RESOLUTION NO. 1039
Series of 1987
TITLE:
URGING THE STATE HEALTH DEPARTMENT TO DENY A PERMIT
FOR A TEST BURN AT ROCKY FLATS UNTIL PROVEN SAFE.
WHEREAS, the Rocky Flats nuclear weapon facility has
proposed the nation's first incineration test for low level
radiation and chemically hazardous wastes; and
WHEREAS, there is no similar facility in the United
States located within such close proximity to a huge metropolitan
area containing over one and one-half million people; and
WHEREAS, the environmental impact of these trial
burns has not been thoroughly studied and could adversely affect
the health of hundreds of thousands of people in the Denver area;
and
WHEREAS, there is not available any information on
possiblp hpalth risks from such a process; and
WHEREAS, vital questions need to be answered
concerning:
1) the amount of radioactive emissions produced by test
burning;
Z) the potential for the release of radioactive gases and
particulates into the atmosphere;
J) the diverslty of wastes proposed for eventual
incineration;
4) the potential incrpaspd health risks from airborne
contaminants; and
5) possible alternative methods to deal with radioactive
wastes;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF WHEAT RIDGE:
Section 1. That the City Council urges the Colorado
Department of Health to deny issuance of a permit for a test burn
at Rocky Flats until all concerns about the health risks from these
radioactive emissions have been answered.
Section Z. That the Clerk of the City of Wheat Ridge shall
attest and affix the seal of the City of Wheat Ridge to this
resolution, and that a ~opy hereof be transmitted to the Colorado
Department of Health, with copies sent to the Honorable William
Armstrong, the Honorable Tim Wirth, the Honorable Patricia
Schroeder, the Honorable David Skaggs, the Honorable Ben Campbell,
the Honorable Hank Brown, the Honorable Joel Hefley, the Honorable
Dan Schaefer, the Honorable Roy Romer, the Honorable Charles C.
Winburn, Mayor of Northglenn, the Honorable Linda Shaw, Mayor of
Lakewood, the Honorable Robert G. Frie, Mayor of Arvada, the
Honorable Walter P. Spade, Mayor of Broomfield, the Honorable
George Hovorka, Mayor of Westminster, the Honorable James T. Brown,
Mayor of Golden, the Honorable Nelson McNulty, Mayor of Edgewater,
the Honorable Linda Jourgensen, Mayor of Boulder, the Honorable
Federico Pena, Mayor of Denver, the Honorable Ted Asti, Mayor of
Superior, the Honorable Herm Fauson, Mayor of Louisville, the
Honorable Bob Burger, Mayor of Lafayette, the Honorable Victor
Smith, Mayor of Erie, the Honorable Ronald Stewart, Chairman,
Boulder County Commissioners, the Honorable Rich Ferdinandsen,
Chairman, Jefferson County Commissioners, and to the United States
Department of Energy.
