HomeMy WebLinkAboutLiquor Authority Minutes 10-13-16 (2)MINUTES FOR LIQUOR AUTHORITY MEETING CITY OF WHEAT RIDGE, COLORADO 7500 West 291x' Avenue, Municipal Building October 13, 2416 Chair Nazarenus called the Liquor Authority Meeting to order at 9:00 a.m. Liquor Authority Members present: Robert Alldredge Paul Shaver Elizabeth Nazarenus Bruce McIntyre Anthony Davia John Miks Carolyn Peterson Liquor Authority Members absent; Claudia Worth, excused with the flu. Also present: Deputy City Clerk Robin Eaton; Police Officer Steve Berkowitz; Gary Thomas and Karen J. Carpio -Thomas, Applicants, Max Scott (Oedipus). APPROVAL OF MINUTES OF Augu$t 11, 2016 Motion by Ms. Peterson to approve the minutes of August 11, 2016, seconded by Mr. Shaver: Motion carried 7-0 . Item 1. Introduced by Chair Nazarenus, A New Application for a Beer & Wine License Application for Carpio -Thomas Project Inc, dba Discovery Tap House located at 4990 Kipling Street Ste B-7 Wheat Ridge CO 80033. Deputy Eaton introduced the item. He explained that Discovery Tap House is a new Beer & Wine applicant, wishing to start an establishment that caters to new Craft style beers and will have the required Sandwiches and Light snack available at all hours and that it meets all of the requirements for issuance. Deputy Eaton introduced Max Scott, Oedipus Inc along with Gary and Karen Thomas - Carpio, the applicants. Chair Nazarenus swore in Mr. Scott. Mark Scott spoke about Oedipus, Inc. and stated that Wheat Ridge has wonderful reputation as a good place for businesses. He incorporated his testimony From past hearings as to the methods Oedipus uses to conduct the surveys. Liquor License Authority Minutes October 13, 2416 Page 2 Survey was conducted in a one -mile radius with the applicant business at center. Both residences and businesses were surveyed in the blue area of the map of the survey. He described on page two of the survey that almost 98% of those surveyed were in favor of issuance of new liquor license. The total of signatures in favor of issuance of the new liquor license goes up to 99% in favor if non- business related objections are eliminated. Ms. Nazarenus swears in Mr Gary Thomas & Mrs Karen Carpio -Thomas. The Thomas's spoke about their business being mostly for new Craft beers and some wines after being sworn in, Chair Nazarenus asks for any questions. Carrie Peterson asks where the business is located Gary responds on the north side of 1-70 by Lukes Steakhouse, on the SE corner. Anthony asks if anyone has been in the Liquor business before Gary states that he has been in corporate business for the past 35 years. Karen replies that she has been a Hair stylist but that her parents had a restaurant. And that it's a new venture but not going to be like a Brewpub, more like a "beer bar" focusing on a variety of Colorado Craft beer. Carrie- How many employees will you have? Karen says that they will be starting out with just two and she will be leaving her job and the total is undecided as it's a new business. Working limited hours with prepared foods and food trucks that allows the patron to bring in their own food as well. Bob -- what are the proposed hours - Gary responds by listing the hours as 3-10 pm Wednesday and Thursday 4 2-10 pm Fridays through Sunday to start with, being closed on Monday and Tuesday. Carrie- What kind of Training do you have and what are you offering your employees? Karen replies that they just took the TIPS class and she passed it, Gary doesn't know yet and will send employees to it or will have them come out and do an on -premises class. Elizabeth — when do you plan on opening. Gary - we would like to have had it done in November but with the build -out, it probably won't happen until February as its pretty extensive. Chair asks if anybody else has any questions with no reply. Motion by Bob Aldredge to approve the application for a new a Beer $ Wine License Application for Carpio -Thomas Project Inc, at 4990 Kipling Street Street B -7A 10 & 11, Wheat Ridge CO 80033. Seconded by Mr Qavia.: Motion Carries 7-0 Liquor License Authority Minutes October 13, 2016 Page 3 CITY CLERK'S MATTERS Mr. Eaton lists that there are quite a few new Liquor applicants coming to the city, one being Grammys Goodies, a new Hotel Restaurant license. Along with that another Liquor store that would be in a closed down store, possibly located on 4411, Ave. 7-11 and WWalmart are talking about new 3.2% licenses. Golds Market a new tavern similar to Avanti's in the Highlands. Transfer applications for Vern's Liquor and My Liquor Store. Additional Sales room by Infinite Monkey Theorum at the Applejacks location, in the parking lot. Manager change for Noodles & Co. along with this and other renewals - CITY ATTORNEY'S MATTERS POLICE DEPARTMENT MATTERS Concerning the new application for the Golds location. the current location of Riffs on 261", the people living in the apartments, including elderly people are giving an earful to the PD but as of yet there are no calls or complaints being made. We have started a major liquor investigation -that is going slow regarding the hidden ownership involved with Daggwoods that may or may not include a show cause hearing or might just be an administrative item. They had testified when the License was transferred that the dad would have no contact with the establishment but it is not criminal, as we choose not to. The owner(s) are very remorseful plus they have two or three children that are adopted.. one being from a sister that has a very bad drug problem,. The PD may consider something different and will contact the City Attorney; to give them something of a second chance, as long as the father is out of it. Brought on by a Disgruntled report, but it was obvious dad was onsite and running the place. Discussion followed about the pending new Tavern liquor license.
