded by Mr
Sanzalone, carried 6-0

Item 2. Show Cause Hearing regarding alleged Municipal Code Violation at Pigskins
Bar, 10051 1-70 Service Road North, Wheat Ridge
Christa Jones presented the staff report.
Mrs Claire Stehle, owner of Pigskins, and Michelle Winslow, Shift Manager, were both sworn
in by the Chair
City Attorney, Carmen Beery, opened the hearing and stated that the alleged Municipal Code
Section 11-54 Violation took place at Pigskins Bar on February 27, 2001
Mrs Stehle agreed that the violation did occur
Motion by Mr Peterson that a violation of Section 11-54 of the Wheat Ridge Code of Laws has
occurred and directed the City Attorney to prepare findings for this meeting, seconded by Mr
Miks, carried 6-0
Officer Berkowitz, was sworn in by the Chair, and stated that this isn't the first violation at
Pigskins Officer Berkowitz said that the Police Department would like to see more manager
involvement in the operation of Pigskins Officer Berkowitz distributed pictures of the victim to
the Authority
Mrs Stehle stated that all employees must attend the police department liquor training class
and the bartender did not call the police in this incident because it was her brother
Officers Daly and Jungclaus were both sworn in and each gave their account of the events
that took place that evening
No closing arguments on either side
Motion by Mrs DiCroce to suspend the license for Pigskins Bar for a period of 5 days, June 1,
2001 at 8 00 a m to June 6, 2001 at 8 00 a m , and ordered the additional rules
A doorman shall be employed on the premises during the hours of 6 00 p m to closing
The doorman shall make hourly surveillance patrols of the outside of the licensed
premises, including the parking lot. The position coverage in the doorman's positions
shall be continuous, that is, when the assigned doorman is unavailable due to a
scheduled break or other reasons, another qualified employee must assume the
doorman duties such that the protections afforded by the doorman position are
continuous during hours the premises is open to the public This condition shall be
reevaluated at the next ensuing renewal application for this license, following regular
cycling of the license for renewal

All employees of the licensed premises shall wear uniforms or shirts of a uniform style
and color identifying them as employees of the Licensee
An additional sign shall be placed on the door of the licensed premises and at four
locations within the licensed premises reciting the text "ALL DISTURBANCES WILL BE
REPORTED TO THE WHEAT RIDGE POLICE DEPARTMENT"
The licensee shall conduct mandatory monthly employee education designed to keep
continuing and new employees familiar with the alcoholic beverage laws and the need
to identify and protect against over-serving and other causes of disturbances at the
licensed premises, and the importance of reporting such disturbances The owner of
the licensed premises shall demonstrate an increased presence at the licensed
premises in order to exercise personal and immediate control over employees and
patrons
The Licensee shall institute and maintain a program for transporting visibly intoxicated
persons safely to their homes, such as participation in the Budweiser Ride a Cab
program When such program is not available, management of the licensee shall
maintain and implement a program of individually calling cabs to take visibly intoxicated
persons home
Motion seconded by Mrs Berry
Motion by Mr Davis for a friendly amendment to the motion to suspend the license for another
10 days which would be held in abeyance for 1 year; seconded by Mr Sanzalone
Mr Peterson stated that he would abstain because he knows the owner's husband It was
established that Mr Peterson has no financial interest or business dealings with Pigskins
Motion to allow Mr Peterson to abstain from voting failed 5-0
The Amendment carried 5-1 with Mr Peterson voting no
Main Motion carried 5-1 with Mr Peterson voting no

Deputy Christa Jones updated the Authority on the Cottonwood Winery
Motion by Mr Peterson to adjourn, seconded by Mr Milks, carried 6-0
