1he City Counnil Meetin~ was called to order by the Mayor at 7 30 p m
Councilmembers present Kent Davis, Tony FIasco, Doris Ibbison, Rod
Johnson, Larry Merkl, Moe Keller, Randy West, and Claudia Worth Also
present City Clerk, Wanda Sang, Acting City Administrator & Chief of
Police, Howard Jaquay, City Attorney, John Hayes, Public Works Director,
Ric Minetor, Director of Community Development, Charles Stromberg,
staff, and interested citizens
APPROVAL OF MINUTES of I'lay 11, 1987
Motion by Mrs Ibbison for the approval of the Minutes of May 11, 1987,
seconded by Mrs Keller, carried 8-0

of Wheat Ridge, County of Jeffer:son, State of Colorado
(Case No WV-87-1) (Josef & Augusta Faehnrich)
Council Bill 300 was introduced on second reading, title read by the
Clerk, Ordinance No 717 assigned Meredith Reckert presented the case
~usta Faehnrich was present and sworn in by the Mayor She stated the
property was given to the City by former owner, but did not know there
was to be a street She voiced concern that it would devaluate the
property Discussion followed Motion by Mr Davis for approval for
only the southern 15 feet for thefollowing reasons 1 It wouldaIlow
pedestrian access 2 It would allow emergency fire access, seconded
by Mr Johnson, carried 8-0

Council Bill 299 was intrOduced on secona reaain6 by Mr Merkl, title
read by the Clerk Meredith Reckert presented the case Present ana
sworn in by the Mayor were Daniel Schneiaer, 6 Twilight Drive, Lakewood,
and applicant Michael Schneider, 6530 W 30tll Avenue, who presented his
proposed development Rick Dewitt, 4100 E Mississippi, Denver, spoke
in favor of the developmen~--Speaking in opposition were Daniel J.
hinter, 3240 Parret, (passed out diagram he drew) Thomas L illorr~-
10780-W 32nd Avenue, Isabel Abbott, 10180 W 32nd Avenue, (passed out
petitions) Karla Nostas, 3500 Parfet Street, Sharon Winter, 3240 Parfet
Street Mr--n8yes stated that a legal protest had teen filed in this
case ana 6 affirmative votes would be required to pass this Bill
MJtion by Mr Merkl for approval of Council Bill 299 for the following
reasons Planning Co~~ission and staff recommend approval The
development is consistent with zoning laws and regulations in the City
of Wheat Ridge Zoning is consistent, seconded by Mr Davis, Failed 5-3
with Councilmembers Keller, West, and Worth voting No

1 There is unusual hardship due to the interrupted fronta8e on
Waasworth Boulevara and West 38th Avenue ~ Staff and Planning
Commission recommend approval, seconded by Mr West, carried 8-0
ORDINANCeS ON FIRST READING
Item~_ Council Bill jOl - An Ordinance awending and superceding
Grdinance No 483, Series of 1902, and Ordinance 522, Series of
1983, reyuiring submission of a Site Plan, and authorizing
specification of uses, within the Wadsworth Town Center and the
Kipling Activity Center as designated in the Wadsworth Town
Center and Kipling Activity Center Master Plans, and providing
a penalty for violation thereof
Council Bill 301 was introduced by Mrs Keller on first reading, title
read by Clerk, Moti2~ by Mrs Keller that Council Bill 301 be approved

Council Bill 302 was introauced by Mr Merkl on first reaaing, title
read by Clerk, Motion by Mr Merkl that Council Bill 302 be ajJprovea on
first readinb, ordered published, public hearing be set for Monday,
July 13, 19b7 at 7 30 p m in City Council Chambers, MunicijJal Bldg ,
and if approved on second reading, take effect 15 days after final
publication, seconaed by Mr west, carried 8-0
DECISION~ESOLUTIONS~ND MOTIONS
ltenj~ Resolution 1038 - setting fJrth investment policy and
guidelines for investment of city funds by the City Treasurer
Mr ~lal()ne explained the reasons for this resolution ~lotion by Mr
Merkl for the adoption of Resolution 1038, seconded by ~west, carried

authorized to hire a tem~orary employee to complete the Street
Ratings and enter this data into the existing computer program,
and that all costs associated with this be chaq,ea to account
number 31-303-b84, seconded by Mr Merkl, carried 8-0

Preventive Street Maintenance Pro~ram be awarded to
Intermountain Resurfacing, Inc in the amount of their bia of

costs to be charged to Account Number 31-303-884, seconded by

to Stevinson Chevrolet, Inc for the repair of Unit #23, to be
paid from Account #57-305-662, seconded by Mr Merkl, carried

Item-1~ Motion by Mr Davis to rescind Resolution 103U _ referring to
the Registered Ele~tors of the City of Wheat Ridge the
question of the proposed enactment of an Ordinance prOviding
for the imposition of a three percent (3%) tax upon sales made
within the City of Wheat Ridge, Colorado, seconded by Mr
fvlerkl Elise Brougham, 3355 C,Juay Street, read letter into the recoro
from Wheat Ridge United Neighborhoods approving the rescinding of this
resolution Mr Davis gave his reasons for bringing this back Motion
carried 7-1 with Mr West voting No

Jim Malone addressed Citizens Financial Advising Committee Council
gave-fvlrMalone criteria for this committee fvwtion by Mr Johnson to
get committee rrJerlJbers approval by June 22 ano group-meet with Council at
July Study Session, seconded by hr Merkl, carrIed 8-0
Larry Merkl addressed Regional Mobility Program There will be a
presentation by Ric Minetor and someone from the Governor's office on
June 22, 1987 Council Meeting Motion by Mr Merkl to put this on the
Agenda, seconded by Mr FIasco, carried 8-0

Rod Johnson asked what status of Zoning Department Computer system is
Econolliic Developwent Consultant will be weeting Tuesday, June 8, to go
over applicants from RFP's
Moe Keller addressed 13 semi-trucks parked on vacant lot adjacent to
Tabor Lake Inn
Asked for update on crossing guard at pool The answer was increased
patrol and citations for jay-walking
Addressed illegal fishing at lakes--could volunteers be used? Mr Hayes
replied that would be a liability
Motion by Mrs Ibbison for adjournment, seconded by Mr Merkl, carried
