ORDINANCE NO 629
Series of 1985
TITLE: AN ORDINANCE REPEALING AND REENACTING SECTION 2-19(d) OF THE
CODE OF LAWS OF THE CITY OF WHEAT RIDGE RELATING TO THE DUTIES AND
RESPONSIBILITIES OF THE PERSONNEL COMMISSION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE,
COLORADO:
Section 1. Section 2-19(d) of the Code of Laws of the City of Wheat Ridge
is hereby repealed and reenacted as follows:
(d) A purpose of this section is to allow for the establishment of a
rules and regulations manual which shall be adopted by a vote of
majority of all the city council members. Such rules and regulations
manual will be consistent with the following principles:
(1) Recruiting, selecting and advancing employees on the basis of
their relative ability, knowledge, skills and performance on the job,
including open competition of qualified applicants for initial
employment;
(2) Training employees as needed to assure high-quality performance;
(3) Retaining employees on the basis of the adequacy of their
performance, correcting inadequate performance and separating
employees whose inadequate performance cannot be corrected.
Section 2. Severability. If any clause, sentence, paragraph, or part of
this ordinance or the application thereof to any person or circumstances
shall for any reason be adjudged by a court of competent jurisdiction
invalid, such judgement shall not affect, impair, or invalidate the
remainder of this ordinance or its application to other persons or
circumstances.
Section 3. Safety Clause. The City Council hereby finds, determines, and
declares that this ordinance is promulgated under the general police power
of the City of Wheat Ridge, that it is promulgated for the health, safety,
and welfare of the public, and that this ordinance is necessary for the
preservation of health and safety and for the protection of public
convenience and welfare. The City Council further determines that the
ordinance bears a rational relation to the proper legislative object sought
to be attained.
Section 4. This ordinance shall take effect 15 days after final
publication.
INTRODUCED, READ, AND ADOPTED on first reading by a vote of 8 to 0
on this24thday of June, 1985; ordered published in full in a newspaper of
general circulation in the City of Wheat Ridge and Public Hearing and
consideration on final passage set for July 22 , 1985 at 7:30 p.m., in the
Council Chambers, 7500 W. 29th Avenue, Wheat Ridge, Colorado.
