The attached letter states as such; I was going to send it this week. I was contacted by Jeremy Hayes in October regarding an extension which was granted until December 2 but that date has since passed and I hadn't heard anything from him regarding a resubmittal. At this stage, it would be helpful to have a formal pre-application meeting with Planning and Engineering to better understand your intentions for the project/property moving forward. It was my understanding that there were engineering and drainage challenges. If you have any updated drawings or proposals you would need to provide them prior to that meeting. I know that Lan was trying hard to come with an underground solution, but given the incredibly slow rate of infiltration (even if over-excavated) the basin may just fill up and hold water for days, weeks or even longer, creating a very bad situation for the future owner(s) of Lot 2. 1 agree with Ms. Smith that a different design such as an above-ground standard extended detention basin lying within a separate tract from Lot 2 seems to be more appropriate for this site. The perc rate for that soil is in the range of 0.0625 to 0.25 in/hr. I called Dave Brossman at the city and discussed the determination with him and he indicated that the rate would be too low to support the design of the underground detention chamber that is being proposed. The plan of enlarging the chamber and/or adding more amended soil will not compensate for the slow drainage from the claystone and since there is no way of adding an outlet that will daylight from the chamber, we are recommending that a new design is needed and that the underground detention chamber is not going to function properly at this site. Rename plat title to "Hayes Subdivision" and add the word "PREVIOUSLY" to the sub-title. 2. OWNERS' CERTIFICATE: a. Correct punctuation as redlined. b. Add LOTS (plural, to first word of third paragraph). Add "SUBDIVISION" to same sentence as redlined. 3. PW suggests identifying the "NW COR SW '/1 SEC 25" as "W. 14 COR. SEC. 25" for clarity. 7. Identify the west line of the sixteenth corner as redlined. 8. The easterly coordinate of the Point of Commencement appears to be somewhat masked by the graphics window. 9. Identify the Basis of Bearing as redlined. 10. Add a north arrow and scale bar. 11. The easterly coordinate of the SE COR. NE /4 SW /4 SEC. 25 appears to be in error. 12. Show easements adjacent to property. 13. LOT 1 a. According to the Drainage Plan a "STORMWATER DRAINAGE EASEMENT" shall be required in this area (for the proposed storm pipe & inlet) - see redlines. b. The .6L5 callout at the SE corner of the lot points to an easement line and the proposed lot line - it is not clear exactly what is being dimensioned. Perhaps an enlarged detail may be necessary. c. Does the water easement continue across the SE corner? d. The SE corner of the lot is confusing - perhaps an enlarged detail would be in Hayes Subdivision_6675 W29th Ave_Review-1.docx Public Works Engineering September 28, 2018 Page 3 order here. 14. LOT 2 a. Rename the "25' DRAINAGE EASEMENT" to "25' STORMWATER DRAINAGE EASEMENT" to correlate to the Developed Drainage Plan. b. Need to add "Drainage" to the "30' UTILITY EASEMENT" due to overland curb flow and emergency release from proposed ADS system. 15. LOT 3 a. Extend the Emergency Access Easement to the limits of the pavement. b. Move the "lot line hereby removed" note so as to point to both northerly lines. 16. LOT 4 a. Label lot lines to be created by this plat. b. Move the southerly lot line callout one way or the other to not obscure linework - see redlines. CIVIL ENGINEERING Final Drainage Report (Narrative): 1. On page 3 under the Proposed Project Description, the last sentence should probably be moved to the first sentence of the paragraph. 2. On page 4 under the Historic Drainage System section, double-check the statement made in the first sentence as it seems the intent was to reference "Sloan's Lake" rather than Clear Creek. 3. The following comments pertain to the Proposed (Developed) Drainage System section: a. Under the Criteria section: i. Provide geotechnical information in this Report to support this proposal and how this design will function both in the short and the long-terms. Describe how the anticipated 2"/hour is derived, without actual test information. If the material to be used is imported, then fully describe the material including sieve analysis. The material surrounding the ADS system also needs to be discussed (again from the geotech) to ensure the underground reservoir will eventually drain. ii. Provide the anticipated length of time needed to fully drain the ADS system for the Minor and Major Storm events. Also, provide the depth of the local high water table from the ADS system bottom. iii. Renumber section #2. b. Under the Off-Site Drainage section, the peak runoff is shown in a table. How is this offsite runoff handled? Is it allowed to by-pass the proposed WQ facility? If, so by what means? c. The following comments pertain to the Volume section: i. Provide the ADS design worksheet for the MC-3500 in the Appendix. ii. Provide a description of the system in this narrative. Is it one chamber, two chambers, is an isolator row to be used, provide the length and height of the chambers, etc. Hayes Subdivision_6675 W29th Ave_Review-1.docx Public Works Engineering September 28, 2018 Page 4 iii. Include test information that confirm the 2.5"/hour is actually to occur. Also include the calculations for the safety factor for future readers to understand how the 2"/hour release rate was determined. Final Drainage Report (Appendix): 1. Need to include the following in the Appendix: a. The calculations/spreadsheet from ADS showing the system has been properly designed. b. Include the actual ADS design drawings for the StornaTech system. Drainage Plan: 1. Rename the 25' Drainage Easement to "25' STORMWATER DRAINAGE EASEMENT" to directly correlate to the Final Plat. 2. Need a Stormwater Drainage Easement for the area around the pipe and inlet. 3. Provide the size, type, LF, and grade of the proposed pipe. 4. Rename the "30' WATER ESMT." to "30' DRAINAGE & UTILITY EASEMENT" to correspond to the Final Plat. 5. Please provide to-scale cross-sections for A-A through C-C at the locations shown. 6. Please revise the Lot identifications. Please include one PDF and one AutoCAD (2015 or older) DWG file of the Final Plat and one PDF of all revised Civil Documents with the next submittal. OTHER REOUIREMENTS: 1. Subdivision Improvement Agreement: Prior to the issuance of any Building or Right-of-Way Construction Permits or the commencement of any construction activities, a Subdivision Improvement Agreement (SIA) shall be executed by the project owner/developer. The project owner/developer will need to contact the Dept. of Community Development at 303.235.2846 to obtain a copy of the SIA template. Please note that an approved engineer's itemized cost estimate for the public improvements will be included in the SIA (refer to Other Requirement #3 below). SIAs are recorded at the Jefferson County Clerk & Recorder's Office with the Final Plat. 2. Public Improvements Cost Estimate & Guarantee: Upon acceptance of the Itemized Engineer's Cost Estimate, an Irrevocable Letter of Credit (ILOC) in the amount of reflecting the total amount of the approved cost estimate plus 25% (125% of the total estimate) shall be submitted by the owner/developer for review and approval at the time of SIA submittal. The total amount required for the Irrevocable Letter of Credit will be determined upon approval of the cost estimate. The ILOC shall remain in force for the entire duration of the Hayes Subdivision 6675 W29th Ave_Review-1.docx Public Works Engineering September 28, 2018 Page 5 project, and the City reserves the right to request the ILOC be renewed if deemed necessary. A photocopy of both the itemized cost estimate and ILOC will be attached to the SIA and recorded at the county. 3. 2-Year Warranty Period and Guarantee for Public Improvements Upon completion of all public improvements and Final Acceptance has been granted by the City Inspector, the original Irrevocable Letter of Credit shall be surrendered. At that time a 2-year warranty period for the completed and approved public improvements shall commence. If at any time during said 2-year Warranty Period the City Inspector deems that the constructed public improvements are in such condition as to require repairs or replacement, the Developer shall complete such work upon request. Upon commencement of the 2-year Warranty Period, a 2nd Letter of Credit in the amount of 25% of the original itemized engineer's cost estimate shall be submitted to the City of Wheat Ridge and be dated as to expire on the 2-year anniversary of the Warranty Period commencement date. The City shall retain said Letter of Credit for the entire 2-year Warranty Period. Upon completion of the 2-year Warranty Period, the 2nd Letter of Credit shall be surrendered by the City of Wheat Ridge. 4. Right-of-Way Construction Permit(s)/Licensing: a. ROW Permits. Prior to any construction within the public right-of-way (ROW), the necessary Right-of-Way Construction Permit(s) and respective licensing will need to be submitted for processing by the City. Right-of-Way Construction Permits are issued by the City only after approval of all required technical documents, including but not limited to, the Final Drainage Report & Plan, Final Plat, Final Development Plan, Traffic Impact Study, Storm Sewer Plans, Street Construction Plans, Grading & Erosion Control Plan, Traffic Control Plan, and easement or ROW dedications b. Licensing. All work within the public Right-of-Way shall only be performed by a municipally-licensed contractor. 5. Drainage Certification Letter/ As-Built Plans: Please note the following items required prior to the issuance of the first Certificate of Occupancy for the subdivision: a. Drainage Certification: Upon completion of the drainage improvements, the Engineer-o f-Record shall provide to the City of Wheat Ridge a written, signed and sealed Drainage Certification Letter (DCL) stating that the overall site grading was completed per the approved Grading and Drainage Plans, all drainage facilities were constructed per the approved construction plans and shall function as defined in the approved Final Drainage Report/Plan, and that the site has been accurately surveyed to confirm that the grading and construction of all drainage facilities was completed in accordance with these documents. The DCL shall be submitted to the City for review and approval, and shall be accompanied with As-Built Plans on the Current City Datum for all constructed drainage facilities prior to issuance of the first Certificate of Occupancy. b. The Wheat Ridge Sanitation District has no objections with the proposed development conditional on the items identified herein are fully addressed. The following are general requirements for sanitary sewer service. Rules, Regulations and Standards of the District must be complied with at all times. The subject lot is entirely within the service and boundary area of the Wheat Ridge Sanitation District. Treatment of sewage generated within the Wheat Ridge Sanitation District is provided by Metro Wastewater Reclamation District. Existing District Sanitarv Sewer Mainline(s) Wheat Ridge Sanitation District has the following sanitary sewer mains in the vicinity of the proposed property: • 8-inch mainline running west to east, south of the referenced property within 29th Avenue • 6-inch mainline running north to south, east of the referenced property within Newland Street It appears the property may be serviced by gravity flow; however, the owner/developer is responsible for determining horizontal locations and vertical depths of the existing sanitary sewer main(s) to verify if gravity flow is feasible or if a private individual sewage ejector (lift station) is required. Each property must front the District mainline and each unit must have an individual tap to the District's mainline. The issuance of a sewer tap permit by the District does not in any way guarantee that the property can be served by gravity flow. No sump pump connections to District facilities are allowed. Utilitv Locates It is the developer's responsibility to provide the District, to Martin/Martin Inc., an ASCE Utility Quality B utility locate mapping stamped by a Colorado PE as required in Colorado Senate Bill 18-167 and ASCE 38 standards. Depending on the design, an ASCE Quality Level A supplemental survey may be required which necessitates physical contact and survey of the existing utility at crossings.
