March 19, 1970
The thirty-seventh regular meeting of the Wheat Ridge City Council
was called to order at 7~3o p.m. in the Wheat Ridge Council Meeting
Room by Mayor Albert E. Anderson.
Aldermen attending were: Robert Howard, Calvin Hulsey, Dana Bowling,
Jack Bramble, Ray Pepe and Joseph Donaldson.
Others attending were Mayor Anderson, Clerk Louise Turner, City Attorney
Maurice Fox, representatives of the Wheat Ridge Fire Department and
interested citizens.
Ordinance No. 26 pertaining to transient sellers was introduced for second
readlngEhd read.
After discussion by the Council, the following people spoke in opposition
to the Ordinance:
1. Charles Carless, 5430 Conley Way, Denver.-of the Colorado
Association of Direct Sales.
2. Vern Gookin, 6495 Happy Canyon Road, Denver-Regional Distributer
for Filter Queen.
3. John Lorenzo, 6644 South Lakeview, Littleton-of Culligan
Water Softening Service.
40 Steve ~iftmeyer, 2930 Vance-Vice President and General Manager
of Wilmore Nurseries.
5. Leonard Voungworth, 3267 Pierce-from Fuller Brush Company.
6. Kathleen Sprague, Avon-Representative.
7. Mr. Dahlberg, 2630 King, Denver-of the Watkins Company.
8. Others were present who expressed a desire to speak.
The general consensus of opinion was that it would penalize the honest
door to door salesman, and would not affect the "con man." This would
also result in more mail and more phone calls and that perhaps a better
solution would be an imformed citizenry.
The following Motion was made by Alderman Bramble "I move that Council
give this Ordinance back to the committee of Aldermen Howard, Bowling,
and Donaldson for further study." Motion was seconded by Alderman Don-
aldson and passed 6-0.
Ordinance No. 31 which was continued from March 5, 1970 was brought
up for discussion.
The following Motion was made by Alderman Howard "I move that Ordinance
No. 31 be amended and that the Clerk read the Ordinance in full as
amended." Motion was seconded by Alderman Hulsey and passed 6-0.
The following Motion was made by Alderman Howard"I move that the Ordinance
be amended by deletingin Section 3, b, viii, the words 'no more than
one-fourth (1/4) inch in diameter and one and three-fourths (1 3/4)
inches in length' and the addition of a semi-colon after 'pop bottle
rockets!" Motion was seconded by Alderman Donaldson and passed 6-0.
The following Motion was made by Alderman Donaldson "I move that Section
5 be deleted and the sections following it be renumbered." Motion was
seconded by Alderman Bowling and passed 5-1 with Alderman Pepe voting
"nay."
The following Motion was made by Alderman Bowling "I move that 25
changed to 24 in Section 2 and 25 be changed to 24 in Section 3 "
was seconded by Alderman Howard and passed 5-1 with Alderman Pepe
"nay."

Two letters were read--one from Stewart Smith, Chairman of the Clear
Creek Medical Society, approving sparklers, snakes and smoke bombs
only, and a second letter from Marian R. Leland, 4210 Balsam, asking
that all fireworks be prohibited.

FAvoring ths sals of fireworks as a money making projsct for De Molays
was Gene Ideker, 2525 Moore.
Marc Lepore asked that the age for a stand supervisor be lowered.
Keith Mathews of Galaxy Distributors asked that the Ordinance be
passed as written.
Gerald Rose of Whsat Ridge Fire Department recommended banning fireworks
and stated the taxpayers of Wheat Ridge lose more than is made by
citizens in Wheat Ridgeftom sales. He gave figures on damages and injuries.
The follOWing Motion was made by Jack Bramble "I move that Ordinance No.3l
be defeated on first reading." Motion was seconded by Alderman Hulsey
and died in a tie vote with Alderman Howard, Bowling and Donaldson voting
"nay."
The following Motion was made by Alderman Bowling "I move that Ordinance
No. 31 pertaining to fireworks be passed and be ordered published and
posted." Motion was seconded by Alderman Howard and tied 3-3 with
Aldermen Pepe, Bramble and Hulsey voting "nay." Ordinance was declared
defeated by a tie vote.
Financial Report was given by Dr. Fred Wolf. He presented the remainder
of the purchasing manual-not previously presented. Council accepted
the report for study.
Ordinance No. 34 pertaining to trees was discussed but not introduced.
Edgar Johnson speaking as a consultant to the Park Commission recommended
that Council appoint a tree committee which would be separate from the
Park Commission.
Mr. Johnson, Dr. James Feught of C.S.U., Steve Driftmeier of Wilmore
Nurseries, Mr. Vernon True of the Men's Garden Clubs all felt the
Ordinance was necessary and well written, but needed minor changes in
wording. All four men and others present were Willing to serve on a
tree committee.
The following Motion was made by Alderman Bramble "I move that a committee
be appointed to rewrite Ordinance No. 34 for control of planting and
maintenance of trees and that the committee be made up of the follOWing
people:
1. Larry Watson
2. Mr. Vernon True
3. Myron Nixon
4. Guy Fox
5. Dr. James Feught
6. Steve Driftmeyer
and with Karl Schulhoff to be technical advisor." Motion was seconded
by Ray Pepe and passed 6-0.
The following Motion was made by Alderman Donaldson "I move that the
City negotiate a two month lease for a shop area for Public Services."
Motion was seconded by Alderman Bowling and passed 6-0.
Meeting was adjourned at 12:00 a.m.
