CALL THE MEETING TO ORDER The meeting was called to order by Vice Chair CA V ARRA at 7:00 p.m., November 28, 2001, in the Lobby Conference Room of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge, Colorado. 2. ROLL CALL Authority Members Present: Cheryl Brungardt Mary Jo Cavarra Kent Davis Jerry DiTullio (arrived at 7:20 p.m.) Kathryn Fulton (arrived at 7:02 p.m.) Others Present: Alan White, Planning Director Alan Feinstein, Jefferson County Housing Authority Larry Nelson, Cornerstone Realty Betty Maybin, Cornerstone Realty Jim Bills, Vectra Bank Dave Firman, Housing Authority Attorney Eric Maule, C4i Design Bob Olson, The Chronicle 3. APPROVAL OF MINUTES It was moved by Cheryl Brungardt and seconded by Kent Davis to approve the minutes of October 24, 2001. The motion passed unanimously. 4. OFFICERS REPORTS There were no officer reports. 5. PUBLIC FORUM There were none present to address the Authority. 6. UNFINISHED BUSINESS There was no unfmished business to come before the Authority. Housing Authority November 28, 2001 Page 1 7. NEW BUSINESS A. Update on 3747 Quail- Eric Maule. C4i Design Alan Feinstein introduced Eric Maule of C4i Design. C4i Design is the architectural firm selected for the 3747 Quail project. Mr. Maule discussed the first stage of the project. Computerized drawings of the development have been completed. The next step will be to inspect each unit in order to develop a plan to upgrade the appearance of the buildings. Baseline Engineering has been hired to complete a condominium map. A design should be available for the Authority's review in about two weeks. It was moved by Jerry DiTullio and seconded by Kent Davis to hold a special meeting on December 11 at 7:00 p.m. to discuss the design. The motion passed unanimously. Dave Firman presented the equity share agreement as well as an addendum to the agreement. Following discussion, it was moved by Jerry DiTullio and seconded by Cheryl Brungardt to approve the equity share agreement with the addendum to the agreement. The motion passed unanimously. Alan White reported that he received a letter from Consolidated Mutual Water District assigning the Housing Authority twenty shares of capital stock. It was determined that the condominium association would hold these shares. Larry Nelson of Cornerstone Realty reported on response received from prospective tenants. Responses have been received from present tenants, Wheat Ridge residents and Jefferson County residents. Minimum income qualifications for a single income family would be $32,000 and $41,000 for double income family. There was a consensus to contact local newspapers to publicize the qualifications necessary to buy one of the units. Larry Nelson mentioned that he has looked at another possible property for the Housing Authority. The units are smaller and would be in a lower price range. This might be a property to keep under consideration for the future. B. Adoption of2001 Supplemental Budget Appropriation and 2002 Budget Alan White presented a 2001 supplemental budget appropriation and the 2002 budget. Following discussion, it was moved by Jerry DiTullio and seconded by Mary Jo Cavarra to approve the Housing Authority amended budget and that Alan White meet with Jim Bills to come up with a final number to be discussed in two weeks. OTHER There was a consensus that a decision should be made at the next meeting regarding the naming of the Quail Street property. H.
