Mayor DiTullio called the Study Session Meeting to order at 6 30 P m The meeting was held
at the Wheat Ridge Recreation Center, 4005 Kipling Street. Councilmembers present: Karen
Adams, Karen Berry, Dean Gokey, Lena Rotola, Wanda Sang, Larry Schulz, Mike Stites, and
Terry Womble Also present: Deputy City Clerk, Christa Jones, City Manager, Randy Young,
Deputy City Manager, Patrick Goff; and interested citizens

Larry Schulz distributed Jefferson County Synopsis of 07-12 TIP
Mr Schulz asked if Council would be interested in inviting Jefferson County Commissioner
Kevin McCasky to speak about a County Regional Transportation Authority, which would be
funded by 'h cent sales tax. Council agreed to invite Mr McCasky

Safety on 44th Avenue, Yarrow Street to Field Street
SUBJECT:
On March 29, 2006 some members of City Council and Staff met with residents that live
along 44th Avenue, between Yarrow Street and Clear Creek, to discuss the volume and
speed of traffic on 44th Avenue and the impact of the traffic on pedestrians The
neighborhood residents suggested several short term and long term solutions that might
address their concerns. Most of the suggested improvements will require study, research
and/or preliminary design before Staff can properly assess their viability This matter has
been placed on the June 5, 2006 City Council Study Session for City Council briefing
One of the suggested short term solutions is currently in process City Council budgeted
funds for installation of speed boards for two locations this year The Police Department and
Public Works Department prioritized locations for speed boards earlier this year and 44th
Avenue, between Wadsworth and Field Street, was one of the locations chosen for speed
board traffic calming this year Current plans call for installation of a speed board east-bound
east of Dudley Street and a speed board west-bound west of Carr Street in early June
I will keep you apprised of the progress in reviewing traffic calming alternatives for 44th
Avenue

SUBJECT: Staff Report - W 44th Ave Citizen's Group
On March 29, 2006 I attended a neighborhood meeting regarding traffic issues and
safety on W 44th Ave between Yarrow St. and Field St. During that Meeting I discussed
the Wheat Ridge Police Department Traffic Units response to suggested short term
solutions to the problem
. Flashing Speed/"Slow Down" lights on both sides of W. 44th Ave.
Response - Permanently mounted lights are scheduled to be installed at this
location in June of this year I will arrange to have the portable speed boards
placed in the area for several days each month until the permanent signs are in
place
. Enhanced pedestrian signage and cross walk stripping on W. 44th Ave.
Response - This is being addressed by the engineering dept.
. School light flashing at 11 :30 when lunch is in progress at Wilmore-Davis.
Response - This is also being addressed by the engineering dept.
. Traffic officer on W. 44th Ave. during all high volume traffic times.
Response - This section of roadway currently receives the highest priority from
the WRPD Traffic Unit. Speed enforcement is conducted at this location at least
one hour per day Monday through Friday Many days the enforcement level is
higher Patrol officers provide enforcement during the weekends as time permits.
Due to current staffing and call loads, the only way possible to guarantee
enforcement during all high volume traffic times would be through the use of
overtime and assignment of off-duty officers. Observations by the traffic unit
officers have indicated that the speed issue is not the greatest during the high
volume times of rush hour as the traffic congestion tends to keep the speeds
down. We have concentrated our enforcement efforts to the times the school
zones are active and during the mid-day hours when pedestrian traffic is
heaviest.
A review of accident statistics from the area shows the following
. From 2002 through 2005 the section of W 44th Ave from Yarrow St. to Field St.
had 74 reported accidents. An average of 18.5 accidents per year
. From 2002 through 2005 a comparable section of W 44th Ave from Jay St. to
Vance St. had 78 reported accidents. An average of 19 5 accidents per year
. A high accident location, the intersection W 44th Ave. and Kipling St., averaged
41.25 accidents per year over the same 4 year period
There is nothing to indicate a higher than average accident rate for this section of
roadway
