HomeMy WebLinkAbout07/22/2004MINUTES FOR LIQUOR LICENSING AUTHORITY MEETING CITY OF WHEAT RIDGE, COLORADO 7500 West 29th Avenue, Municipal Building July 22, 2004 The Liquor Authority Meeting of July 22, 2004 was called to order by Chairman Milks at 9 00 a m Liquor Authority Members present: Robert Alldredge, Frank Sanzalone, Kent Davis, John Miks, Anthony Davia, Judith DiCroce, Lloyd Donnelly, and Brenda Locricchio Also present: City Clerk, Pam Anderson, Deputy City Clerk, Christa Jones, City Attorney, Jerry Dahl, staff; interested citizens APPROVAL OF MINUTES OF July 8. 2 Motion by Mr Davis for the approval of the Minutes of July 8, 2004, seconded by Mr Davia, carried 8-0 Item 1 Application for Change of Trade Name for Queen of Vietnamese Martyrs Parish, 4655 Harlan Street, Wheat Ridge Deputy City Clerk, Christa Jones, stated that this name change was for the purpose of having the same name on all their paperwork Vi Pham, Business Manager for the parish, was present and answered questions Motion by Mrs Locriccio to approve the Change of Trade Name from "Nguyen Ban Ngoc Vietnamese Catholic Community" to "Queen of Vietnamese Martyrs Parish", seconded by Mr Alldredge, carried 8-0 Item 2 Discussion and decision on policies, procedures and forms for tastings for Retail Liquor Stores City Attorney, Jerry Dahl, stated that City Council had adopted Ordinance 1327, which permits Alcohol Beverage Tastings as outlined in C R S 12-47-301 (10) as amended by the State Legislature LIQUOR AUTHORITY MINUTES July 22, 2004 Page -2- The Authority is charged with setting an appropriate fee, deciding on a form, and decision as to who will approve the permit. Several samples of proposed forms were submitted One prepared by the City Attorney, one prepared by the City of Broomfield and one prepared by the City Clerk's Office Jim Shpall, one of the two principals of Applejack Liquors, Inc , explained to the Authority that he had not been in favor of this law, but now that it was in effect, he wants Wheat Ridge businesses to be competitive with businesses in other jurisdictions He asked that no further restrictions be placed on this other than what the State law and City Ordinance require He promised that there would be training for all the servers, as required, and that they would be extremely conscientious and have policies and procedures in place prior to conducting the tastings Motion by Mr Davis to adopt a form similar to Broomfield's, seconded by Mr Sanzalone, failed 7-1 with Mr Davis voting yes Motion by Mrs Locriccio to adopt the proposed Wheat Ridge form That the fee be $100 00 yearly That changes be reported to the Clerk's Office and Police Department at least 24 hours in advance and that there be no additional charge for the changes That Column 4 regarding servers be deleted, seconded by Mr Alldredge, carried 7-1 with Mr Davis voting no Motion by Mr Alldredge that the applications be reviewed and signed by the Liquor Authority Chair and the City Clerk, that the Chair and Clerk have the discretion to bring an application to the Liquor Authority if they have any concerns or there has been a violation, seconded by Mrs DiCroce, carried 8-0 Meeting adjourned at 10 28 a m Christa Jones, Deputy City Clerk APPROVED BY THE LIQUOR AUTHORITY ON AUGUST ri 2004 BY A VOTE OF TO c l John ks, Liquor Authority Chair
