HomeMy WebLinkAbout6-22-23 FINAL MOP WR LanesLIQUOR AUTHORITY MEETING CITY OF WHEAT RIDGE, COLORADO 7500 West 29th Avenue, Municipal Building June 22, 2023 This meeting was held in person, in the city council chambers located at 7500 W. 29th Avenue, Wheat Ridge Colorado 80033. Chair Richards called the Liquor Authority Meeting to order at 9:00 a.m. Liquor Authority Members present: Lenny Ortiz, Tony Romano, Cynthia Shaw, Morgan Richards, Brian Rollo, Clarence Fullard, Juanita Stites, Edward Volk Also present: City Clerk, Steve Kirkpatrick: Deputy City Clerk, Robin Eaton; Detective Hemmings; Administrative Assistant, Becky Blaser PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA APPROVAL OF MINUTES for June 8, 2023 Motion by M Stites to approve the minutes of June 8, 2023, seconded by M Fullard, motion carried 5-0-3 with M Volk, Shaw, and Ortiz abstaining Item 1. Chair Richards introduced Item 1. Issue Application for Permanent Modification of Premises for The 13th Frame LLC. d/b/a Wheat Ridge Lanes, 6595 W. 38th Avenue, Wheat Ridge, CO 80033 Deputy Eaton gave the staff report stating that WR Lanes would like to increase their outdoor patio area to include a larger portion of the parking lot and that the building/zoning department had approved his plans to do so. C Richards asked for anyone wishing to speak – There were none Discussion on the item M Romano asked about the diagram in relation to where the sidewalk was located. C Richards asked for a motion Motion by M Fullard to approve the application for Permanent Modification of Premises for The 13th Frame LLC. d/b/a Wheat Ridge Lanes, 6595 W. 38th Avenue, Wheat Ridge, CO 80033, for the following reasons: (1) All applications and fees required by statute have been filed and paid. (2) The applicant is in possession of the property (3) The applicant is in compliance with the applicable zoning laws. (4) The applicant is in compliance with the distance prohibition in regard to any public or parochial school or the principal campus of any college, university, or seminary. Seconded by M Ortiz and without deliberation, the motion carried 8-0 CITY CLERK’S MATTERS DCC Eaton spoke on the new Retail Establishment complimentary alcohol permit, how it will be applied for and by what types of businesses, along with establishing a local city fee for the permit. Discussion ensued with the Board on topics to include but were not limited to: • Fees to be set by the board for a local permit to cover actual and necessary expenses • Any additional rules to be addressed by the board • Including tips training requirements for the permittees and Staff • LLA Hearings and Posting requirements for the permit • Art, Retail applications must be submitted 30 days prior to first event • Dates for amended, approved applications being heard or processed administratively CITY ATTORNEY’S MATTERS -none POLICE DEPARTMENT MATTERS – none LIQUOR AUTHORITY MEMBERS MATTERS - none Discussion on the item was unanimously continued by the Board until June 29, 2023 as a special meeting being held in person, in council chambers.
