HomeMy WebLinkAbout11/09/1987 MINUTES CITY COUNCIL MEETING CITY OF WHEAT RIDGE, COLORADO November 9, 1987 The City Council Meeting was called to order by Mayor-elect, Dan Wilde at 7 40 p m Present were Councilmembers Kent Davis, Tony Flasco, Doris Ibbison, Larry Merkl, Moe Keller, Nancy SnoYJ, Randy West, and Claudia Worth Also present City Clerk, Wanda Sang, Deputy City Clerk, Christa Jones, City Administrator, Nichael Smith, City Attorney, John Hayes, Municipal Court Judge, Anthony Zarlengo, Chief of Police, Howard Jaquay, Director of Public Works, Rio Minetor, Director of Planning, Glen Gidley, staff, and interested citizens Item 1. SWEARING IN CEREMONY FOR ELECTED OFFICIALS Judge Anthony Zarlengo administered the Oath of Office to the following Officials Mayor Dan Wilde City Clerk Wanda Sang City TreaRurer Jim Malone City Council District I Larry Nerkl DoriR Ibbison City Council District II Tony Flasco Kent Davis City Council DiRtrict III Nancy Snow Randy West City Council District IV Moe Keller Claudia Worth CITY COUNCIL MINUTES November 9, 1987 Page -2- Mayor Wilde presented former Councilmember Rod Johnson with a plaque The Mayor then introduoed his family members that were present at the ceremony, congratulated the officials on their election to office, and gave a brief speeoh outlining his plans and thoughts for his term of office Item 2. SELECTION OF MAYOR PRO TEM Motion by Mrs seconded by Mr Keller to nominate Claudia Worth as Mayor pro tern, Merkl, carried 7-1 with Mr West voting No Item 3. SELECTION OF COUNCIL PRESIDENT Motion by Mr Flasco to nominate Kent Davis as Council President, seconded by Mr Merkl, carried 7-1 with Mr West voting No Item 4. SELECTION OF DELEGATES TO NATIONAL LEAGUE OF CITIES, LAS VEGAS, NEVADA, DECEMBER 12 - 16, 1987. Mr Flasco explained that Larry Merkl and he are on the National League of Cities Policy Committee They had told Council previously that they had accepted these appointments and that they were expected to attend these conventions However, the delegate could be somebody other than a person on the policy committee Discussion followed Motion by Mrs Snow to nominate Tony Flasco to be the delegate to the National League of Cities, Las Vegas, but that permission be given to Mr Merkl to also go, if he wishes, as an alternate, seconded by Mr Davis, carried 8-0 Item-2-:. SELECTION OF REPRESENTATIVE TO COLORADO MUNICIPAL LEAGUE POLICY COMMITTEE. Motion by Mr Flasco to nominate Larry Merkl as a representative to the Colorado Municipal League Policy Committee, seconded by Mrs Ibbison, carried 8-0 Item 6. DISCUSSION REGARDING APPOINTMENTS OF JUDGES AND CITY ATTORNEY. Mr Davis suggested that, since it has been several years, we put this out as an advertisement to see if there would be any interest in anyone of these positions He thinks it is healthy for the City to look at possible people out there who may benefit the City in these positions Discussion followed Motion by Mr Davis that we advertise on November 16 and that the advertisement run for 14 days and then review on the week of the 14th, say Tuesday, the 15th and the appointments be made no later than the 21st of December, seconded by Mrs Keller Mr Flasco pointed out that on that schedule two of them could be out of town on the National League of Cities, which runs from the 12th through the 16th of December Mr Davis ohanged the date of review to Thursday, the 17th of December, second accepted that Mrs Snow will be voting No, CITY COUNCIL MINUTES November 9, 1987 Page -3- becau~e although she agree~ with Mr Davis, ~he feel~ thi~ is being done too late and should have been done at least in September or October Motion carried 5-3 with Councilmembers Snow, Worth, and West voting No Item 7. Motion by Mr Merkl that the contract for con~truction of a ~and and ~alt ~torage building be awarded to Dimen~ion Builder~ in the amount of their bid of $57,300 plu~ a 10 per cent contingency for a total of $63,030 I further move that $30,000 be tran~ferred from account number 01-607-795 to account number 01-303-812 and that all co~ts for this building be charged to account number 01-303-812, and that the Director of Public Work~ be authorized to execute all change orders up to a total cost of $63,030, ~econded by Mrs Snow Mr Flasco stated that he had a lot of questions on thi~ item and that he was totally confu~ed about ~ome of the facts and figures he had been given Motion by Mr Fla~co that thi~ item be postponed for 2 weeks and in that time allow Council the opportunity to look into it and have ~taff bring back the an~wers to us, ~econded by Mr Davis Discussion and questioning of Mr Minetor followed Mrs Snow will vote No on the postponement because Mr Minetor has answered all her questions to her sati~faction and this ha~ been discussed for over 1 year Mr West will vote No on the po~tponement because thi~ ha~ been discus~ed at the Street Committee ~everal time~ and wa~ found to be the most economical building Mrs Snow called for the question, seconded by Mr Merkl, carried 8-0 Motion on postponement Failed 4-4 with Councilmembers Ibbison, Davis, Merkl and Fla~co voting ye~ Mr Fla~co will vote No on the original motion because we are wa~ting the City's money and taking $40,000 out of unallocated that could be better used for something else Original Motion carried 7-1 with Mr Flasco voting No Item 8. Motion to cancel the November 16, 1987 Study Session Motion by Mrs Keller to cancel the November 16, 1987 Study Se~~ion, seconded by Mrs Snow Mr Flasco will vote No He would not li~e to cancel the Study Session, feel~ the orientation i~ needed even for an experienced Council, doesn't know how many time~ in the past 2 years they have gotten into a discu~~ion and haven't had anything written down, they need to get it all together, there are a lot of rule~ that have been put in verbally since Nancy ha~ been on Council and they are continually in di~agreement over them, maybe Council Rules ~hould be revised Mrs Keller questioned if some of thi~ could be combined with Goal Setting Se~~ion on the 20th and 21~t Mr Smith ha~ no problem with that Mr Merkl called for the question, ~econded by Mr Davis, carried 7-1 with Mr West voting No Original Motion ~arried 6-2 with Mr Flasco and Mr We~t voting No CITY COUNCIL MINUTES November 9, 1987 Page -4- Mayor Wi10e then expressed his personal appreciation to Hank Stites for long years behind this mike and he will be calling him Former Mayor Hank Stites then received a standing ovation from all present Mr Flasco asked all the Elected Officials and Press to meet with him up at the podium for a personal matter, that he did not want to do in public Mr Hayes confirmed this was proper since it was personal Motion to adjourn by Mr Merkl, seconded by Mr Davis, carried 8-0 Meeting adjourned at 8 40 p m ~ ' \ , , -l' \ .... .~ ) Christa JOneS~-Dep~ty City Clerk APPROVED BY CITY CdUNCIL ON NOVEMBER 23, 1987 BY A VOTE OF 7 TO 0 / J ;{ / I J ^ _._ -.,; JA- " ./"I ?L-<. ~':.j Kent Davis, Council President
