TITLE: RESOLUTION CONCERNING THE NEED FOR THE STATE OF COLORADO TO ACQUIRE
STANDLEY LAKE FOR PUBLIC USE AS A WATER RELATED OUTDOOR RECREATION
FACILITY
WHEREAS, the use of water related outdoor recreation activities now
available in the Denver urban area has adequately demonstrated the desirability
of such publicly owned leisure time facilities and the need for additional
fac i lit i es; and
WHEREAS, there exists in the northwest quadrant of the Denver urban area
the Standley Lake which provides a water surface area of approximately one thou-
sand (1000) acres which, along with surrounding land, could be placed in public
control for use as an open land and water related outdoor recreation facility;
and
WHEREAS, since 1957, when Standley Lake was first identified as a po-
tential regional outdoor park and recreation area in the Regional Park and Out-
door Recreation Plan, prepared by the Inter-County Regional Planning Commission,
the subsequent updates of that plan have all singularly recommended the acqui-
sition of the Lake and surrounding land area for public park use; and
WHEREAS, in 1975, the Colorado Division of Parks and Outdoor Recreation
commissioned a study of the feasibility of developing the Standley Lake for pub-
lic outdoor recreation use, which study has been completed and concludes that
the Lake surface and approximately 1,750 acres of surrounding land should be
added to the Colorado State Park system; and
WHEREAS, there is concern among local agencies that the recreational
water uses of the Lake should not conflict with Standley Lake's continued use
as a domestic water facility; which concerns can be recognized and met through
State acquisition of a minimum conservation pool at the Lake; and
WHEREAS, there is an expectation that continued growth and development
of the land area in the vicinity of the Standley Lake will inexorably encroach
upon the currently available land surrounding the Lake, making future acquisi-
tion and use increasingly difficult and expensive; and
WHEREAS, the City Council of the City of Wheat Ridge recognizes the
growing urgency to formulate a plan of action to preserve and protect Standley
Lake and the adjacent lands for public outdoor recreation use, and to develop
the area for such use at the earliest practical date and wishes to join with
other local governments, and public interest groups in declaring its support
to the achievement of this desirable objective.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Wheat Ridge hereby declares that the best interest of the citizens of this
community would be well served by action on the part of the Colorado State
Assembly and the Colorado State Parks Board to take expeditious and appropriate
action to acquire and develop the surface of the Standley Lake and appropriate
surrounding lands for a State public use outdoor recreation facility.
DONE AND RESOLVED by a vote of 6 to 0 on this 11th day of
