RESOLUTION NO 1619

TITLE
A RESOLUTION REFERRING A BALLOT QUESTION TO THE VOTERS OF
THE CITY AT THE NOVEMBER 4, 1997 GENERAL MUNICIPAL
ELECTION, CONCERNING AN INCREASE IN THE SALES AND USE TAX
RATE FOR PURPOSES OF CONSTRUCTION AND OPERATION OF A
RECREATION CENTER
WHEREAS, there will be a general municipal election in the City of Wheat Ridge,
Colorado on November 4, 1997, and
WHEREAS, the City Council has determined that there IS a need for a public
recreation center to serve residents of and visitors to the City, and
WHEREAS, the recreation center will require funding from additional sources In order
to be constructed and operated, and
WHEREAS, the City Council wishes to refer a ballot question to the voters of the
City at the November 4, 1997 general municipal election for this purpose
NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge City Council, that the
following ballot question be referred to the voters of the City of Wheat Ridge, Colorado at
the November 4, 1997 general municipal election
Shall the City of Wheat Ridge, Colorado, for the purpose
of constructing and operating a public recreation center
with activities for all ages Including indoor warm water
leisure pool, Indoor lap pool, Indoor walklrun track,
gymnasium, aerobics room, weight training area,
racquetball courts, climbing wall, and meeting/banquet
facilities, be authorized to levy and collect an increase of
y, % in the retail sales and use tax rate Imposed by the
City, such Increase to be effective January 1, 1998 and
terminating on December 31, 2002, or such date as a
total of $12,350,000 has been raised, whichever occurs
first, together with all amounts collected and/or owed by
vendors under such increased tax measure and received
by the City after such amount has been raised or such
date has been reached, and in connection therewith shall
the City be authorIZed to collect and retain all such
increased sales and use tax revenues, together with any

and all fees, charges or other revenues generated by the
recreation center In fiscal year 1998 and all subsequent
years, and to expend the same for purposes of
constructing and operating the recreation center, all
without regard to the fiscal year spending, revenue raising
or other limitations contained within Section 20 of
Article X of the Colorado Constitution?
