LIQUOR LICENSING AUTHORITY MEETING
CITY OF WHEAT RIDGE, COLORADO

February 10, 2005
The Liquor Authority Meeting of February 10, 2005 was called to order by
Chairman Miks at 9 00 a m Liquor Authority Members present: Robert
Alldredge, Frank Sanzalone, Kent Davis, John Miks, Anthony Davia, Judith
DiCroce, Lloyd Donnelly Brenda Locricchio was absent. Also present: Deputy
City Clerk, Christa Jones, City Attorney, Carmen Beery; Police Sergeant, Paula
Balafas
APPROVAL OF MINUTES OF January 13, 2005
Motion by Mr Davis for the approval of the Minutes of January 13, 2005,
seconded by Mr Sanzalone, carried 6-0 with Mr Davia abstaining
Item 1. Public Hearing on Application for a new Tavern Liquor License for
Ginger Richardson, d b a. "Family Fun Center/Bar & Pool Hall",
4700 Kipling Street, Wheat Ridge, Colorado
Christa Jones presented the staff report. The report included that the premises
were inspected but only a skeleton structure was in place and the inspection will
have to be done at a later date
Ginger Richardson, applicant, was present and answered questions
She stated that Mountain Coin Company will provide all the amusement devices,
she will receive a commission She will stock a minimum amount of alcohol, the
alcohol purchased for her business on Federal Blvd was only $2,000 She gave
background on her managerial experience with Hotels and Restaurants She
explained that wristbands will be given to people over 21, this will be more of a
family place She will have 3 to 4 staffers She will manage both places, but will
have other managers on site The hours of operation will be 3 00 p m to 11 00
p m on Sunday through Thursday and 11 00 a m to 11 00 p m on Saturdays
Mr Ramani is the owner of the building and her employer He would help her out
if necessary, but she hopes that it will not come to that. She was not sure when
exactly the building would be ready for occupancy She would be willing to
provide the Authority with a business plan it that was their desire

Max Scott, owner of Oedipus Inc was present and explained how the survey
was done and gave the results It was agreed that even if this meeting would be
postponed, it was not necessary for Mr Scott to appear again
Motion by Mr Davis to postpone this particular part of the hearing until our April
meeting That we also include the Oedipus Report, so that Mr Scott does not
have to re-appear To request that the applicant provide a business plan and
any other information that she feels is adequate, seconded by Mrs DiCroce,
carried 7-0
Item 2. Application for Change of Corporate Officers for T K. Partners, Inc ,
d b a "Vern's Restaurant & Lounge", 7605 West 44th Avenue,
Wheat Ridge, Colorado
Christa Jones presented the staff report.
Kevin Coates, attorney representing Susan Little, and Susan Little, applicant,
were present.
Mr Coates objected to comments being made by individuals not associated with
the change in corporate structure, since this is not a public hearing The only
matter of relevance is if Mrs Little is qualified and of good moral character
Ms Beery stated that Mr Coates is correct. She advised the Authority to only
consider speakers' comments as to Mrs Little's character and disregard any
other comments
Mrs Little stated that she has a full time job, but will manage the Restaurant.
She has a day and night bartender who handle the responsibilities when she is
not there Her husband will not have any involvement other than maintenance on
the equipment, plumbing problems, etc
She explained that Mr Little had replied to a letter from the Chief of Police for the
reason that she had not yet been approved as corporate officer
Mr Davis asked if the owner of the building was aware of the Change in
Corporate Structure He would like to see a letter to that effect.

Edgar Allen Gregory III submitted a letter to the Authority requesting that
they not honor the request for Change of Corporate Officers He asked
that his letter be part of the record
Motion by Mr Davia to approve the Change of Corporate Officers for T K.
Partners, Inc , d b a "Vern's Restaurant & Lounge", 7605 West 44th
Avenue, Wheat Ridge, Colorado, for the following reasons
1 All applications and fees required by statute have been filed and
paid
2 The applicant has been cleared by the police department;
seconded by Mr Sanzalone
Motion by Mr Davis for an amendment that a letter be included as part of
the record from the owner of the premises that he is aware of the change
of corporate structure, seconded by Mr Sanzalone, carried 7-0
Original Motion as amended carried 7-0
Item 3. Application for Transfer of Ownership for Red Garden
Liquor, Inc, d b a "Red Garden Liquor", 9075 West 44th
Avenue,
Wheat Ridge, Colorado
Christa Jones presented the staff report and added that Mr Lim (owner)
had already taken the Wheat Ridge Police Department class for retail
establishments on February 6, 2005
Roger Lim, owner, was present to answer questions
Mr Sanzalone left at 9.50 a m
Motion by Mr Alldredge to approve the Transfer of Ownership from Red
Garden Liquor, Inc to Red Garden Liquor & Wine, Inc d b a "Red Garden
Liquor", 9075 West 44th Avenue, Wheat Ridge, for the following reasons
1 All applications have been filed and fees have been paid
2 Applicant is in possession of the premises by virtue of a signed
lease dated January 13, 2005
3 The applicant has been cleared by the Police Department.
He further moved to authorize the issuance of a Temporary Liquor License
for Red Garden Liquor & Wine, Inc , seconded by Mr Davis, carried 6-0
