VICINITY MAP I. REQUEST This application is for approval of a Special Use Permit (SUP) to allow the construction of a 125 -foot tall private communications tower on the existing electric substation property. Electric transmission substations require an SUP in the A-1 zone district. Any new facility or an expansion to an existing facility requires an SUP. This tower is considered an expansion of an existing facility. This tower is one of 14 being proposed this year by Xcel throughout the Denver metropolitan area, in addition to 24 being proposed for next year. The towers will allow for Xcel to better serve their customers by providing Xcel much more in-depth information than is currently being gathered. For example, the towers can help pinpoint where outages are, and allow crews to dispatch to precise locations more quickly. The tower will not be eligible for collocation with other telecommunication companies, but may be used for additional Xcel antenna. Section 25-114 (Special Uses) of the Wheat Ridge City Code empowers the Director of Community Development to decide upon applications for a special use permit if the following conditions are met: 1. A completed application package has been submitted and fee paid; 2. The Community Development Department has notified adjacent property owners by letter notice and the site has been posted for at least ten days; 3. No written objections have been received in such ten-day period; 4. The Community Development Director concludes that the criteria for approval, as set forth below, are substantially complied with and support the request. The Community Development Director can impose conditions or stipulations upon approval, which may include physical design, operational, and maintenance considerations to ensure compliance with the criteria for review. Staff recommends approval of the request with conditions. II. EXISTING CONDITIONS The subject property is located on the south side of Ridge Road west of Parfet Street. The property is not platted, and according to Jefferson County Assessor records has been under the ownership of The Public Service Company of Colorado since the early 1960s. The property contains an electric substation for Public Service Company of Colorado/Xcel Energy that was originally constructed prior to the incorporation of the City. The subject property is zoned Agricultural -One (A-1). To the south and east is commercially and industrially zoned, with the land uses in this area largely corresponding with the underlying zone district. There are some agriculturally zoned properties in the area, including the subject property, the RTD railroad right-of-way, and several properties used residentially. To the north is a Planned Residential Development, which was recently platted. Public improvements within this residential development have already begun, and it is likely that construction of homes will commence in the coming months. The City of Arvada lies to the west and north east of the subject properties. Land uses in the neighboring city of Arvada properties are residential in Special Use Permit 2 SUP-16-05/Xcel Private Communications Tower nature, with vacant properties to the west. (Exhibit 1, Zoning Map; Exhibit 2, Aerial Photo; Exhibit 3, Site Photos) III. CASE ANALYSIS The applicant intends to construct a 120 -foot tall monopole tower, with a 5 -foot lightning rod on top. Near the top of the monopole, three 2 '/2 -foot tall antenna will be affixed. The monopole is proposed to be located 25 feet from the western property line, in the northern portion of the site. In addition to the proposed pole, there is already one transmission structure that is 130 feet tall, and two that are 105 feet tall. These are in addition to many other tall transmission structures already on the property. As part of the application, an exhibit reflecting coverage was provided to demonstrate the need for the request for the 120 -foot antenna height. The properties to the north, across Ridge Road, rise in elevation roughly 50 feet prior to falling toward Arvada. The proposed height of the antenna is requested to clear this elevation gain and provide coverage to the north and west. As the current electric substation was constructed prior to the incorporation of the City, no SUP was approved and the use is considered legally nonconforming. Per Section 26-114.1-1 of the municipal code, an SUP is required to allow this private communication tower as it is considered an expansion of an existing special use. (Exhibit 4, Applicant Site Plan, Exhibit 5, Applicant Photo Renderings, Exhibit 6, Applicant Narrative) IV. SPECIAL USE CRITERIA Before an administrative special use is approved, the applicant shall show and the Community Development Director shall find that the majority of the proposed special use criteria have been met. Staff provides the following review and analysis of the SUP criteria: 1. The special use will not have a detrimental effect upon the general health, welfare, safety and convenience of persons residing or working in the neighborhood. The proposed addition of a private communications tower will not have a detrimental effect on the general health, welfare, safety and convenience of persons residing or working in the neighborhood. The proposed use is consistent with the existing property use as an electric substation. Staff concludes that this criterion has been met. 2. The special use will not create or contribute to blight in the neighborhood by virtue of physical or operational characteristics. The special use will not create nor contribute to blight in the neighborhood. The current condition of the property will remain relatively unchanged with the addition of the monopole. The physical and operational characteristics of the proposed monopole is consistent with the use the property as an electric substation. Staff concludes that this criterion has been met. Special Use Permit SUP- 16-05/Xcel Private Communications Tower 3. The special use will not create adverse impacts greater than allowed under existing zoning for the property. The scope of the proposed communication tower will not create adverse impacts greater than what is already stemming from the site. As described above, the visual impact is consistent with other tall structures already in existence on the site. Staff concludes that this criterion has been met. 4. The special use will not result in undue traffic congestion or traffic hazards, or unsafe parking, loading, service or internal traffic conflicts to the detriment of persons whether on or off the site. The special use will not create undue traffic impacts or unsafe conditions. There will be no noticeable traffic related to the operation of the communications tower. There is adequate area on the property to accommodate any parking, loading, service or internal traffic needs. Staff concludes that this criterion has been met. 5. The property is appropriately designed, including setbacks, heights, parking, bulk, buffering, screening and landscaping, so as to be in harmony and compatible with the character of the surrounding areas and neighborhood, especially with adjacent properties. The applicant is not proposing any major improvements to the property. The monopole is in harmony and compatible with the character of the existing property conditions. There are no structures or other site improvements related to the application. Staff concludes that this criterion has been met. 6. The special use will not overburden the capacities of the existing streets, utilities, parks, schools and other public facilities and services. The special use will not overburden any existing capacities. All affected agencies have indicated they have no objections to the request. Staff concludes that this criterion has been met. 7. There is a history of compliance by the applicant and/or property owner with Code requirements and prior condition, if any, regarding the subject property. There is no history of non-compliance by the applicant with any code requirements for the subject property. Staff concludes that this criterion has been met. Special Use Permit 4 SUP-16-05/Xcel Private Communications Tower S. The application is in substantial compliance with the applicable standards set forth in the Architectural and Site Design Manual. There are no improvements planned at this time that trigger any requirements in the Architectural and Site Design Manual. Staff concludes that this criterion is not applicable. Staff concludes that the criteria used to evaluate special use permits support this request. V. PUBLIC INPUT A required neighborhood meeting for the SUP application was held on October 11, 2016. No neighboring property owners attended the meeting. VI. AGENCY REFERRAL All affected service agencies were contacted for comment on the special use request and regarding the ability to serve the property. Specific referral responses follow: Arvada Fire Protection District: No comments at this time. Valley Water District: No concerns. Wheat Ridge Public Works: No comments at this time. Xcel Energy: No concerns. Comcast: No concerns. VII. STAFF CONCLUSIONS AND RECOMMENDATION Staff concludes that the evaluation criteria support approval of the request for the following reasons: 1. The proposed use is consistent with existing use and conditions on the property. 2. There is adequate access to the property. 3. The request will not have detrimental effect upon the general public health, welfare and safety of the surrounding area. 4. The SUP evaluation criteria have been met. For these reasons, a recommendation of approval is given for Case No. SUP -16-05 with the following conditions: 1. The details and location of the tower shall be consistent with the application materials and provided exhibits, subject to staff review and approval through review of a building permit. 2. The approval of a Special Use Permit shall run with the land. The Project is consistent with the existing substation use and would not create adverse impacts. 8.4 The special use will not result in undue traffic congestion or traffic hazards, or unsafe parking, loading, service or internal traffic conflicts to the detriment of persons whether on or off the site. A 5 -foot tall lightning rod would be mounted on top of the monopole for an overall height of 125 feet. Wires would connect the antennas with equipment mounted to a new approximate six-foot tall by six-foot wide structure that would be placed near the base of the monopole and within the secured substation yard, see Appendix B. More specific information on the antenna is included as Appendix C. The equipment located near the base of the monopole would then be connected by buried power and communication lines to the substation's electric equipment enclosure. The location and height of the monopole prevent signal interference from surrounding lands and the existing 80 to 130 feet tall transmission structures and substation equipment, which includes 61 -foot tall dead-end structures, see Figure 2. Construction of the Project is targeted for early fall 2016 and will take approximately three weeks to complete. Figure 2 —View of Ridge Substation, Looking Southwesterly 2.0 Purpose and Need The purpose of the FAN is to provide the first step and key component to PSCo's new intelligent, integrated grid called the Advanced Grid that brings greater value to the experience of PSCo's customers. The Advanced Grid meets the needs of the customers by providing faster, efficient service and shorter, better -managed outages by connecting the electric grid with new energy devices and technologies. The FAN uses multiple layers of secure radio networks to provide wireless coverage across PSCo's electric grid. Intelligent devices installed on the grid connect to the wireless network and send information about current grid conditions to PSCo's control centers. C1 Location /l Figure 3 – Substation and Adjoining Properties Zoning Classifications 3.2 Adjoining Properties As shown on Figure 3, the properties surrounding the substation parcel are as follows: • The properties to the north, across the Regional Transportation District's light rail tracks and Ridge Road, are a planned residential development within the A-1 (Agricultural -1) A-2 (Agricultural -2) zone districts. 3 • The properties to the east consist of commercial office/warehouse development on parcels zoned PID (Planned Industrial Dev) and I -E (Industrial — Employment), and one residence on a parcel zoned A-1 (Agricultural -1). • The property to the south consists of commercial office/warehouse development and zoned C-1 (Commercial -1). • The property on the west is vacant and located within the jurisdiction of the City of Arvada and zoned PUD -I (Planned Unit Development Industrial District). 4.0 FCC Compliance The construction and operation of the Project is subject to Federal Communication Commission oversight and approval. 5.0 Alternatives The exact location and height of this Project is strategic to the overall FAN Program. PSCo evaluated the use of existing transmission or distribution structures but determined they are not feasible because of safety concerns and insufficient elevations for signal coverage. Furthermore, placement of the Project within the substation property must avoid conflicts with the existing buried and above ground infrastructure of the substation and future expansion needs. The placement of the Project at other nearby locations likely result in a comparably tall structure, would likely not meet the electric power and communication needs of the Project and would be on property likely owned by a third party. For these reasons, the location of the Project within the substation site is the preferred alternative. 6.0 Pre -Application Meeting A pre -application meeting was held with City Planning staff on September 15, 2016. The Project requires a Special Use Permit. This narrative was prepared using the Special Use Permit (SUP) Submittal Checklist provided by the City and the referenced Code sections. The height of the monopole and landscaping along Ridge Road were identified by the City as needing additional justification and discussion. 7.0 Neighborhood Meeting A neighborhood meeting was held on October 11, 2016 and was led by Lisa Ritchie, City Planner II. Meeting notices were sent on September 29, 2016 to addresses provided by the City's Planning Department. No one from the public attended the meeting. Note: The location of the Project within the substation has moved from the location provided in the pre -application submittal. The new location is represented in this narrative and SUP submittals. Per Ms. Ritchie on November 1, 2016, a new neighborhood meeting is not required due to the lack of public attendance. 4 8.0 Special Use Permit Criteria, Section 26-114, The Submittal Checklist requires response to the SUP review criteria found in Section 26-114 of the Code. These responses to Section 26-114.D. - Criteria For Review of the Code are provided below: 8.1 The special use will not have a detrimental effect upon the general health, welfare, safety and convenience of persons residing or working in the neighborhood. The Project meets all federal requirements and installation activities associated with the Project will be fully contained in the secured substation yard. This eliminates any potential for detrimental effects to the general health, welfare, safety and convenience of persons residing or working in the neighborhood. 8.2 The special use will not create or contribute to blight in the neighborhood by virtue of physical or operational characteristics. The Project is located within the existing secured substation yard and near existing tall structures. This is consistent with the substation use and does not create or contribute to blight in the neighborhood. 8.3 The special use will not create adverse impacts greater than allowed under existing zoning for the property. The Project is consistent with the existing substation use and would not create adverse impacts. 8.4 The special use will not result in undue traffic congestion or traffic hazards, or unsafe parking, loading, service or internal traffic conflicts to the detriment of persons whether on or off the site. The installation activities of the Project would not create measurable extra traffic congestion or traffic hazards. All parking, loading, service activities will occur within the secured substation yard. 8.5 The property is appropriately designed, including setbacks, heights, parking bulk, buffering, screening and landscaping, so as to be in harmony and compatible with the character of the surrounding areas and neighborhood, especially with adjacent properties. The maximum height requirements are not defined in Section 26-213.C. — Agricultural -One District (A-1) of the Code, "for site development except single - or two-family homes, development must comply with the Architectural and Site 5 Design Manual (Manual) and the Streetscape Design Manual, where applicable. The Project 125 -foot monopole height was determined based on the Feasibility Study provided as Appendix D. Compliance with the Manual is discussed in Section 7.8 below. The Streetscape Design manual is not applicable. The Project meets all setback requirements and does not create any additional parking needs. It is located within the existing substation secured yard and near existing tall structures, which buffers its visibility and does not substantially contribute to additional screening or landscaping requirements, see photosimulations in Appendix E. The Project setting puts it in harmony and compatible with the character of the surrounding areas and neighborhood, especially with adjacent properties. The City staff identified a desire to continue discussions about the possibility to soften the existing substation's appearance along Ridge Road. PSCo feels that the Project does not substantially increase the visibility of the substation and that requiring screening of the substation along Ridge Road would place an undue burden to PSCo. That said, PSCo would be willing to further discuss screening opportunities separate from this Project application approval. 8.6 The special use will not over burden the capacities of the existing streets, utilities, parks, schools and other public facilities and services. The Project will not over burden the existing streets and do not effect utililties, parks, schools and other public facilities and services. 8.7 There is a history of compliance by the applicant and/or property owner with Code requirements and prior conditions, if any, regarding the subject property. PSCo's has historically maintained and operated the substation within Code requirements. 8.8 The application is in substantial compliance with the applicable standards set for the in the Architectural and Site Design Manual. Section 1.5 of the Manual identifies the three types of projects that are applicable; new buildings, major additions and facade improvements. The Project does not meet the definition of any of these types. Appendix D describes the need for the monopole height. 9.0 Conclusion The Project is in compliance with the Code and allows PSCo to install a key component of PSCo's new intelligent, integrated grid that will provide customers with faster, more efficient service and shorter, better -managed outages. A neighborhood meeting will be held on Tuesday, October 11, 2016 at 6:00pm at the Wheat Ridge Municipal Center, 7500 W 29th Avenue. The purpose of the request is to allow a 125 -foot tall monopole and antenna at the Ridge electric substation. The City of Wheat Ridge has adopted a requirement that prior to any application for a Special Use Permit an applicant must notify all residents and property owners within 600 feet and invite them to a Neighborhood Input Meeting. The purpose of this meeting is to allow the applicant to present his proposal to the neighborhood and to give the neighborhood a forum to express their concerns, issues and desires. A Staff Planner will attend the meeting to discuss City policies and regulations and the process involved, however, the Planner will remain impartial regarding viability of the project. Keep in mind that this is not a public hearing. The property is, and has historically been, home to an electric substation for Public Service Company of Colorado/Xcel Energy. The subject property is zoned Agricultural -One (A-1). To the south and east is commercially and industrially zoned, with the land uses in this area largely corresponding with the underlying zone district. There are some agriculturally zoned properties in the area, including the subject property, the RTD railroad right-of-way, and several properties used residentially. To the north is a Planned Residential Development, which was recently platted. Public improvements within this residential development have already begun, and it is likely that construction of homes will commence in the coming months. The City of Arvada lies to the west and north east of the subject properties. Land uses in the neighboring city of Arvada properties are residential in nature, with vacant properties to the west. Applicant/Owner Preliminary Proposal: The applicant is proposing to add a 120 -foot tall telecommunications tower on the existing electric substation property. This tower is one of 14 being proposed this year, in addition to 24 being proposed for next year. The towers will allow for Xcel to better serve their customers by providing much more in-depth information than is currently being gathered. For example, the towers can help pinpoint precisely where outages are, and allow crews to pinpoint and dispatch to more precise locations sooner. The tower can also help Xcel respond to incidents quicker and help isolate outages. The tower will not be eligible for collocation with telecommunication companies, but may be used for additional Xcel communication devices. fi N N N b0 Will a neighborhood meeting need to be held prior to application submittal? Yes, a neighborhood meeting is required for a special use permit process. Planning comments: The following items were discussed based on the applicant's proposal: Zoning & Use The current use as an electric substation is a special use in the Agricultural -One (A-1) zone district. It appears this substation pre -dates the City of Wheat Ridge's incorporation and as such, is currently considered a legal non -conforming use. The expansion of the substation use, including the construction of transmission tower, will require the applicant to obtain a special use permit before commencing work on the property. Height In the Special Use Permit application, staff would like for Xcel Energy to describe the necessity for the height of the structure, similar to what was discussed during the pre -application meeting. Ridge Road Staff would like to continue discussions with Xcel about the possibility of softening the substation's appearance along Ridge Road. New housing developments are located north of Ridge Road, in addition to the RTD Gold Line, which will run adjacent to Ridge Road and is anticipated to open in the fall of 2016. The substation is located approximately midway between the Gold Line's Arvada Ridge Station and the Wheat Ridge - Ward Station, providing travelers with a glimpse of Wheat Ridge as they approach or depart the City's only station. Staff understands the substation has been located in this location for more than 50 years, and homeowners buying into the adjacent neighborhood should be well aware of the substation. However, we also believe there is an opportunity to improve the entire Ridge Road corridor in the area, especially considering anticipated future investment around the Gold Line Commuter Rail Stations. Utility Providers The City of Wheat Ridge is not a full-service city. The utility and service providers for this property include: • Arvada Fire Protection District, phone: 303-424-3012 • Valley Water District, phone: 303424-9661 • Fruitdale Sanitation District, phone: 303-424-5476 All land use applications will be sent out on referral to these agencies for comment; however, staff encourages potential applicants to contact service districts ahead of time. This may help to understand any design or infrastructure requirements and potential costs associated with the proposed project. Building Division comments: New construction will require building permits. The City has adopted and currently enforces the 2012 Edition of the International Codes and the 2014 Edition of the National Electric Code. The City uses the ANSI 117.1-2009 Standard in determining requirements related to accessibility. Public Works comments: Public Works was not present at the pre -application meeting and has no comments at this time. Review Process This request will require a special use permit, the process for which is as follows: Neighborhood Meeting The first step in the Special Use Permit (SUP) process is the pre -application meeting. The next step is to conduct a neighborhood meeting. The applicant is responsible for drafting a letter that will be delivered (via mail or hand delivery) to all property owners and current residents in a 600 -foot radius of the subject property. The letter must be approved by the Community Development department PRIOR to sending. The Community Development department can provide the applicant with a neighborhood meeting letter template and samples, if necessary. Additionally, the Community Development department will pull the property and resident information from the County records and provide the applicant with mailing labels. The applicant will coordinate with the Community Development department on the time and location of the neighborhood meeting. The meeting may be held in the Wheat Ridge Municipal Building Conference Room, or any other location the applicant desires. There is a $100 fee for the meeting, and an additional 50 -cent fee for each page of mailing labels provided to the applicant (average is about $243). Staff will be present at the meeting to answer any zoning, land use, and process related questions. However, the applicant will lead the meeting and inform the audience about the proposal. Application Once the neighborhood meeting is complete, a formal application may be submitted. The SUP application will be assigned a case number and case manager. The case manager will be the applicant's point of contact at the City for the duration of the case processing. The case manager will review your case, and sent it out on referral to City and outside agencies for review. The referral period is 15 days, during which time all departments and agencies may submit comments on the application. These comments, as well as those from the case manager, may require modifications to the application. Once review of the application is complete, the property must be posted. This posting lasts 10 consecutive days and requires a sign to be posted on the property. Additionally, the Community Development department will send out written notification of the SUP request to all property owners within 300 -feet of the subject property. If no legitimate complaints are received during this posting period, the Special Use Permit application may be reviewed and decided upon administratively. If a legitimate complaint is received by the Community Development Department during this posting period, the Special Use Permit will be automatically forwarded to the City Council for a public hearing and decision. If the application is reviewed administratively and denied, the applicant can appeal the decision to the City Council. If the case is forwarded to City Council due to receipt of legitimate objections, or due to appeal by the applicant, the property must be posted again. This posting period lasts 15 consecutive days and will require a sign to be posted on the property. The Community Development Department will also mail out notification of the hearing to all property owners within 300 -feet of the subject site. At the public 4 hearing before City Council, the case manager will present the case, and based on an established set of criteria present evident to recommend the approval, approval with conditions, or denial of the Special Use Permit. The applicant, and the public, will be allowed to present evidence and provide testimony in support of opposition of the Special Use Permit. The City Council will then make a decision of approval, approval with conditions, or denial based on the testimonies provided by staff, the applicant, and the public. A 5 -foot tall lightning rod would be mounted on top of the monopole for an overall height of 125 feet. Wires would connect the antennas with equipment mounted to a new approximate six-foot tall by six-foot wide structure that would be placed near the base of the monopole and within the secured substation yard, see Appendix B. More specific information on the antenna is included as Appendix C. The equipment located near the base of the monopole would then be connected by buried power and communication lines to the substation's electric equipment enclosure. The location and height of the monopole prevent signal interference from surrounding lands and the existing 80 to 130 feet tall transmission structures and substation equipment, which includes 61 -foot tall dead-end structures, see Figure 2. Construction of the Project is targeted for early fall 2016 and will take approximately three weeks to complete. Figure 2 —View of Ridge Substation, Looking Southwesterly 2.0 Purpose and Need The purpose of the FAN is to provide the first step and key component to PSCo's new intelligent, integrated grid called the Advanced Grid that brings greater value to the experience of PSCo's customers. The Advanced Grid meets the needs of the customers by providing faster, efficient service and shorter, better -managed outages by connecting the electric grid with new energy devices and technologies. The FAN uses multiple layers of secure radio networks to provide wireless coverage across PSCo's electric grid. Intelligent devices installed on the grid connect to the wireless network and send information about current grid conditions to PSCo's control centers. Also in Sec. 26-204, the table for Agricultural and Public Facilities Districts Accessory Uses identifies "public utility lines and poles" as an Accessory Use. 3 Because the function of this Project is to directly improve electric and gas service and reliability by improving the switching, boosting, distribution and transfer of electricity, the Project should be considered an Accessory Use. 3.2 Adjoining Properties As shown on Figure 3, the properties surrounding the substation parcel are as follows: • The properties to the north, across the Regional Transportation District's light rail tracks and Ridge Road, are two vacant parcels zoned A-2 (Agricultural -2) and one vacant parcel zoned A-1 (Agricultural -1). • The properties to the east consist of commercial office/warehouse development on parcels zoned PID (Planned Industrial Dev) and I -E (Industrial — Employment), and one residence on a parcel zoned A-1 (Agricultural -1). • The property to the south consists of commercial office/warehouse development and zoned C-1 (Commercial -1). • The property on the west is vacant and located within the jurisdiction of the City of Arvada and zoned PUD -1 (Planned Unit Development Industrial District). 3.3 Potential Visual Impacts — The visibility of the Project would be buffered by the industrial setting and existing tall structures within the substation. The monopole's galvanized treatment is consistent with the treatment of the existing substation structures. 3.4 Lighting—The Project will not require any additional lighting. 3.5 FCC Compliance —The construction and operation of the Project is subject to Federal Communication Commission oversight and approval. 4.0 Alternatives Due to the logistical constraints associated with the communication signal and existing tall structures, there are no viable alternatives to the Project. 5.0 Mobile Antenna While PSCo acquires the necessary local and federal authorizations for the permanent installation, a mobile antenna may be required temporarily in the substation yard. The trailer mounted mobile antenna, see Appendix D, would be trucked in, set in place, and extended to the required height. Once the monopole is operational, the mobile antenna would be removed. 6.0 Conclusion PSCo strives to maintain safe, reliable electric service to its customers. Xcel Energy RESPONSIBLE BY NATURE Bringing Advanced Grid Intelligence and Security to Colorado Xcel Energy's Field Area Network (FAN) Xcel Energy is standing on the threshold of an energy evolution. A key component of this evolution is creating an intelligent, integrated grid that brings greater value to our Colorado customers' experience. Today's grid reliably delivers electricity to our homes and businesses. Our goal is to build Advanced Grid Intelligence and Security—"Advanced Grid"—to provide faster, efficient service and shorter, better -managed outages by connecting the electric grid with new energy devices and technologies. The first step in our Advance Grid is implementing our Field Area Network (FAN). What is FAN? The Field Area Network (FAN) is a wireless communications system that connects Xcel Energy's control centers with intelligent, integrated grid devices that enable remote monitoring and control of the electric grid. How does FAN work? The FAN uses multiple layers of secure radio networks to provide wireless coverage across Xcel Energy's electric grid. Intelligent devices installed on the grid connect to the wireless network and send information about current grid conditions to our control centers. In turn, the control centers can respond to changing grid conditions by sending commands to intelligent, integrated field devices through the FAN. FAN serves as the building block for private, fast, secure and two-way communication between our substations and field devices, and up -to and including new planned Advanced Metering Infrastructure (AMI). AMI includes many components, including new intelligent meters for our Colorado customers. What are the benefits of FAN for Xcel Energy's electric customers? FAN will enable two-way communication between various components on the grid. For example, intelligent switches installed on high-voltage lines will "talk" to each over the FAN working as a team to automatically isolate electrical faults and shorten electrical outages. Sensors on field devices will pinpoint a disruption on a line reducing the time it takes to make the repair. A software application operating over the FAN will regulate devices to manage overall system voltage, and help control electric demand and energy consumption. This software also will allow us to integrate more renewable energy sources onto the grid. Additionally, when an advanced meter is installed on a customer's home, the FAN will automatically notify Xcel Energy when the residence loses or regains power. This will help us pinpoint outages and deploy repair crews in the most efficient manner possible. How does Xcel Energy plan on implementing FAN? Currently, we are working with cities in the metro area to launch our FAN network by installing 17 FAN devices. We are siting 15 within our existing substations. Some equipment will attach to existing towers, while others will be installed on new monopoles.
