HomeMy WebLinkAboutResolution-1996-1549 RESOLUTION 1549 TITLE: A RESOLUTION CLARIFYING AND SETTING THE SCOPE AND DUTIES OF THE COMPREHENSIVE PLAN REVIEW COMMITTEE. WHEREAS, the City Council of the City of Wheat Ridge is the policy making body of the City of Wheat Ridge according to the City Charter, and; WHEREAS, the City Council has recognized that the City's Comprehensive Plan is outdated and needs to be reviewed and updated, and; WHEREAS, the City Council has appointed a citizen committee representative of the City of Wheat Ridge. Planning Commission, Parks and Recreation Commission and City Council also rely on the Plan and have selected a representative from each to seNe on this committee This committee is hereafter known as the Comprehensive Plan Review Committee. WHEREAS, the City Council has authorized the hiring of a consultant to work with the committee in reviewing and updating the Comprehensive Plan, and, WHEREAS, there seems to be some confusion as to the extent of the duties of the Comprehensive Plan Review Committee, and, WHEREAS, it was not the intention of the City Council to throw out the old Comprehensive Plan and start over, thereby changing the character, uniqueness and quality of life within the City, and, WHEREAS, the City Council feels the duties and responsibilities of the Committee should be clearly outlined, NOW, THEREFORE, LET IT BE RESOLVED THAT: The duties of the Comprehensive Plan Review Committee (CPRC) are as follows The purpose of the CPRC is to involve the citizens of Wheat Ridge in an update of the Comprehensive Plan. The CPRC is an advisory committee to the City Council, recommendation will also go to the Planning Commission, who is also an advisory committee to the City Council. The members of the Committee shall provide guidance regarding the Plan's review and updating, as to reflect the changes in the City All meetings of the CPRC shall be open to the public and all decisions of the CPRC shall be taken in public meetings by majority vote Agendas must be distributed to CPRC members and to City Councilmembers in advance of the meetings Minutes of all meetings shall be kept and approved at the next meeting. Copies are to be provided to City Council after approval. Two meetings per month may be held. At the discretion of the Chairperson, and with approval of the committee, additional meetings may be held. At the beginn ing of each meeting as a regular agenda item citizens comments will be heard on items not on the agenda. Citizens may also make comments and give input on agenda items as they are taken up by the comm ittee. Members should make every effort to attend meetings and feel free to participate openly Each member's input is valuable and important to the final product of the plan Any member missing 25 percent (25%) of the meetings will be replaced at the discretion of the City Council. The City of Wheat Ridge has hired the firm CMI based on the approval of the City Council and the CPRC. The firm shall. Assist the committee in the process of reviewing and updating the Comprehensive Plan All committee meetings shall be conducted by the Chair Submit a statement of accounting monthly through the City Administrator for distribution to the City Council for time and charges similar to the City Attorney's monthly billing statements As outlined in the Wheat Ridge City charter CMI shall report to the City Administrator, who will forward all reports to the City Council The City Council is committed to an inclusionary process. Therefore, it is recommended that the CPRC establish Planning areas consistent with the City Council district boundaries as one tool to ensure active involvement by citizens of Wheat Ridge in the review and updating of the plan The resultant plan should reflect: The zoning changes and current development of vacant land A reference to the Parks Master Plan. Transportation as it exists now and futuristic goals. All statistics that are available at the time of the adoption, and a means of updating statistics in the future Other items as the committee recommends.
